1 City of Clive Greenbelt Master Plan Request for Proposals December 19, 2014 The City of Clive is inviting experienced consultant teams to submit their qualifications and proposals for the development of a Clive Greenbelt Master Plan. The Master Plan is proposed to include multiple elements of Clive s Greenbelt Area, such as the trail network, park facilities, storm water infrastructure, surrounding land use, regional connections, public art, forestry and overall branding. The Master Plan process will require significant engagement with multiple stakeholders including Clive residents, business owners, regional stakeholders, surrounding/overlapping jurisdictions, City boards/commissions, City staff and the City of Clive elected officials. The City of Clive will work closely with the consultant team regarding the multiple elements of this planning effort. Qualified consultant teams must have significant experience in community planning and design, including land-use planning, landscape architecture, park design, branding development, community engagement and a demonstrated ability to develop an implementable plan that meets the expectations laid out in the City of Clive s Strategic Plan. Qualified consultant teams also must have experience working in public/civic environments and working effectively with a variety of stakeholders to build consensus towards an achievable Clive Greenbelt Master Plan. This Request for Proposals (RFP) describes the planning opportunity and the process required for submitting a response. In addition, this RFP outlines the evaluation and selection process for the proposals, resulting in a recommendation to the Clive City Council for a professional services contract to be considered with a qualified consultant team in March An RFP informational meeting will be held on Thursday, January 8 at 3:00pm in the Clive City Council Chambers to allow interested design teams to ask questions and seek any clarifications on the proposed master plan project. 2 Part I. EXECUTIVE SUMMARY 1. Introduction The City of Clive, Iowa (hereinafter referred to as City ), a growing suburban community in the Des Moines metropolitan area, is seeking responses to a Request for Proposals from qualified consultant teams for the development of the Clive Greenbelt Master Plan (the Plan ). 2. Opportunity The opportunity is the development of a comprehensive master plan for the Clive Greenbelt Area. The Plan will include evaluation of multiple elements of the Clive Greenbelt Area, development of conceptual designs for an enhanced Greenbelt, identification of possible funding sources for public improvements, land use opportunities and integration within the regional greenway and trail framework. An extensive public engagement component is expected to be outlined with various stakeholders, including Clive residents, businesses, civic groups and regional entities participating. 3. Consultant Team Qualified consultant teams must have significant experience in the development of multi-disciplinary greenbelt or greenway master plans for local government entities. Qualified consultant teams will have had positive past experience working in the public sector and created positive relationships with a variety of stakeholders. A comprehensive list of the consultant team s work related to greenbelt or greenway plans of similar size should be included with the submittal. 4. Selection Process The City s selection process will include a review of the submitted proposals by the City s Greenbelt Committee. The Committee will provide a recommendation to the Clive City Council for consideration of a professional services contract with the preferred consultant team. 5. 3 Part II. Clive Greenbelt Background and Planning Strategy Greenbelt History Several planning studies have directed the development of the Greenbelt Park. In 1973, the firm of Veenstra & Kimm, Engineers and Planners, prepared the Greenbelt Park Development Plan for the City of Clive. At this time, the Greenbelt Park consisted of about 110 acres of undeveloped land, located between Clive Road (now 86th Street) and 114th Street. The study recommended the development of a bicycle trail 2.7 miles in length to stretch across the Greenbelt. The Development Plan also called for a new community park to be located in an area west of 100th Street. It was conceived that this park be developed with active recreational amenities including tennis courts and softball fields to meet the growing needs of the young community. Construction of the trail began in the mid 1970 s, while the community park was never realized. In 1979, The Design Collaborative re-evaluated the previous Development Plan, and through a public planning process, determined that the community overwhelmingly favored a more limited development of the community park, with a focus on preservation of vegetation and wildlife as the top priority. Passive recreational activities such as picnicking and walking were preferred. This plan gave direction to the Greenbelt Park/Maddox Parkway development as it is known today, with limited parking to encourage pedestrian access, a picnic shelter, natural play area, and prairie restoration. A Five-Year Park Management and Development Plan was developed in 1990 by George Butler Associates, Inc. While the focus of the study was the development of a new park west of Interstate 35/80 (now Campbell Park), several recommendations for improvements to the Greenbelt Park and Trail were suggested. Primary enhancements included improved trailheads at 86th Street, 100th Street, and within Campbell Park, improving neighborhood connections, and encouraging coordination with surrounding communities to increase Clive s role in creating a regional trail network. In 2009 Genus Landscape Architects developed a Comprehensive Park, Recreation and Open Space Plan. The Greenbelt Area was a focus of Section 5 of this plan. The Open Space Plan provided some preliminary recommendations for the Greenbelt Area. The goal of the Master Plan associated with this RFP is to build on