Adopt Resolution 2011-_, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AUTHORIZING STAFF TO PURSUE CALIFORNIA DEPARTMENT OF WATER RESOURCES STORMWATER FLOOD MANAGEMENT GRANT FUNDING FOR THE SAN RAMON CANYON STABILIZATION PROJECT INTRODUCTION The City Council has commissioned a Project Study Report (PSR) to identify possible alternatives that address the flooding and erosion issues in the San Ramon Canyon. The PSR has identified several alternatives and recommended an alternative with a planning level cost estimate of $19.2M. As a means to close the gap between available City funds for the project and anticipated costs, staff believes it prudent to pursue outside funding. One form of outside funding is available in the form of grants. 10-1

2 BACKGROUND AND DISCUSSION The Department of Water Resources (DWR), administers the Integrated Regional Water Management Stormwater Flood Management Grant Program. The DWR grant program is designed to encourage integrated regional management of water resources, including flood management, and provide funding for projects that support integrated water management planning and implementation. Grant funding is authorized under the Disaster Preparedness and Flood Prevention Bond Act of 2006 (Proposition 1E). Details of the Grant Program can be seen on the attached Fact Sheet, prepared by the City's grant consultant, Blais & Associates. As part of the application process, the City is required to perform a very prescriptive economic analysis to demonstrate the flood damage reduction costs and benefits. The analysis represents 24percent of the total points available. To that end, staff is completing this part of the grant application first in order to ensure that the benefits of the project score well according to the grant criteria. A cursory review of the data indicates the project will yield significant flood damage reduction benefits under a catastrophic (100%) failure scenario. The final analysis will provide more scenarios (e.g. 25% failure, 50% failure, etc.). The current estimated costs associated with the economic analysis include: (1) rebuilding Palos Verdes Drive East lower switchback ($8.7 million), rebuilding Palos Verdes East upper switchback (approximately $8.7 million), reconstruction of 25 th Street at San Ramon ($10.7 million), and a conservative estimate of replacement of 25% (building damage loss) of 250 +/- homes below San Ramon ($18.75 million). Other costs include sewage spill fines and clean up costs. The planning level estimated project cost is approximately $19.2 million. The estimated benefits (not discounted) are $47 million. The straight-line benefit cost ratio is This number will be refined by adding discount factors, factoring probable failure scenarios (e.g. 100%,50%,25%, etc.), and other items dictated by the instructions. An additional component of the grant solicitation requires the applicant to provide a resolution adopted by the applicant's governing body designating an authorized representative to submit an application and execute an agreement with the State of California for the grant. A resolution is attached that satisfi.es this requirement. ALTERNATIVE The alternative is not submitting a grant application. No grant funding under this program will be received if the alternative is approved. FISCAL IMPACT If the application is approved, Staff hopes to receive a grant for up to 50% of the final project costs. 3 Resolution A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AUTHORIZING STAFF TO PURSUE CALIFORNIA DEPARTMENT OF WATER RESOURCES STORMWATER FLOOD MANAGEMENT GRANT FUNDING FOR THE SAN RAMON CANYON STABILIZATION PROJECT WHEREAS, Public Resources Code sections et seq. authorize the California Department of Water Resources (DWR), through it's Integrated Water Resource Management (IRWM) Grant Program, to administer grants in furtherance of the state of California's (State) efforts to encourage integrated regional management of water resources, including flood management; and WHEREAS, the Integrated Water Resource Management (IRWM) Grant Program is designed to encourage integrated regional management of water resources, including flood Management, and provide funding for projects that support integrated water management planning and implementation, and WHEREAS, the DWR's IRWM Grant Program Proposal Solicitation Package for Proposition 1E Stormwater Flood. Management (SWFM) grants work in conjunction with the IRWM Grant Program Guidelines to disburse the first round of SWFM grant funding under the Disaster Preparedness and Flood Prevention Bond Act of 2006 (Proposition 1E), and WHEREAS, IRWM Grant Program application procedures require an applicant's governing body to declare by resolution certain authorizations related to the administration of DWR grants. BE IT, THEREFORE, RESOLVED BY THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES: The City Council authorizes: 1. The submittal of application(s) to DWR for alllrwm Stormwater Flood Management Grant Funding pursuant to the Disaster Preparedness and Flood Prevention Bond Act of 2006 (Public Resource Code Section et seq.) for the San Ramon Canyon Project. 2. The Director of Public Works, or his designee, is hereby authorized and empowered to execute in the name of the City of Rancho Palos Verdes all grant documents, including but not limited to, preparation of necessary data, conduct investigations, file applications, agreements, amendments, and requests for payment, necessary to secure grant funds and implement the San Ramon Canyon project with the DWR. 3. The above authorizations are effective for five (5) years from the date of adoption of this resolution. 10-3
