Tel: slke@slke.dk Ann-Pia Puggaard: app@slke.dk BRIEF DESCRIPTION The Danish Ministry of Culture invites design teams to participate in a competition for the design of a new Museum of Danish Resistance The new museum will replace the former Museum of Danish Resistance that had to be demolished after a fire in April The new museum should promote the vision of the National Museum of Denmark to engage people in the story of Danish resistance in , enabling them to understand and reflect upon the choices made and the approaches applied in the period. The new Museum of Danish Resistance should reach a wide audience with a building that combines a unique location with high architectural quality in facilities that offer optimal conditions for exhibition. The building should meet the wishes and requirements expressed by the National Museum in relation to the establishment of a new Museum of Danish Resistance Further information about the project is available at The new museum will be located at the same site as the original museum at Esplanaden in Churchill Park in Copenhagen. It is to have a ground floor area of about 1,000 square metres, which should be laid out within a building volume featuring different room heights on one or more levels in order to provide the largest possible exhibition space. Because of its location close to the old citadel Kastellet, the building zone is subject to various rules and regulations on the protection of ancient monuments, nature and lakesides. Because of these constraints, the allowable extent of the building complex above ground level will be limited and underground facilities must be protected against the ingress of water. The architectural quality of the new museum should reflect the exhibition concept, the green surroundings, the cultural heritage in the area and the nearby Copenhagen cityscape. The competition assignment comprises the new museum building as well as outdoor areas and access facilities. The actual exhibition design will be the responsibility of the National Museum of Denmark and is thus not part of the competition. The building design should be conducive to achieving the National Museum s vision for the future museum and should therefore be developed and finalised in close collaboration with the National Museum in all stages following the competition stage. The exhibition areas should provide optimum exhibition layout flexibility, feature optimum conditions for protecting and securing objects and have a sustainable indoor climate system.
2 The preliminary estimated budget for the realisation of the building project is DKK million exclusive of VAT. This amount does not include costs and expenses relating to exhibitions. The opening of the museum is scheduled for The lead consultancy agreement that the contracting authority intends to make with the winner of the design competition will be based on the principles set out in General Conditions for Consulting Services (ABR89) and the services to be provided will in all essential aspects be described in accordance with the service descriptions for building and planning issued by the Danish Association of Architectural Firms (Danske ARK) and the Danish Association of Consulting Engineers (FRI). The signing of a lead consultancy agreement is subject to approval by the contracting authority. CRITERIA FOR SELECTION OF PARTICIPANTS Among the applicants that meet the requirements set out in this contest notice and who are assessed to be capable of performing the assignment (in terms of their technical competencies and financial capacity), the contracting authority will select the applicants who, based on the relevance, magnitude and scope of services stated in the references given in the application, have the best technical capacity relative to the assignment and who are believed to ensure optimum competition. 1. Administrative information *Complete company information: Company name, ownership and organisation, address, VAT number, address, telephone number/mobile telephone number and contact person. *Solemn declaration concerning unpaid due debt to public authorities as set out in Consolidated Act 336 of 13 May A solemn declaration form is available at Applicants are not required to use this specific form, but the contents of the declaration submitted must correspond to the contents included in the form. The solemn declaration must not be more than three months old on the date on which this design contest notice was submitted for publication. *Solemn declaration that the applicant is not excluded from participation for one of the reasons set out in Article 45(1) and (2), paras (a) to (k) of the Public Procurement Directive. A solemn declaration form is available at Applicants are not required to use this specific form, but the contents of the declaration submitted must correspond to the contents included in the form. Instead of the solemn declaration, an applicant may choose to submit documentation showing that the applicant is not excluded from participation in the tender. Such documentation may be a service certificate issued by the Danish Business Authority or similar documentation issued by another public authority, confirming that the company has paid all taxes and charges due. The solemn declaration or the documentation submitted may not be signed or issued more than three months before the date on which this design contest notice was submitted for publication. *Applicants are requested to submit key indicators of customer satisfaction in relation to the most important consultancy assignments performed in the past three years, as set out in section 6 of Executive Order 1469 of 16 December 2009 on key indicators for government buildings, etc (ie one or more relevant factsheets ). Applicants who have calculated indicators for at least three previously executed consultancy assignments over the past three years must also submit supplementary information as set out in section 6 of the Executive Order, including a weighted average of key indicators of customer satisfaction and information about the total number of evaluations made (ie a report card ). Applicants who have no key indicators calculated as defined in the Executive Order must submit similar information for use in the selection process; see section 6(5) of the Executive Order. Similar information would be information about previous performance over the past three years, documenting that the applicant will be able to meet the requirements stated and has the desired qualifications.

