8 The vision Basic data is to be the high-quality common foundation for public sector administration; efficiently updated at one place, and used by everyone including the private sector.

9 What is basic data? Basic data is authoritative data covering the fundamental information needed for an effective public sector administration Basic data is standardized in the following areas: Geography, roads, and real estate Properties, housing, buildings and addresses Personal identity, residence and family relations Companies and their key related persons Basic data needs to be easier for the authorities to use. This means they have to be well-defined, well-documented and the entire process needs clearly defined quality goals. The distribution of basic data also needs to be efficient and reliable.

12 Free release of data 1/ free release of: Map data Cadastral maps Business and company data Ensures re-use across the public sector Avoids double registration and redundant maintenance of shadow registers Allows the public and private sector alike to use the basic data for non-commercial and commercial purposes (within current legislation)

13 Licenses and terms of use Free release of data simplified legislation The Basic Data Programme also includes projects dealing with the development of common data licenses across authorities and the private sector: Right of use The Licensor grants you a worldwide, free, non-exclusive and otherwise unrestricted licence to use the Data, which you are free to e.g. copy, distribute and publish; adapt and combine with other material; exploit commercially and non-commercially. Conditions The Data may not be used in a way which suggests that the Licensor endorses, supports, recommends or markets the user of the Data, or the services or products of the user of the Data. You must ensure the use of the Data is in accordance with Danish law...

14 Common data model Coherent and consistent data modelling of the basic data One common way of describing data (meta-data) Ensures that data can be compared and used across registers and authorities

15 Basic data distributor One channel for basic data: all basic data will be distributed via the data distributor to both the public and the private sector The basic data administrator still has the responsibility and ownership of the data Updating basic data will still be carried out via the basic-data administrator's existing interfaces The basic data distributor will provide support for standardised technical interfaces and only a single basic-data access agreement needs to be entered into The data distributor will store and distribute data pursuant to Danish and European legislation

24 Business case for the Basic Data Programme Once the initiatives have been completely phased in, in 2020, there are expected savings for the public sector of about DKK 250 million per year as a result of lower administration costs Net returns for the public sector on the Danish Basic Data Programme Net effect, DKK mill Ministries Municipalities Regions Total effect for the public sector

25 Great economic benefits from the free release of data Case: Building and Dwelling Register Free release of address data in 2002 From the socio-economic benefits to society are estimated to up to DKK mill. 471 The public sector has saved DKK mill. 38 on the free release, from not having to negotiate contracts etc. The socio-economic value of the free release is estimated to increase by 15 pct. per year. 27 Private sector benefits Free release of data removes central barriers to innovation and growth in the private sector The business case for the Basic Data Programme estimated the benefits of the private sector of up to DKK mill Basic data is used in internal processes in companies and can be exploited to develop innovative new products and services

29 Challenges and obstacles Co-ordinating and governing the initiatives across governmental agencies Bottom-up or top-down? Quality of data and the idea in public authorities, that data needs to be perfect to be opened up

31 A new role to the authorities The release of public sector data has given a new role to the involved registration authorities, and the shift of focus from recording data to distributing it has challenged some of the ways the organisations work Data is an asset, not an archive record! Modernization of registers and IT systems towards open data distribution