the work by Genus in 2009 and provide a specific implementation plan for the needs of the Greenbelt and go beyond the park area to understand water resource needs/concerns and potential changes to land use surrounding the Greenbelt Area to foster business development opportunities. A copy of Open Space Plan is available of the City s website HERE. A map of the Greenbelt Study Area proposed for this project is included at the end of the document. Greenbelt Topography The Greenbelt Area consists of 296 acres of total open space, including approximately 275 acres following the Walnut Creek corridor. An additional 21.5 acres are located north of Douglas Parkway and west of Alice s Road. The main park and trail extends from the City s eastern boundary at 73rd Street westward to Country Club Boulevard, where an on-street trail is provided for approximately.75 miles around Country Club Lake. The off-street trail then resumes at NW 142nd Street and extends westward to NW 156th Street. The main trail consists of just over 7 miles. Most of the Greenbelt Park is located in low-lying areas within the Walnut Creek floodplain, with relatively flat topography. Seasonal flooding occurs annually throughout the park. Significant spring rains caused widespread flooding in the summer of 2014, with Porter Shelter inundated by several feet of water. Frequent changes in water level and velocity, due in part to increased development upstream, along with the meandering nature of the creek, have created areas of significant erosion along the banks of Walnut Creek. Clive Strategic Plan and Planning Strategy In August 2014 the Clive City Council performed the annual update to the City s strategic plan. A new goal outlined for the next five years is the creation of a Distinctive Clive Greenbelt. The City Clive Greenbelt Master Plan RFP Page 3
4 understands the Greenbelt is viewed as the major asset of the Clive community and is focused in the short term on preserving and enhancing this asset. The City realizes a major reinvestment is needed in the existing infrastructure within the Greenbelt Area. Additionally, the City sees this reinvestment need as an opportunity to build on the asset and determine unique ways the City can enhance the asset for existing residents/businesses as well as future development in the northwest are of Clive. During their August 2014 strategic planning workshop the City Council outlined the following objectives for creating a Distinctive Clive Greenbelt : 1) Neighborhoods connected to the Greenbelt 2) Stabilized Walnut Creek 3) Easy access to the Greenbelt with effective wayfinding signage 4) Extended, well maintained trail 5) Businesses along the Greenbelt at designated areas The City Council s desire is to preserve and enhance the Greenbelt and provide opportunities for all to enjoy the natural beauty of the Greenbelt. The City feels the Greenbelt is Clive s major community destination and sees it as a valuable economic development tool to preserve and enhance both residential and commercial property values within the City. The City understands that to ensure a comprehensive master plan for the Greenbelt is produced there is a need to review many elements of the Greenbelt Area. These elements include the walking/biking trail, Walnut Creek and the entire water resources system, park redevelopment, new park development (western area), signage enhancement (both wayfinding and interpretative), business development, adjacent land use interaction, natural areas/vegetation control, neighborhood integration and regional interaction. The City desires for this planning effort to provide the guidance and implementation plan needed to make strategic investments in the Greenbelt Area for the next years. In addition to the capital investments, the City desires for a formal brand identity to be established for the Greenbelt within the context of the Clive community. The brand will be utilized as a mechanism to communicate the premier quality of life opportunities the City of Clive has to offer existing and potential residents and businesses. Part III. Master Plan Scope Based on the above background and planning strategy the following is the scope of the Plan the City would like to undertake with a consultant team. The project is defined as the Clive Greenbelt Trail and Park system, including city-owned property connected to the system, such as Campbell Park, Clive Aquatic Center and the City Hall/Library Facility. The study area is defined at the end of the document. Master Plan Areas of Focus 1) Management of Natural Resources, ie: stormwater management, water quality, wetlands preservation/ creation, stream bank stabilization, vegetation control, forestry and natural areas. 2) Trail maintenance/replacement planning. 3) Educational and interpretive signage opportunities. 4) Public art integration into the Greenbelt landscape. 5) Business development within appropriate adjacent areas to the Greenbelt. 6) Enhancing neighborhood access and integration to the Greenbelt. 7) Park redevelopment and enhancements to existing neighborhood and community parks as well as open spaces abutting the Greenbelt corridor. 8) Nodal amenity development for existing and new areas within the Greenbelt. 9) Planning for Greenbelt impacts due to future public improvements projects by both the City and regional entities, such as utilities, facilities and road network. 5 Master Plan Framework 1) Vision Planning a. Information gathering and review of existing conditions/site analysis, including previous studies such as the Clive Parks Open Space and Parks Comprehensive Plan, Walnut Creek Stream Bank studies and connections to regional plans and greenway systems. b. Assist with citizen and staff engagement in order to determine alignment of City strategic plan with community objectives for the Greenbelt Area. c. Develop specific strategic statements for Plan success, including Greenbelt specific objectives, goals and policy recommendations. 