Currently, the New York City Department of Education offers full-day and half-day pre-kindergarten options in public schools and community-based organizations across the City. If you live in New York City and your child is turning four years old in 2014, then your child is eligible to attend free Universal Pre-Kindergarten (UPK) programs offered by the New York City Department of Education (NYCDOE). This book provides details about how to submit an application for pre-kindergarten (pre-k) in September 2014, as well as the different program options available for the school year. Navigating Pre-Kindergarten (Pre-K) Admissions 1. Get to Know Pre-K Admissions Before you start exploring your pre-k program options, it s important that you get to know how it works: Public School and Community-Based Organization (CBO) Pre-K Programs Pre-k programs are available at public schools and community-based organizations (CBOs); there are separate application processes for each. Public schools and CBOs offer a variety of program structures including full-day and half-day (morning or afternoon) programs. Families should consider both public school and CBO program options as they are applying to pre-k. See below for more information. Consider Your Child s Needs Why Pre-K is Important Pre-k programs are important because they create a foundation for your child s future success. Pre-k programs in New York City base their curriculum on New York State s Pre-Kindergarten Foundation for the Common Core which is aligned to the kindergarten to grade 12 learning standards. In pre-k, your child will learn: pre-reading and basic math skills, creative thinking and problem solving skills, and social skills. To find out more about what your child will learn in pre-k, check out the Pre-K Learning Resources for Families on page 104 or visit Services for Students with Disabilities All families interested in applying to pre-k, including families of students with disabilities, should apply to pre-k according to the public school and/or CBO application process. Some families may need to work with their local Committee on Special Education (CSE) or Committee on Pre-School Special Education (CPSE) to identify an appropriate placement that meets the needs of their child. Check out page 99 for more information about how to get the supports your child needs to succeed in school. Supports for Students Whose First Language is not English Some programs offer bilingual programs and/or other supports for pre-k students who speak languages other than English at home. For more details about supports for non-english speakers, please see page 100. Page 1

Explore Your Options Use This Directory Read through this book to familiarize yourself with the distinctions between the two pre-k program options; public schools and CBOs. This book provides a list of both public school and CBO options. This book also includes district maps of all public schools that offer pre-k programs. Visit Programs Visiting programs of interest is a very important part of applying to pre-k. To find open house and tour schedules for public school programs, contact schools directly or visit To visit a CBO program, contact the site directly to schedule a time to visit. When you visit, ask questions about the school s academic program and parent community. It s also important that you know how long it takes to travel from your home to the school or CBO. The New York City Department of Education does not provide transportation for pre-k students. Page 2

9 Public School Pre-K Programs All public school pre-k programs are located in New York City Department of Education elementary schools. If you are interested in applying to a public school pre-k program, please review the information below. Remember, community-based organizations (CBOs) have a different application process. Please see page 78 for more information. Public School Pre-K Calendar Application period begins on March 3, 2014 Application deadline is April 1, 2014 Decision letters sent to families in early June 2014 Pre-registration is from June 9 June 20, 2014 Public School Pre-K Admissions Here are a few important facts that you should know before you start exploring your public school pre-k options. Pre-k is free. You do not have to pay to attend the public school programs listed in this directory. Public School Pre-K Admissions is not first-come, first-served. All applications received by the deadline will be treated the same. Programs can be half-day (2 hours and 30 minutes) or full-day (6 hours and 20 minutes). Half-day programs may take place in the morning (AM) or afternoon (PM). There is no guarantee of a placement in a public school pre-k program. The New York City Department of Education makes every effort to maximize the availability of public school pre-k programs, but the number of applicants typically exceeds the number of seats available in popular programs. How Public School Pre-K Admissions Works Learn About Admissions Priorities Students are considered for placement at each program they list on their application based on a priority order called Admissions Priorities. Students who fall in the first priority group will be considered for placement first; students in the second priority group will be considered next; and so on, until all seats have been filled. For the full list of public school Pre-K Admissions Priorities, see page 103. Living in the zone of a particular school, having a sibling* who attends a school, and not having a pre-k in your zoned school are all factors that impact which priority group your child falls into for each school on your application. If there are more applicants than seats within a given priority group, seats will be assigned by random lottery to members of that group. *A sibling is defined as a brother or sister (including half-brothers, half-sisters, stepbrothers, stepsisters, foster brothers, foster sisters) of the applicant, who lives in the same household. To receive sibling priority, a sibling must be pre-registered or enrolled at the school at the time of application submission and in grades K-5 in September Schools are responsible for verifying sibling status before assignments are made. 10 How Public School Pre-K Admissions Works Consider Your Public School Program Options Before you submit your application, we recommend using this directory to determine where you would like to apply and then visit schools you re planning to list on your application. 