3 Why are SESIR and Discipline Data Important? Provides data for: needs assessment for grant opportunities measuring progress of intervention reporting to advisory councils

4 SESIR Key Features Developed 1995 for school staff Based on criminal code but not identical 25 incident categories reported Each incident may have related elements: alcohol, bullying, drug, gang, hate-crime, hazing (pending), injury or weapon

5 SESIR Incidents On school grounds, school transportation, or at off-campus school sponsored events The most serious offense is the primary SESIR incident. Secondary offenses can be reported as one or more related elements. 365 days/24 hours Student, Non-Student or Unknown Offenders

16 New Incident: Hazing (pending) Any action or situation that endangers the mental or physical health or safety of a student at a school with any of grades 6 through 12 for purposes of initiation or admission into or affiliation with any school-sanctioned organization. Hazing includes, but is not limited to: (a) pressuring, coercing, or forcing a student participate in illegal or dangerous behavior, or (b) any brutality or a physical nature, such as whipping, beating, branding, or exposure to the elements. 17 New Incident: Physical Attack An actual and intentional striking of another person against his/her will, or the intentional causing of bodily harm to an individual. Battery (Level I) PHA Physical Attack (Level II) Fighting (Level III)

18 New Incident: Sexual Assault An incident that includes a threat of: rape, fondling, indecent liberties, child molestation, or sodomy. Both male and female students can be victims of sexual assault. The threat must include all of the following elements: 1) intent; 2) fear; and 3) capability. SXA

19 New Data Element: Incident, Hazing-Related (pending) A code indicating whether or not the incident was hazing related. Note: The incident is hazing-related if the incident includes any action or situation that endangers the mental or physical health or safety of a student for purposes of initiation or admission into or affiliation with any school-sanctioned organization. Hazing includes, but is not limited to: (a) pressuring, coercing, or forcing a student to participate in illegal or dangerous behavior, or (b) any brutality of a physical nature, such as whipping, beating, branding, or exposure to the elements.

20 New Data Element: Victims of Homicide A code to identify the Victim(s) of Homicide. A maximum of four codes may be included (Staff, Faculty, Student, Other).

21 New Data Element: Weapon, Discharged A code indicating whether or not any of the following was discharged during an incident: Firearm, Other (F); Handgun (H); Multiple Types of Firearms (M); or Rifle or Shotgun (R).

22 New Data Element: Bullying or Harassment on the Basis of Sexual Orientation An indicator of whether the bullying or harassment incident was on the basis of sexual orientation. Harassment or bullying on the basis or sexual orientation refers to intimidation or abusive behavior based on actual or perceived sexual orientation. Harassing conduct may take many forms, including verbal acts and name-calling, as well as non-verbal behavior, such as graphic and written statements, or conduct that is physically threatening, harmful or humiliating. The conduct can be carried out by school employees, students, and non-employee third parties. Bullying on the basis of sexual orientation constitutes sexual orientation harassment.

23 New Data Elements: Bullying or Harassment on the Basis of Religion An indicator of whether the bullying or harassment incident was on the basis of religion. Harassment or bullying on the basis of religion refers to intimidation or abusive behavior based on actual or perceived religion. Harassing conduct may take many forms, including verbal acts and name-calling, as well as non-verbal behavior, such as graphic and written statements, or conduct that is physically threatening, harmful or humiliating. The conduct can be carried out by school employees, students, and non-employee third parties. Bullying on the basis of religion constitutes religious harassment.
