1 Title of Procedure: Management area: Finance and Administration Field Operations Marketing Client Fulfillment Result Statement: To provide guidance on how to properly install a fuel oil tank, fuel oil piping, and accessories. Timing As needed Controlling Calendar Should be reviewed once annually to ensure compliance with applicable codes. Position and Person with overall accountability: VP, Operations Manager Participating positions: Estimators, Project Managers and Field Technicians Description of the procedure: FUEL OIL TANK Tanks and their installation shall comply with the latest edition of the following Standards: Steel Tank Institute Sti-P3 Corrosion Protection System UL 58 Steel Tanks for Petroleum Products National Fire Protection Association (NFPA 30) Standards for Flammable and combustible liquids and (NFPA 31) Standards for Installation of Oil Burning Equipment. Petroleum Equipment Institute (PEl) Standard PEI/RP100 General Services Administration, Public Building Service Guide Specifications, PBS: 1568 Factory Mutual File J.I.OK6AF.A5. Testing and Maintenance: NFPA 30, 2-8. Tanks are designed for operation at atmospheric pressure only, except for the use with vapor recovery systems at a pressure or vacuum of approximately 1 psi. Tank shall be capable of storing petroleum products with specific gravity up to 1.1 and shall be chemically inert to petroleum products. Tank shall have a dry interstitial space between the primary and secondary shell to allow for the free flow and containment of all leaked product from the primary tank. Space shall also allow for the insertion of the "dry'' HD-A1 Monitoring device through a monitoring fitting, as -1-8/12/14
2 hereinafter specified. Tank shall meet the following design criteria: External hydrostatic pressure. Buried in ground shall meet all the requirements in NFPA through Internal load: Tank shall withstand a 5 PSI air pressure test with 5 to 1 safety factor. Contractor shall test tank, prior to installation, to test for leakage. Maximum test pressure is 5 PSI. Vacuum Test: To verify structural integrity, tank shall be vacuum tested by the manufacturer, at the factory, to 11.5 inches of mercury. Tanks to be delivered to job site under vacuum to ensure tank integrity after shipment. FUEL OIL TANK ACCESSORIES Storage tank fill lines shall terminate at the building wall in a Type 2 In-Wall Spill Container fill box. The fill box shall have a minimum of a 3.5 U.S. Gal. holding capacity and include: a door-seal, locking handle, NEMA 4 rated construction and oil connection fill adapter. The enclosure shall be equipped with a "stitch" weld 2" X 2" X 1/4" angle steel flanges, with 2 pre-drilled holes per side. Flange shall be mounted to assure that cabinet face is flush with mounting surface. Cabinet shall be 304 stainless steel, 12 gauge constructions, and be equipped with 1/2" NPT drain connection. The door shall match the cabinet construction and be fully gasketed with a neoprene gasket. The door shall mount to the cabinet with a full length stainless steel piano hinge on one side and a three point latch with locking handle on the opposite side, top and bottom. Tank vent piping shall be galvanized steel with cast iron vent protector or cast aluminum vent brick termination. Vent protector shall be the full size of the vent pipe, and shall be in accordance with NFPA Above ground tank suction piping shall, at the high point, shall be equipped with a U.L. listed Anti-Siphon V a l v e. Valve shall be sized to meet t he flow requirements and shall be equipped with a spring to match the vertical distance between the highest oil storage level, of the main tank, and the inlet to the fuel oil pumps. The Anti-Siphon to be installed only if the centerline of the fuel oil transfer pump is below the top of the main oil storage tank. Valve shall be equal to OPW or Preferred Utilities Mfg. Corp. Provide where shown in the fuel oil supply line a quick-closing, spring loaded, Lever Gate Valve held open by a wire with fusible link arranged so that the valve will automatically close if the link melts. Valve shall be Type 110 as furnished by OPW or Preferred Utilities Mfg. Corp. -2-8/12/14
3 Provide leak sensing on all containment piping within the building. Switches shall be as supplied by Preferred Utilities Mfg. Corp. Model RBS or Gems LS-7. Furnish and install on the fuel oil fill at the tank a mechanical overfill prevention valve to stop filling at 95% of tank capacity. Valve shall be Morrison Bros. 9095A, OPW 61fSTOP or approved equal. FUEL OIL PIPING All rigid internal piping shall be terminated 4" from the bottom of the tanks. All fuel oil supply and return lines located above or below grade shall be in a secondary containment piping system. All secondary containment piping systems shall be an engineered and totally factory fabricated double-pipe type containment system. The system supplier shall have at least five (5) years of experience in the manufacture of secondary contained pipe s y s t e m s. All straight