Background Against the backdrop of the accident at the Fukushima Daiichi nuclear power plant (NPP) in March 2011, the Director General of the International Atomic Energy Agency (IAEA) convened a Ministerial Conference on Nuclear Safety at IAEA Headquarters in Vienna, Austria, in June The Conference adopted a Ministerial Declaration which, inter alia, requested the Director General to prepare a draft action plan covering all relevant aspects relating to nuclear safety, emergency preparedness and response, and radiation protection of people and the environment, as well as the relevant international legal framework. The draft IAEA Action Plan on Nuclear Safety was approved by the Board of Governors at its September 2011 meeting, and the IAEA General Conference unanimously endorsed the approval of the Action Plan on 22 September The Action Plan sets out a comprehensive programme of work, in 12 major areas, to strengthen nuclear safety worldwide. Under one of these areas, headed Research and Development, the IAEA Secretariat is requested to effectively utilize research and development (R&D) and to provide relevant stakeholders with assistance as appropriate to conduct necessary R&D in nuclear safety, technology and engineering, including that related to existing and new design-specific aspects.
2 Page 2 When the Fukushima Daiichi accident occurred, there was an extensive R&D database for severe accidents at water cooled reactors (WCRs), and the information already known was very useful for predicting and understanding the accident progression. Nevertheless, the Fukushima Daiichi accident has highlighted some areas where the knowledge and understanding of issues associated with severe accidents could be strengthened. In the light of the Fukushima Daiichi accident, new R&D activities have been undertaken by IAEA Member States and international organizations, dealing with severe accidents at NPPs, including those affecting spent fuel pools. The IAEA held, in cooperation with the OECD Nuclear Energy Agency (OECD/NEA), the International Experts Meeting (IEM) on Strengthening Research and Development Effectiveness in the Light of the Accident at the Fukushima Daiichi Nuclear Power Plant at IAEA Headquarters in Vienna, Austria, from 16 to 20 February 2015, in order to facilitate the exchange of information on these R&D activities and to further strengthen international collaboration among Member States and international organizations. The experts agreed at the IEM that R&D efforts to address the lessons learned from the Fukushima Daiichi accident would continue for quite some time. The challenges that had not been fully appreciated previously should be addressed by reconsidering R&D strategies and priorities. B. Objectives The purpose of the meeting is to provide a platform for experts from Member States and international organizations to exchange perspectives and information on strategies and priorities for R&D regarding the Fukushima Daiichi accident and, more generally, severe accidents. The meeting also aims at enhancing communication between industry (utilities, vendors, etc.), regulatory bodies and research organizations regarding the strategies and priorities for R&D on severe accidents. The meeting will have the following main objectives with an emphasis on R&D strategies and priorities after the Fukushima Daiichi accident: To exchange views on the Fukushima Daiichi accident from the viewpoint of R&D; To exchange information on ongoing and planned international initiatives and national programmes related to R&D on severe accidents; To discuss reviewing and updating of the strategies and priorities for R&D on severe accidents; and To discuss possible international collaboration in R&D activities on severe accidents. The meeting programme will include discussion sessions in order to enable the participants to contribute to the summary and highlights of the meeting that will be drawn up afterwards, as well as to make recommendations to the IAEA on future work in this field.
3 Page 3 C. Topics Presentations are invited on all aspects of strategies and priorities regarding post-fukushima R&D. The following topics have been identified as being of particular interest: Identification of R&D areas and topics on which a greater focus is required; Roadmap for the development of WCR technologies to cope with severe accidents; Review and updating of R&D strategies and priorities after the Fukushima Daiichi accident; Ongoing and planned international initiatives and national programmes; Possible international collaboration in establishing and sharing common strategies and priorities; and Strengthening of international cooperation in the area of severe accident R&D. D. Registration for Participation The meeting may be attended only upon official designation. Participants should complete the attached Participation Form (Form A) and send it to the appropriate national authority (Ministry of Foreign Affairs or National Atomic Energy Authority) for subsequent transmission to the IAEA, not later than 6 November Participants wishing to give a presentation at the meeting must complete the Form for Submission of an Abstract (Form B) and forward this to their national authority together with Form A and the abstract of their presentation (please also see Section E below). Participants requesting financial support must complete the Grant Application Form (Form C) and forward this to their national authority together with Form A (please also see Section F below). E. Submission of Abstracts and Presentations Abstract Submission The abstract should summarize the content and principal conclusions of the presentation which the author intends to give at the meeting. The abstract can include figures and tables, if appropriate. The abstract must be sent, together with Forms A and B, to the appropriate national authority, and also directly by to the IAEA Scientific Secretaries and by 6 November Important: Contributors of material to be included in the IAEA s proceedings are required to assign all copyrights or rights to publish to the IAEA. The authors should make sure that the files do not include copyrighted fonts or other impediments for reproduction.

F. Financial Support The IAEA is generally not in a position to bear the travel and other costs of participants in the meeting. Limited funds are, however, available to help cover the cost of participants from Member States eligible to receive technical assistance under the IAEA s technical cooperation programme. Such assistance can be offered, upon specific request, to one participant per country provided that, in the IAEA s view, the participant will make an important contribution to the meeting. The application for financial support should be made at the time of designation of the participant. The attached Grant Application Form (Form C) should be used for this purpose. G. Venue and Accommodation The meeting will be held at IAEA Headquarters in Vienna, Austria. The participants will be advised to book their accommodation at recommended hotels. (Information on transportation to the venue and accommodation is provided on the IAEA website at: Participants who require a visa to enter Austria should submit the necessary application to the nearest diplomatic or consular representative of Austria at least four weeks before they travel to Austria. Since Austria is a Schengen State, persons requiring a visa will have to apply for a Schengen visa. In States
