2 Overall Goals The long-term goal of the Initiative is to reduce emissions of SLCPs and black carbon from the use of traditional cookstoves, heatstoves, and solid fuels through a focused agenda of advocacy, research, standards and testing, incentivizing investment, and project development in clean cooking and heating solutions.

3 Initiative s Overall Objectives Broader and higher-level CCAC engagement and advocacy in the household air pollution issue; Greater awareness among policy makers of the role of clean cooking and heating solutions in climate mitigation efforts at the global and national level and increased actions to address; Enhanced funding for the collection of primary and secondary data on impacts on health and climate from use of solid fuels for cooking and heating, as well as the benefits of clean and efficient solutions; Improvements in standards and testing for BC and SLCP at the country level, and translation into better technology designs; Support for pre-investment and commercial investment in marketready projects that reduce emissions of greenhouse gases and SLCPs, toward an eventual impact on the sector that will also save lives, improve livelihoods, empower women, and protect the environment beyond what could have been achieved by donors to the Coalition through similar investments in other sectors.

4 Expected Results Measureable reductions in emissions of black carbon, methane, and other co-emitted air pollutants, as well as demonstrated health, environmental (land degradation, deforestation, and biodiversity), and livelihood benefits for consumers/users of clean cookstoves, heatstoves, and fuels.

5 Key Initiative Accomplishments Expansion of Alliance Spark Fund to include tranche of pre-investment grant support for projects that reduce emissions of SLCPs; 70 cookstove proposals received for review: Due diligence and BC & SLCP evaluations done by USEPA s lab to determine the best proposals to reduce emissions Two projects were selected for Spark funding o SimGas, East Africa (biogas) o SME Funds, Nigeria (ethanol gel) Projects in implementation phase and lessons learned on SLCP reductions shared widely with entrepreneurs and enterprises Development of standards and testing protocols to provide clear criteria for evaluating emission reductions of black carbon, PM and other SLCPs, and other co-benefits, from the wide-spread adoption of clean cookstoves, heat stoves, and fuels; Creation of a high-level advocacy and global education campaign to raise awareness among thought-leaders and policy-makers regarding contribution to climate change from use of solid fuels for cooking.

6 Lessons Learned Global and national policy makers underestimate the role of open fires for cooking in climate change and are unfamiliar with the potential for clean cookstoves and fuels to reduce emissions of SLCPs and GHGs; Policy makers are however, looking for cost-effective solutions like clean cookstoves that can deliver climate benefits with other health, economic, environmental, and gender co-benefits; Testing centers at the national level need technical support and training if they are going to be able to test for BC in cookstoves; To ensure maximum climate benefits of clean cookstoves, standards must include BC emission levels Clean cookstove entrepreneurs and enterprises are open to reducing emissions of BC and SLCPs from their technologies but need technical assistance and financing to do so; Clean fuels offer a cost-effective way to reduce emissions from the household energy sector; While climate is a driver for donors to the sector, economics and health benefits motivate most consumers to buy cleaner and more efficient stoves and fuels.

7 Phase II Proposal Continue work to identify opportunities to implement effective S&L programs (and/or other appropriate market transformation mechanisms) in CCAC partner countries as well as pursue globally applicable opportunities; Conduct in-field emissions testing (emissions rates and emissions factors) of both health damaging (fine particulates and CO) and climate damaging (BC and other SLCPs) pollutants on clean stove and fuel technologies (including LPG and ethanol); Model global climate and health impacts/effects of reductions in BC and other SLCP emissions from use of clean cookstoves and fuels, with focus on important geographic regions; Building on recommendations of Black Carbon Financing Working Group and the Gold Standard methodology to certify reductions in BC, issue a call for cookstove and fuel projects that offer cost-efficient, measurable reductions in SLCPs and BC. Applicants would be invited to submit proposals under structured terms for results based payments upon delivery of measureable and reduced emissions of BC and co-emitted species; Engage national partners in the development of programs and policies to incentivize clean cooking and heating to meet national climate mitigation, disease prevention, reforestation, gender empowerment, and air pollution reduction goals.

8 Release and circulate targeted research studies and findings such as Alliancefunded Yale UNAM study on the nonrenewability of fuel wood for cooking; Workshop at Clean Cooking Forum in Ghana November 2015 to work with national partners on mechanisms for integrating clean cooking into NAMAs; Host forum with high level corporate partners to showcase offset opportunities from clean cookstove/ heatstove and fuel projects; High-level event with national partners to discuss ways to integrate clean cooking/heating and fuels into climate mitigation efforts; Clean cookstove and fuels exhibit Op-Eds, fact sheets, white papers, etc. Pathway to Paris