SECTIONs, fittings and other accessories shall be prefabricated to job dimensions and designed to minimize the number of field connections. A trained field representative of the piping supplier shall provide technical field support during critical periods of the installation. Carrier Pipe: Carbon steel service pipe shall be standard weight or extra heavy, A106 seamless beveled for welding. (Stainless Steel piping shall be Type 304L or 316L). All joints for pipe 2-½ and larger in size shall be butt-welded. Sizes 2" and smaller shall be socket welded. Straight lengths of piping will be supplied with 4" of piping exposed at each end for field joint fabrication. Containment Pipe For Above Grade: The outer conduit shall be a smooth wall, Sch. 10 steel conforming to ASTM Specification A-135, or as specified. Containment Pipe Coating For Above Grade: Red Oxide Primer, factory coated up to 3-4 mils dry film thickness. Containment Pipe For Below Grade: The outer conduit shall be a nonmetallic fiberglass conforming to ASTM 2310 standard classification TRP-11CX and ASTM D2996 specification RTRP 11CF1-5430, RTRP-11AF1-2214, RTRP-11AF @ UL I ULC Rated and Listed for nonmetallic underground containment piping for petroleum products, alcohols and alcohol gasoline mixtures. -3-8/12/14
4 Installation: No Piping shall be installed in standing water. Trenches shall be maintained dry until final field closure is complete. The installing contractor shall handle the piping system in accordance with the directions furnished by the manufacturer and as approved by the ARCHITECT and engineer. The service piping shall be hydrostatically tested to 1-1/2 times the operating pressure, or as specified in the CONTRACT documents. The non-metallic outer jackets shall be tested to 5 psi and 15 psi for the metallic secondary containment. The test shall be maintained for a minimum time of 1 hour. EXERCISE DUE CARE WHEN INSTALLING AND TESTING THE PIPING SYSTEM. Backfill: A 4-inch layer of sand or fine gravel, less than ½ in diameter, shall be placed and tamped in the trench to provide uniform bedding for the containment system. Once the system is in place, the trenches shall be carefully backfilled with similar material and hand tamped in 6" layers until a minimum of 12" above the top of the preinsulated pipe has been achieved. The remainder of the backfill shall be void of rocks, frozen earth and foreign material. The trench shall be compacted to comply with H-20 Highway loading. The entire fuel oil containment system shall be supplied by Tricon Piping Systems, Inc., Kacco piping products or Containment Inc. MAIN TANK FUEL GAUGING AND LEAK MONITORING SYSTEM The Tank Gauging Monitor: Provide and install for e a c h double-wall main storage tank, a remote, microprocessor based tank gauging and leak monitoring system. Accurate to a minimum of ± 0.3%, the system shall include a microprocessor based central processing and indicating instrument, vertical lift fluid level sensor and leak detectors where indicated on drawings. The entire system and all components shall be intrinsically safe as approved by UL for Class 1, Div. 1, Group C & D hazardous locations. Central Processing and Indicating Instrument: The system shall provide a 4-20 rna output proportional to tank content in gallons and a minimum of four isolated alarm relay contacts for leak detection, automatically silenced overfill alarm, overfill, and low level. The control panel shall also have the following features: LED display shall have the capability to display (without scrolling) up to 99,990 gallons of inventory. It shall display the tank content continuously. Common audible alarm with associated alarm silence push button. The central processing and indicating unit shall be Pneumercator E or Preferred Instruments Model TG-EL-D3-ARF. -4-8/12/14
5 The Liquid Level Sensor: The unit shall be capable of easy installation. The sensor operation and accuracy shall be unaffected by changes in the specific gravity, conductivity, temperature, or pressure of the tank liquid, and be suitable for use with non-corrosive fluids and fuels up to and including No. 4 fuel oil Leak detectors shall be single point float type: Install where shown near the tank fill terminal an overfill alarm and silencing station. The alarm station shall have NEMA 4 construction a n d contain an 85 db horn or bell, silencing push-button, and "high level" light. An overfill alarm signal from the instrument shall sound the bell and energize the light. If the fill operator does not manually silence the bell, in one minute it will silence automatically. The overfill station will have a "pre fill" test push-button to ensure the tank gauge and fill alarms are operational. The alarm station shall be as manufactured by Pneumercator or Preferred Instruments. Provide and install inside the fill box a Fill-A-Larm Sign. The sign shall bright yellow background and black lettering. Caution Sign Shall Read: CAUTION WHEN ALARM BELL SOUNDS OIL TANK FILLED TO CAPACITY DO NOT OVERFILL -5-8/12/14