1. Find Your Zoned School and Your School District: Your zoned school and school district are determined by your home address. If you don t know which school is your zoned school, or which district you live in, call 311 or visit and enter your home address. 2. Review Public School Program List: The list of public school pre-k programs starting on page 9 includes the following information for each school: school name, DBN (school code representing the District, Borough and Number for the school), address, and phone number. You will need to know this code when you complete your application. This list also provides the number of available seats in each public school program (AM, PM, and Full-Day) for the school year, as well as the lowest priority group that matched to each program for the admissions process. Apply From March 3, 2014 through April 1, 2014, you can apply to public school programs that you believe would be a good fit for your child. You will be asked to rank programs in order of preference, so make sure you know which programs you d like to list on your application first. There are two ways to complete your pre-k application: 1. Online at or 2. In person at an Enrollment Office The online and paper applications are the same; you should submit only one application. Please do not submit your application by mail or to a school. Remember, there is a separate application for CBOs, please see page 78 for more information. Application Tips Before you submit the application, review the application tips below: Get an application receipt. If you do not receive a receipt, there may have been a problem with your application submission. You must list the older sibling s school in Section 3 of the application in order for your child to receive sibling priority to attend his or her older sibling s school. All sibling information is verified by the school before offers are made. You must list a school more than once if you are applying to more than one session at that school. Check the program list to see which sessions (AM, PM, and/or Full Day) are offered at the schools you are interested in. Do not list Community Based Organizations (CBOs) programs on your public school pre-k application. For information about how to apply for CBO programs, please see page 78. Page 4

11 How Public School Pre-K Admissions Works Apply Apply Online The online application is available at Before you log on, make a list of the programs you d like to select on your application (in preference order). You will need an address in order to set up an account online. Once you create an account, applying for pre-k takes just a few minutes. After you have submitted your application, a receipt will be ed to you. If you do not have a computer at home and would like to apply online, you can use a computer at any New York City public library with a free library card. To sign up for a free library card, you need to provide proof of address. To find a library in your area, call 311. The deadline to apply online is Tuesday, April 1, 2014 at 11:59 pm. Apply In Person Visit an Enrollment Office (see below for locations). Interpretation services will be available. Bring your completed application to an Enrollment Office (see page 7 for the paper application in this directory) Enrollment Counselors are available to help you complete your application. Offices are open from 8:00 AM to 3:00 PM, Monday through Friday. You will receive your receipt from the Enrollment Office when you submit your application. 12 How Public School Pre-K Admissions Works Get Your Decision Letter In early June, you will receive a decision letter indicating whether or not your child has received an offer to a public school pre-k program. If you applied using the online application, you will be notified by and by mail. If you submitted an application in person at an Enrollment Office, you will be notified by mail only. Pre-Register To accept an offer, you must pre-register at the school where you were offered a placement by June 20, 2014, or you will lose your seat. The pre-registration period is from June 9 through June 20, Please be sure you are available during the pre-registration period. When you pre-register, you are required to bring your child, as well as documentation that provides proof of your child s age and your residence. When you pre-register, you must bring: Your child Offer letter Proof of your child s age (child s birth certificate or passport) Two documents verifying proof of residence. Acceptable documents are listed below: o Utility bill (gas or electric) for the residence issued by National Grid (formerly Keyspan), Con Edison, or the Long Island Power Authority (for the Rockaways); must be dated within the past 60 days o Water bill for the residence; must be dated within the past 90 days o Original lease agreement, deed, or mortgage statement for the residence o Current property tax bill for the residence o Official payroll document from an employer (example: payroll receipt); must be dated within the past 60 days o Document or letter from a federal, state, or local government agency indicating the resident s name and address (example: document from Internal Revenue Service (IRS), City Housing Authority, the Administration for Children s Services (ACS)); must be dated within the past 60 days Waitlists Additional information about the waitlist process will be available in early June. Offers will be made according to the same criteria used during the main admissions process for those schools with available seats after the pre-registration deadline. Page 6