2) Design Criteria and Standards a. Research and recommend specifications and design standards for the various infrastructure elements included within the Greenbelt Area. b. Recommend management and design standards for existing natural resources. c. Link vision planning to conceptual design recommendations. d. Evaluate surrounding land uses and determine desired interactions of neighborhoods and businesses with the Greenbelt Area. e. Identify and evaluate future land development opportunities along the Greenbelt Area. f. Identify and evaluate future opportunities for trail corridors that would provide enhanced connectivity to adjacent city and regional trails. 3) Develop Implementation Strategies a. Facilitate and develop strategies for implementing the plan, including: i. City policy and/or land use recommendations ii. Project prioritization iii. Land acquisition strategies (if applicable) iv. Land development strategies (if applicable) v. Natural Resource Management strategies vi. Educational opportunities related to water resources and environmental system management vii. Maintenance/operational procedures b. Identification of possible funding sources, including external funding opportunities such as grants, private fundraising, corporate sponsorship, intergovernmental support and neighborhood associations. c. Conceptual design/programming for entire Greenbelt Area with probable cost opinions for infrastructure projects and maintenance/operations. d. Development and implementation guidelines for a branding campaign/promotional plan for the Greenbelt Area. Expected Deliverables/Activities 1) Preparation of final Master Plan based on feedback from the public, the Greenbelt Steering Committee, the Parks Board, Planning & Zoning Commission, City staff and City Council. 2) Minimum of four neighborhood public meetings including preparation of invitations. Mailing of invitations to be done by the City. 3) Meetings with staff from neighboring jurisdictions and County Conservation Departments to coordinate planning efforts particularly with proposed trail connections. 4) Meetings with City staff and steering committee to determine general project guidelines and as needed throughout the planning process. 5) Meetings with smaller groups of residents, landowners, other stakeholders and City staff as needed. 6) Presentation of final Master Plan to the Parks and Recreation Advisory Board, Planning and Zoning Commission, and City Council for approval. 6 7) Preparation of cost estimates of improvements and enhancements outlined in the plan. 8) Updated natural resource inventory of Greenbelt plants and soils. 9) Final deliverables shall include: hardcopy of master plan documents including narrative and maps, electronic version of all master plan documents that can be reproduced by the City with maps being provided in both CAD and PDF formats. Part IV. Submittal Requirements and Selection Process Submittal Requirements Responses to the Request for Proposals will be received until 2:00pm, February 6, No faxed or ed responses will be accepted. Six (6) hard copies in a bound 8½ x 11 format and one (1) PDF formatted copy on a USB drive shall be delivered to the address shown below: City of Clive Attn: Matt McQuillen, Assistant City Manager 1900 NW 114th Street Clive, Iowa The proposal should state the legal name and all contact information for each team member. Please introduce the lead consultant contact and detailed biography of the lead contact s relevant experience specifically related to technical qualifications and familiarity with greenbelt/greenway planning and elements associated with the master plan s scope. Describe your team s experience working on master plans of greenway and greenbelts that are similar in scope. Provide a summary of the relevant projects, specifically greenbelt/greenway projects and park redevelopment projects, completed within the last five (5) years including basic data associated with design elements, site plan/photographs and design/development costs. Describe the process that the team would use to involve the general public, area residents and landowners, and stakeholders in the planning process. Due to the multiple facets of the Master Plan please provide an overall fee proposal that includes a breakdown of each of the relevant components describe in Part III: Master Plan Scope. Selection Process The six (6) member Clive Greenbelt Committee, consisting of the Mayor, one Clive City Councilmember, City Manager, Leisure Services Director, City Planner and Assistant City Manager, will evaluate the submitted proposals based on the consultant team s experience in designing and developing plans for greenbelt/greenway projects, as well as providing land use and community planning recommendations. The Committee may desire a brief interview with each consultant team before finalizing a recommendation. Following their evaluation, the City Greenbelt Committee will provide a recommendation to the Clive City Council for a contract for professional services with the preferred consultant team. The City anticipates this recommendation and City Council consideration occurring in March Part V. General Provisions The solicitation of this Request for Proposals is not subject to Iowa public bidding law. The request does not obligate the City of Clive to award a contract to any proposer or firm, nor to pay any cost incurred in the preparation of the submittals in response to this request. 7 All information and materials submitted as a result of this Request for Proposals shall be subject to public review through an Open Records information request. All information and materials submitted as a result of this Request for Proposals shall become the property of the City of Clive. The City reserves the right to waive any informalities or discrepancies in the Request for Proposals. The City reserves the right, at its sole discretion, to reject any and all responses to the Request for Proposals. All information contained in the Request for Proposals, including the project scope, schedules and selection process, is subject to change by the City at its sole discretion.