Applicants are not required to use these specific forms, but the information submitted must be of the same nature. 2. Technical competence *Applications should be accompanied by a list of reference projects executed over the past ten years. The projects should document the applicant s experience and competencies in relation to buildings of the same type and/or complexity, including: - Buildings specially fitted into an urban context with a good understanding of landscape features. - Buildings containing waterproof underground spaces. - Buildings featuring an integrated sustainable air conditioning system that meets indoor climate requirements, preferably requirements applying to museums. The list may include unrealised projects. For all unrealised projects, applicants are requested to provide information about the nature of the individual reference project: first prize, purchase, sketch design, etc. The maximum number of reference projects submitted by an applicant is twenty. Each reference must contain the following information: (a) contracting authority/client, (b) project name, construction cost and total floor area (m2), (c) building type, (d) the applicant s role in the project and the services provided, (e) the applicant s fee for the provision of services for the project, and (f) architecture and functionalities. If the names of key people involved in the project are mentioned in relation to individual references, it must be stated for each key person whether he or she is still part of the applicant s organisation. Each reference may be no more than one A4 pages long. If an applicant submits more than twenty references, the contracting authority will only take the first twenty into consideration. * Statement of the average number of employees and composition of staff (architects, engineers, construction designers, etc) over the past three years. If the applicant s company is less than three years old, information concerning the period in which the company has been active should be provided. 3. Economic and financial standing Annual revenue, profit/loss before tax and equity in the past three years. If the applicant s company is less than three years old, information for the period since the formation of the company is required. Financial information must be certified by an auditor. 4. Consortia/lead consultant If the applicant is a consortium or a lead consultant, the information set out in items 1 to 3 above must be submitted for all members of the consortium and for all subconsultants of the lead consultant, with the exception of key indicators of customer satisfaction, which need only be submitted for consortium participants and lead consultants. It should be noted that a consortium/lead consultant may submit only twenty references in total. In connection with applications submitted by a consortium, the consortium participants must state in their application for prequalification that they will be jointly and severally liable, and they must jointly have authorised a lead consortium member to act as their representative. Applicants are also required to submit an organisation chart that sets out the distribution of responsibilities. In addition, it must be stated with whom the final contract is to be entered into and which companies are co-founders of the company formed for the purpose of the project, and the ownership structure must also be described.

An applicant may rely on the financial and/or technical capacities of other entities (see Article 47(2) and Article 48(3) of the Public Procurement Directive) regardless of the legal nature of the links it has with them. In that case, the applicant must prove in the prequalification application that it will have at its disposal the resources necessary, for example by submitting evidence of the obligations of those entities to that effect. An applicant may thus, for example, rely on the technical capacity of other entities. In that case, the applicant must submit documentation from such other entities in which they undertake to place the necessary technical resources at the disposal of the applicant. In addition, the applicant must submit the same type of information about the technical capacity of the other entities as the applicant has to submit about its own technical capacity. The application material should preferably follow the structure outlined above. Applications should be marked Projektkonkurrence Frihedsmuseet (Design competition Museum of Resistance ). Two hardcopies of the application in A4 portrait must be submitted, and an with an identical electronic copy of the application in PDF format attached is also required. In case of discrepancy between the hardcopy version of the application and the contents of the PDF file, the hardcopy version will take precedence. The competition regulations, tender conditions and/or the contract will define how the winning entrant may involve new staff, subconsultants, suppliers and others in the course of the project. Assessment criteria Competition entries will be assessed on the basis of their architectural concept, functional organisation of spaces and technical solutions, as well as on the way in which the building fits into the surrounding landscape relative to the wishes, requirements and budgetary framework set out in the competition brief. The deadline for the prequalification applications is 22. Details of payment to all participants All teams that submit a compliant entry by the deadline stated will receive a fee of DKK 200,000 exclusive of VAT. Names of selected members of the jury The jury will be composed of representatives of relevant parties appointed by the Danish Ministry of Culture and design professionals appointed by the Danish Architects Association and the Danish Association of Consulting Engineers.