This means that in 2013, only children living in the school s zone (priority groups #1 and #2) were admitted to the school s morning (AM) pre-k program. In the (PM) column, the program is listed as Did not fill. 86 Community-Based Organization (CBO) Pre-K Programs Community-Based Organizations (CBOs) are independent organizations that contract with New York City to provide free pre-k programs to children and families. CBOs have a separate application process from the public school pre-k programs. Continue reading for more details about how the CBO application process works as well as how to find a program. CBO Pre-K Admissions Learn about CBO Pre-K Programs Families interested in applying to CBO pre-k programs should consider the following as they research options: Most CBO programs admit students on a first-come, first-served basis. Some programs reserve seats for children already enrolled at the CBO as three-year-olds. Some CBO programs may have eligibility requirements. Contact individual CBOs for programspecific admissions information and criteria. Find a CBO Pre-K Program For the list of CBO pre-k programs offered in the school year, please see page 80 of this directory. Programs marked with (FD) provide a full-day of programming for families. Those marked with an asterisk (*) have income eligibility requirements in some or all classrooms. Other CBOs may provide additional services for children and families to make a longer day of care and education for children. For information about what to consider when choosing a CBO program, visit: Here s how you can find a list of CBO Pre-K Programs near you: 1. If you click on one of the programs, the program s name and address will appear. 4. Contact the Early Childhood Education Field Office in your borough (see the list on the following page). Once you identify CBO programs of interest, call or visit the sites to learn more about their services. If at the time of application a preferred CBO program does not have availability, please review the CBO pre-k program list starting on the following page, the NY City Map (see page 78), or contact an Early Childhood Education Field Office for additional support in your search. Submit an Application You can get the CBO application at any CBO program site or you can download the form online at You may apply to multiple CBO pre-k programs, but you should complete a separate application form for each program. You must deliver a hard-copy version of the application to each site as there is no online application for CBO programs. Some CBOs may allow you to submit via or fax, so please contact the CBO before submitting your application. Register for a CBO Program If you are offered a seat at a CBO pre-k program and you would like to accept, you must submit all registration documents to the CBO. Some families may need to work with their local Committee on Special Education (CSE) or Committee on Preschool Special Education (CPSE) throughout the application process to identify an appropriate placement that meets the needs of their child. 134 Families of Students Whose First Language is Not English Some schools offer bilingual programs and/or other supports for pre-k students who speak languages other than English at home. Please contact schools for more information about available services and programs that meet the specific linguistic needs of your child. New York City public schools offer three types of bilingual programs to support students learning English: English as a Second Language (ESL), Transitional Bilingual Education (TBE), and Dual Language (DL), detailed below. English as a Second Language (ESL): Freestanding English as a Second Language (ESL) programs are offered in all New York City public elementary schools. These classes are taught in English with targeted native language support. All public schools offer ESL classes; content courses incorporate ESL strategies to help students learn English and the subject matter. Transitional Bilingual Education (TBE): Transitional Bilingual Education (TBE) programs are designed to support students as they transition from classes/subject matter taught in both English and the native language to classes taught primarily in English. Students also receive ESL in this program model. As the student develops English proficiency, instruction in English increases and native language instruction decreases. Dual Language (DL): Dual Language (DL) programs provide instruction in two languages (half in English, half in the target language). The goal of these programs is to enable all students to become bilingual. These programs support both English Language Learners (ELL) students in need of English language instruction and English-speaking students who are interested in learning a second language. ELL students and English-speaking students act as linguistic role models for each other, and through their interactions, language development in both languages is supported. ELLs in this program also receive ESL. Page 100

135 Glossary In this Directory, you may come across terms that are new to you. This glossary provides brief explanations for several of those terms and will help you navigate Pre-K Admissions. Committee on Preschool Special Education: The Committee on Pre-School Special Education (CPSE) coordinates special education evaluations and services for children ages 3-5. Regional offices serve families in their local school districts. Community-Based Organizations Community-Based Organizations (CBOs) are independent organizations that contract with New York City to provide free pre-k services to children and families. Community School District New York City is divided into 32 jurisdictions called districts, or Community School Districts. District Borough Number (DBN) A District Borough Number (DBN) is a 6-digit code used by the Department of Education to track schools. The first two digits of the DBN refer to the Community School District; the letter refers to the borough where the school is located (e.g. Q = Queens); and the last 3 digits are the school s P.S. number. Individualized Education Program (IEP) An IEP documents a