1 BRECKINRIDGE-FRANKLIN ELEMENTARY Comprehensive School Safety & Discipline Plan Every student at Breckinridge-Franklin Elementary School should have access to a safe, secure and orderly school that is conducive to learning (KRS ). All students have the right to freedom from verbal and/or physical abuse by school staff or other students. Punishments that are cruel and unusual, demeaning, degrading, humiliating, excessive, or unreasonable are prohibited. The use of obscene or abusive language by school staff or students is prohibited (JCPS Student Bill of Rights, No. 8). Students are responsible for following the code of conduct at all school functions and should conduct themselves in a way that does not interfere with the rights of other students to an education or with the school s ability to provide it (JCPS Code of Acceptable Behavior and Discipline). In addition to the code adopted by the JCBE, Breckinridge-Franklin Elementary School provides a list of school norms and in-school discipline measures/procedures that are consistent with the code. We also provide students with positive behavior reinforcements such as our Fantastic Frog program and other recognition events. The school norms, behavior plan, and procedures will be adopted by the SBDM Council and implemented by all staff. Finally, the academic expectations for all students are outlined below and are essential for success. School/Classroom Norms 1. Follow school/classroom norms in all areas 2. Show respect for everyone/everything 3. Keep all body parts and objects to yourself Academic Expectations 1. All students will give their best effort in completing assignments, homework, and assessments. 2. All students will come prepared to class and bring materials. 3. All students will follow behavior norms and use positive self-talk. 4. All students will write their names on papers.
2 All behaviors and interventions for behaviors listed below are not intended to be all-inclusive or sequential in order of severity or implementation of interventions Level 1 & 2 intensity behaviors MILD/MINOR RULE VIOLATIONS * confined to individual student and/or disrupts other students in immediate area - Failure to meet school/classroom norms/expectations (posted in individual classes) - Profanity (indirect use of curse words/non-direct usage) - Disruption in class (blurting out, throwing objects, out of seat without permission) - Showing minor disrespect (not attending to tasks at hand, inappropriate body language, inappropriate feedback) - Hallway behavior/disruptive transition - Refusal to follow directions - Out of seat/assigned area - Talking back to teacher - Dress code violation - Dropping books to cause disruption - Name calling - Taking things from others - Running in the building - Unsafe/rough play & play fighting - Spitting - Electronic equipment/toys/etc. at school - Unexcused tardies - Uncooperative/non-compliant/defiant behavior - Chewing gum - Inappropriate displays of affection - Disrespectful language/behavior - Failure to complete assignments, homework, and/or assessments - Cheating/Plagiarism Corrections for Level 1 & 2 intensity behaviors (Phone call to parents required for all Level I & 2 intensity level behaviors) - Proximity control - Verbal redirect/correction - Ignoring - Verbal warning - Cool off/buddy room - Hall conference - Redirection - Parent notified - Teach replacement behaviors & conflict resolution - Apology - Affirmations for appropriate behavior - Loss of privileges and access to materials/items - Making wrongs right - Detention - Change seating/separation from students - Home visits - Reflection sheets/constructive assignment - Behavior contract
3 Level 3 intensity behaviors MODERATE/MORE SERIOUS IN NATURE * behavior disrupts entire class - Repeated level 1 & 2 behaviors - Vulgarity (derogatory comments about people) - Disruptive outburst that stops class - Throwing things - Yelling - Open defiance - Leaving area without permission but remaining in building - Cursing Corrections for Level 3 intensity behaviors (Phone call to parents required for all Level 3 behaviors) - All above corrections for Level 1 & 2 intensity behaviors - Parent notified - Mental health support - SRT called (in-school and/or district area) - Parent-teacher-student conference - Written/entered Behavior Incident Log on CASCADE - Referral to assistant principal/counselor/behavior coach (teacher chooses) - FBA/BIP & Specially designed interventions - PAC visit - ISAP assignment - Suspension LEVEL4 & 5 intensity behaviors SEVERE/LEGAL Behavior that disrupts other classes/areas of school and behavior that causes or threatens to cause injury to self/others. Serious misbehaviors that require immediate administrative involvement and written documentation. They also include behaviors that are illegal or are so severe that the misbehaving student s continued presence poses a threat to physical safety or adult authority. Most, but not all Level III behaviors require immediate escort to the office; staff are to use professional judgment in following the guidelines below: Keep in class/send Referral immediately! Repeated Level 3 behaviors! Throwing things at people! Destruction of property! Cursing/Profanity directed towards staff! Overt insubordination! Theft/Vandalism! Stealing/Forgery! Extortion/Robbery! Intimidation: Preventing or attempting to prevent staff or student from performing their responsibilities through threats, violence, verbal/physical harassment, sexual harassment, or inappropriate exposure of body parts! Harassment: Persistent efforts to annoy or worry another person Have student escorted to the office immediately with referral! Threatening to harm self/others! Disrobing! Violating conditions of suspension! Use, possession, distribution of drugs/alcohol! Assault: causing physical injury by means of a deadly weapon or dangerous instrument/sexual abuse/sexual assault! Arson! Weapons/Dangerous Instruments: Object used to hurt or intimidate another person which may cause serious injury! Bomb threats, false fire alarms, false police reports, terroristic threatening, fireworks/explosives! Fighting (Classes A-D): " Class D: Chesting, bumping, posturing to fight; student does not stop when directed " Class C: Striking, pushing down, etc CORRECT BEHAVIOR/INTERVENE IMMEDIATELY; SEND REFERRAL FORM TO ADMINISTRATOR IMMEDIATELY OR SEND STUDENT TO ADMINISTRATOR WITH SECURITY OR ADULT ESCORT; SEND REFFERAL FORM WITH ADULT ESCORT TO ADMINISTRATOR IMMEDIATELY
4 with repeated attacks or threats of physical violence, expressions of hatred, contempt, or prejudice or sexual in nature! Leaving school building/grounds without permission notify office ASAP between two or more students; students stop when directed; no injuries " Class B: Striking, pushing down etc, student does not stop when directed; injuries involved " Class A: Striking, pushing down faculty, staff, other officials Administrative disciplinary interventions may include but are not limited to: " Written/entered Behavior Incident Log on CASCADE " Any options in Level 1, 2, or 3 " Behavior Packet " Parent contact/conference " Mental health support " SRT called (in-school and/or district area) " FBA/BIP Individualized behavior Plan " Referral to counselor/frc " Lunch Detention " After School Detention " PAC assignment " In-school suspension (ISAP) " Out-of-School suspension " Recommendation for alternative placement PROCEDURES FOR REMOVING VIOLENT OR THREATENING STUDENTS FROM THE CLASSROOM Level 3, 4 & 5 intensity behaviors MODERATE & SEVERE misbehaviors are the ONLY reason to call administrators/security to a classroom for assistance. The office should be notified via classroom telephone to send school SRT/security to remove the student. The caller should give the teacher name, room number, student name, intensity level of behavior, and briefly describe behavior. The referral describing the disruptive behavior and annotating the need to call security is to be given to school personnel/security upon his/her arrival to remove the student. Teachers will enter the behavior incident log in CASCADE. The behavior should be considered violent or threatening in order for a student to be removed by security.
