3 Project Description Background The IET is a world leading professional organisation sharing and advancing knowledge to promote science, engineering and technology across the world 167,000 members worldwide in 127 countries. Savoy Place is the institutional headquarters and a unique conferencing venue set beside the Thames in London s city centre, blending historic character, the latest built in technology, stunning waterside views and top notch catering Project Aspirations, Aims and Priorities Introduce a distinct sense of place and belonging for the Institution members Apply the Vision, Mission and Values of the Institution wherever appropriate. 4 Sustainability Innovation at Savoy Place Overview As part of its role to share and advance knowledge to promote science, engineering and technology, the IET actively engaged with the Building Research Establishment (BRE) and others to explore current and emerging best practice in sustainable refurbishment. This engagement has allowed lessons learnt from project experiences at Savoy Place, along with the wider knowledge that the IET has in the Built Environment Sector, to be shared to the benefit of all. Project Team dialogue with the BRE A Sustainability Review of the proposed scheme was undertaken starting in June 2012 between the Project Team and sustainability experts from the BRE. This explored a range of issues under the headings of energy performance, sustainable materials, benefits of refurbishment to building users, building performance monitoring and innovation, appearance, cost and information/technology insight The Sustainability Review also set out an aspiration to substantiate any claims about the environmental performance of the building by benchmarking it against an appropriate and recognised scheme and to inform the development of the project in response to recommendations arising from that exercise. Site Visits BRE Innovation Park and Arcola Theatre As part of the Sustainability Review, in May 2012 the Project Team visited the BRE Innovation Park in Watford, a showcase of sustainable buildings and hundreds of low carbon products, materials and technologies. The Victorian Terrace (supported by The Department of Energy and Climate Change) gave useful insight into measures to improve the energy performance of hard to treat heritage buildings whilst retain their original character a living laboratory demonstrating the latest processes, materials and technological advances in sustainable refurbishment. The Project Team also visited the Arcola Theatre in Dalston the world s first Carbon Neutral theatre to understand how sustainability is integrated in to the core ethos of this arts and community venue and to visit their Clean Energy Technology Incubator. 4
5 BREEAM Non Domestic Refurbishment Pilot Project Whereas Savoy Place is being assessed under BREEAM 2008, a key outcome of the engagement with the BRE was work to help develop their new BREEAM standard for sustainability in historic building refurbishments, with Savoy Place used as a key pilot case study. Through close liaison with the Project Team and BREEAM assessor, a detailed review of the design was undertaken against the BREEAM Refurbishment criteria to identify and document the key challenges and achievements for the project, with a focus on the more challenging and sensitive issues to achieve in historic buildings. These issues included improving daylighting, air quality, building fabric and services and use of sustainable materials in order to understand the restrictions and opportunities. The pilot study looked at how sustainability standards can be set for historic buildings by testing out strict environmental criteria now adopted in BREEAM Refurbishment and Fit Out on the design proposals for Savoy Place. A description of the contribution of the Savoy Place to this process now features on the BRE website and in their publication Sustainable Refurbishment of Heritage Buildings 5
6 BREEAM Rating and Score Overview BREEAM (the Building Research Establishment Environmental Assessment Method) is an independent, transparent environmental labelling scheme for new build and major refurbishment projects. It assesses the environmental quality of a project by considering the broad concerns of climate change, use of resources, pollution and impacts on biodiversity. The BREEAM scheme assesses the scheme at both the design and post construction stages. The post construction review serves to confirm the interim assessment (done at the design stage) and, most importantly, that the as built performance matches that envisaged at the design stage. An overall rating of the building s performance is given using the terms Pass, Good, Very Good, Excellent, or Outstanding. BREEAM Scheme BRE have confirmed that Savoy Place should be assessed under BREEAM Bespoke BREEAM Bespoke is also known as BREEAM Other Buildings. Presently, all refurbishment projects are still assessed under the BREEAM 2008 schemes, as BREEAM 2011 is for new construction only. It is expected that BRE will launch BREEAM 2012 for refurbished building later this year, but other than generally being more onerous, no details of what the scheme will contain have been published. Based on the changes for new building between BREEAM 2008 and BREEAM 2011 New Construction, it is likely that a rating (say from Very Good to Good ) would be dropped by the same project if scored under the newer scheme. 6

Internal gains can be reduced by specifying energy efficient equipment, lamps and luminaires, or controls to switch off lighting/equipment when not required. Where practicable, the IET office spaces should have openable windows, enabling natural ventilation for the occupants as current ambient conditions allow and providing a 'future proofed' cooling strategy should local noise and air quality conditions improve Providing a high level Energy Management Strategy for building management, particularly with respect to optimising the building s operation, small power loads and equipment should be seen as a priority for the building. As far as possible, areas of the building shall be metered separately to encourage energy efficiency and responsible use of heating, cooling, ventilation and lighting. A high efficiency mechanical ventilation heat recovery (MVHR) system should be installed where possible to air handling units serving the building. Specific Fan Powers of W/l/s, heat exchanger efficiency of 65% or more are possible for the building. 12

14 Construction Management Techniques to Reduce Environmental Impacts A requirement of the BREEAM assessment is to publicise to relevant stakeholders information relating to the aspects of the design and procurement which will reduce the building s overall environmental impact. Construction has been planned and executed to minimise the impact of the work on the environment. Steps taken include: The contractor and site are registered under the Considerate Contractors Scheme with regular inspection. The contractor is committed to going beyond best practice under this scheme and is aiming to achieve a score of more than 32 points The contractor has implemented a construction site waste management plan to maximise the amount of waste that will be recycled and reused The contractor is committed to monitoring site energy and water consumption and to implementing best practice procedures to minimise dust (air) pollution and water pollution Recycling facilities are provided in the building and onsite The construction elements are all Green Guide A or A+ rated Specific Measures implemented during construction to reduce environmental impacts include Metered Temporary Services Segregation of Site Waste Recycled Timber used for site hoardings Constant monitoring of site noise (sound insulated tools and silenced plant to be used Site dust (wet cutting used to reduce dust) Accurate measurement of site materials to minimise waste Labour, plant and materials will use local suppliers. 14
15 Next Steps To understand the ongoing sustainability performance of the completed Savoy Place, it is proposed to assess the building under the BREEAM In Use standard. BREEAM In Use assists property managers and occupiers to drive sustainable improvements through effective building management. It seeks to reduce operational resource use (energy, water, materials), improving the wellbeing, productivity and satisfaction of people working and visiting in the building and helping bridge the 'performance gap' between modelled performance and that experienced in use. It provides independent third party certification of a building s sustainability, contributing to corporate social responsibility, business reporting and sustainability leadership. 15