student s eligibility for special education and describes services to address and meet the student s unique educational needs. IEPs are required by state and federal laws and must adhere to state and federal regulations. Individualized Family Service Plan (IFSP) An IFSP is a plan for special services for young children with developmental delays. An IFSP only applies to children from birth to three years of age. Once a child turns 3, an Individualized Education Program (IEP) is put into place. Non-zoned school Non-zoned schools are schools that do not have a zone and give priority to applicants based on sibling status, district of residence, and in some cases, other criteria. They are also called choice schools. OSIS number OSIS refers to the 9-digit number used to identify a student. The number is located on the student's report card, transcript, placement letter, and other official school documents regarding the student. It is also known as a student ID. Sibling A sibling is defined as a brother or sister including half-brothers, half-sisters, stepbrothers, stepsisters, foster brothers, foster sisters of the applicant, who lives in the same household. To receive sibling priority for pre-k admissions, a sibling must be pre-registered or enrolled at the school at the time of application submission and in grades K-5 in September Schools are responsible for verifying sibling status before assignments are made. Special Education Specially designed instruction to meet unique needs of students with disabilities, whose educational needs cannot be met without an individualized education program (IEP). The purpose of special education is to minimize the impact of the disability and maximize opportunities for learning. Page 101

136 Glossary Waitlist Waitlists are maintained by schools in which there are more applicants than seats. Additional information about the waitlist process will be available in early June, Zoned School A zoned school gives priority to students who live in a designated nearby area, known as a zone. A student s zone is determined by his or her home address. Universal Pre-Kindergarten (UPK) Universal Prekindergarten (UPK) is a free New York State early childhood initiative, administered in New York City by the New York City Department of Education in public schools and community-based organizations. UPK provides four-year-old children access to 180 days of comprehensive early childhood education that promotes physical health and social-emotional development, curiosity and creativity, as well as language, literacy, pre-reading, math and critical thinking skills. 137 Public School Pre-Kindergarten Admissions Priorities Students are admitted to public school pre-k programs in the below priority order. For more details about Admissions Priorities, please see page Zoned students with a sibling at the school;* 2. Other zoned students;* 3. In-district students with a sibling at the school who have no zoned school or whose zoned school has no pre-k program; 4. In-district students with a sibling at the school who are zoned to a different school which has a pre-k program; 5. In-borough students with a sibling at the school; 6. Out-of-borough students with a sibling at the school; 7. In-district students with no zoned school or whose zoned school has no pre-k program; 8. In-district students applying to a school other than their zoned school; 9. In-borough students; 10. Out-of-borough students. *Not applicable for Non-Zoned Schools Throughout New York City, there are schools without a zone called Non-Zoned Schools. For Non-Zoned Schools, the first two Admissions Priorities above do not apply. District 1 (Lower East Side, Manhattan), District 7 (South Bronx) and District 23 (Brownsville, Brooklyn) are choice districts, which means they do not have zoned schools. Remember, if there are more applicants than seats within a given priority group, seats will be assigned by random lottery to members of that group. 138 Pre-Kindergarten Learning Resources for Families Research 1 shows the short-term and long-term benefits of high quality pre-kindergarten on the lives of young children. Pre-Kindergarten builds a solid foundation for children as they begin elementary school and for life. Pre-k programs in public school and community-based organization in New York City select curriculum based on the New York State Pre-Kindergarten Foundation for the Common Core and use researchbased instructional practices grounded in how young children learn. The Pre-Kindergarten Foundation for the Common Core covers five areas of learning and describes what children are expected to know and be able to do at the end of their pre-k year. In pre-k, children: Learn how to become involved in learning and acquire knowledge (i.e. children build curiosity and persistence, learn to take initiative, etc.) Develop physically which allows them to engage in everyday activities (i.e. painting develops muscles and improves eye-hand coordination needed for writing) Advance their social and emotional skills, learning how to form positive relationships at home, at school and in the larger community (i.e. children become self-aware, learn how to empathize with classmates, share and take turns, etc.) Construct meaning and communicate understanding of what they are learning (i.e. children listen to various texts, ask questions and communicate their understanding of information using their building vocabulary) Acquire knowledge about the world around them and develop skills to apply what they know (i.e. children understand relationships between numbers, compare and contrast sizes of objects, make predictions about the future, etc.) Curriculum and instruction in pre-k provides ample opportunities for students to engage in active, hands-on exploration, discovery, critical-thinking and problem solving through a combination of childinitiated and teacher-directed experiences. These Parent Guides provide you with information on what children learn in pre-k and resources you may use to support your child s learning at home and on the go.
