4 337 - Lane End Field, Totnes 4 An Introduction DARTINGTON Totnes TOTNES Fig.1 Site Location Plan- Context Site Location This Design and Access Statement has been produced to accompany a Planning Application for the erection of four houses on the land known as Lane End Field of Dartington Lane in Totnes. The application has been prepared on behalf of Millwood Homes (Devon) Ltd The proposal is for a small group of four modern houses on the site. The site is within South Devon Area of Outstanding Beauty. an introduction

6 Fig.2 Site Analysis Dartington Direction Lane End Field, Totnes 6 ASSESSMENT Physical Context The site neighbours a residential estate and is bounded by existing housing to the south and Dartington Lane to the north. The site is located on the outskirts of Totnes and is allocated as proposal T5 within the adopted site allocation DPD. It benefits from being adjacent to the River Dart and in close proximity to King Edward VI College, local bus stops and the Nation Cycle Network Route 2. King Edward VI Collage Local Bus Stops Totnes Direction The total site area is 0.39ha and is in the main flat with a gentle slope towards the south-west. Most of the land area has reserved zones which are in place to protect natural species, such as bats, as well as areas subject to flooding issues. With all the constraints within the site only 50% (0.19ha) of the area can be developed (as shown on fig 3). The area in which dwellings can be built is only 0.12Ha. The various dwellings on the adjacent housing estate include buildings of 2 storeys formed in a traditional in appearance (fig 5) with rendered elevations, pitched the process roofs and dormers.

Economic Context The aim of the project is to create market housing which will utilise the developable area of the proposed site and achieve a high quality design. The development will provide construction related jobs during the construction phase and will also provide indirect opportunities for training schemes Fig.5 View of the site towards the East. 11 337 - Lane End Field, Totnes 11 Fig.10 Proposed Site Design The design was inspired by modern, artdeco houses built in locality in 1930s as shown in fig 8. These iconic buildings are an example of how modern buildings can be integrated within surrounding area. It is proposed that a series of 4 houses as a standalone group arranged in a gently curving row fronting on to Dartington Lane. These detached dwellings will include garage parking and also bike & bin storage areas all integrated into the overall design. the process

13 337 - Lane End Field, Totnes 13 Fig.11 House Type A Use & Layout The layout is based on a row of houses fronting on to Dartington Lane. A new shared access to the site is to be formed which loops in and out of the site to avoid the need for vehicles to turn around. Fig. 12 House Type B The houses will respect the following constraints: A zone is maintained as a possible flood corridor and green space adjacent to the footpath along the River Dart. A further zone is to be maintained as a dark corridor backed up by a no window zone to avoid disturbance of bats. Minimum distances are maintained to opposing windows from the existing housing to the rear. use & layout

15 Fzig Access The properties will be designed to provide access as required under Part M of Building regulations Lane End Field, Totnes 15 Scale/ Amount The proposal is for a group of 4 No. detached 4 bedroom houses. Each house has a garage and car parking space. House Type A Vehicular Access The main access is from Dartington Lane via new driveway that will have two access points off the lane to ease in and out movements for future residents Parking spaces Each house has a garage and a parking space in front of it. Pedestrian Access Pedestrian access will be provided via paved entrance paths. The number has been established by reference to a series of sketch layouts which have explored the sites potential whilst addressing the constraints and opportunities. The new houses are to be 2 storey and flat roofs will ensure that no excessive volume results from roof voids. Parapets and large scale corner windows will maintain an appropriate scale to the street frontage whilst use of timber boarding and a step down through the section of the dwelling will present a less formal, reduced scale to the rear. The site area is 0.4 ha in total, with the build zone limited to only 0.12Ha. The dwellings size are: House Type A sqft House Type B sqft scale and access House Type B

17 337 - Lane End Field, Totnes 17 Landscape Design The majority of the existing landscape areas are to be retained. The size, scale and views of the outdoor spaces will be retained and the new development will be constructed in an appropriate location as to not interrupt the privacy of the properties in the surrounding area. New tree planting will be used to maintain the line of the hedge to the Lane and frame views in and out. Hard landscape materials will be limited to the main vehicular access and pedestrian paths landscape

19 337 - Lane End Field, Totnes 19 Appearance The Design Philosophy is to create a modern building that would harmonize with the character of the surrounding area. The buildings present a simple palette of materials including: render, glazing and timber boarding in keeping with the semi rural location respecting location adjacent to the main drive to Dartington Hall. The houses will employ repetitive forms and details to establish a rhythm to unify the development. Flat roofed contemporary style dwellings have been designed. These reflect the range of individual International Style houses which can be found within the neighbouring Dartington Estate Proposed Materials Roof flat roof structure covered with single plain membrane.
