Akkuyu Project Company (APC) 4
Power Purchase Agreement (PPA) 5
Implications of Fukushima Accident Our commitment of installing first nuclear power plant is continuing due to the fact that nuclear is essential to our energy mix in the future. We will continue to use BOO approach in our future NPP projects owing to minimize risks. (No tender/competition) Our future NPP projects will be awarded by means of an IGA. We have learned lessons related with; (1) Nuclear safety & licensing (2) Unexpected events (3) Extreme external events 6
Commitmentsof APC AfterFukushima Accident APC will consider preliminary lessons learned from Fukushima Accident doing its duties at all stages of the Akkuyu NPP Project. APC will take all precautions for: Site specific natural hazards, Containmentintegrity, Common cause failures, Human effect, Lifetime continuous quality assurance etc APC will develop Emergency plans and procedures to reflect IAEA recommendations and world experience after the Fukushima. 7
Performed Activities After Fukushima TAEA signed Joint Declaration on EU Stress Tests A draft national report of Turkey has been finished under EU Stress Tests NEPIO has organized several tours to Kalininskaya and Novovoronej II NPPs in Russia for national public organizations: MENR (TheMinistryof Energy) The Turkish Party of theiga TAEA (Nuclear Regulatory Authority) Nuclear Regulation, Licenses and Permits EMRA (Energy Market Regulatory Authority) Electricity Generation License MEF (Environmental Regulatory Authority) Environmental Impact Assessment(EIA) TEIAS (Turkey s State Transmission Utility) Grid Connection TETAS (Turkey s State Electricity Wholesale Utility) Power Purchase Agreement(PPA) 8
Continued Activities After Fukushima APC countinues to update earthquake and tsunami studies previously carried out at Akkuyu site. TAEA is reviewing existingregulations related to earthquakes and tsunamis, calculation methods and steps of hazard analysis. TAEA continues a study on the seperation of Regulatory Body and R&D organizations and the establishment of an independent Regulatory Body: TAEA will get consultant supporting for Akkuyu NPP licensing process. 9
The Time Schedule of the Akkuyu Project The Akkuyu site with its current license and existing infrastructure was allocated to the project company, free of charge, until the end of decommissioning the plant in The project company applied to the EMRA for Electricity Generation License in Dec, The project company applied to the TAEA for Construction License in Dec, First concrete 2014 First Criticality
On-GoingActivitiesof AkkuyuProject APC continues site survey(earthquake and tsunami) developing the plant site infrastructure. PublicInformationCenter(PIC) in Akkuyu, Mersin province. (PIC willbe openedin July, 2012) NEPIO is preparing a national industrial participation programme (NIPP) for Akkuyu project NEPIO and APC have prepared a personnel training programme: 600 Turkish students will be trained in the Russian National Research Nuclear University (MEPhI). (These trained specialists will constitute the Akkuyu NPP key staff.) First group(50 students) started the training in Sep Second group(75 students) will start it in Sep
