2 Government For Citizen (G4C) The problem of inefficiency in government administration was caused by the separate operation of major national database such as residents, lands, vehicles, etc. Citizens were required to make redundunt registrations and go through a lot of paperworks for certificate application, paying multiple visits to government agencies. Therefore, the needs were raised for administrative efficiency and productivity to construct a system for sharing major national database and the launch of official government portal web-site for civil services. To improve efficiency and productivity of administration through sharing of major national database, and to provide the citizens with high quality administrative services made possible by the launch of the Government website and Home Civil Service Center. From 1996, up-to-date news of 42 administrative branches are offered to the public on the online communication portals and the Internet. In 1997, the official web site of the government was launched and online public administration services began, providing various forms and guidelines on civil services on the net. In 2000, the Home Civil Service System was launched to enable citizens to send their requests online from their personal computers and then receive the requested documents at home via mail. In 2001, the plan for citizen-oriented reform in civil administration services was established concerning 5 major civil affairs residents, land, businesses, tax and vehicles. 400 types of electronic civil affairs were identified and the Government for Citizen project is currently in service since November A firm ground of advanced e-government was established with the building of internet-based civil service system and sharing system of major national database such as residents, lands, vehicles, etc. The new civil service system improved the quality of people's lives and administrative convenience by providing services for less documents and less visits. If average 30% of total civil services are processed online for five years, a saving of 1.8 trillion won is expected, once the system implementation is completed. Information on 2,000 civil administration services are now also provided. 3 Government Procurement Services(G2B) When Korea joined the WTO Government Procurement Agreement (GPA) in 1994, there arose a need to overcome the inefficiency caused by redundant manual processing methods. Thereby, proactive adaptation to the rapidly changing trading environment has risen. Government procurement processes used to be time-consuming and painstaking, as they required a lot of paperwork and involved multiple agencies. To establish an advanced digital procurement system that ensures timely delivery, quality products and reasonable prices by delivering speedy and accurate procurement information and creating a transparent and efficient procurement environment for all participants - The number of paper documents processed reached 4 million in It took an average of three to four working days to process each document. The business culture that preferred personal contacts to electronic interaction has been pointed out repeatedly as a major cause of corruption and has impeded active use of procurement information systems. In 1997, exchange and authentication systems were implemented for the introduction of the EDI system. By 1999, the introduction of domestic procurement and accounting systems were completed. In 2001, electronic government procurement system was selected as one of the main pillars of e-government in Korea. Strategies for government procurement, business process reengineering(bpr) and information strategy planning(isp) for G2B were formulated. Development of a G2B portal was completed to serve as a single window that provides bidding information in the public sector and processes various operations from purchase requests to payments. Procurement processes that used to rely on mail registration and personal visits became computerized. This created a paperless government procurement system as convenient as the best e-marketplaces in the private sector. Procurement information including receipt of purchase requests, public announcement of biddings, award of contracts and contract status is provided real-time on the Internet. This insures fair and transparent procurement processes and provides services that are open to all. The G2B system is expected to play a key role not only in the public sector but also in the private sector as well by stimulating online trading markets. Government Procurement Service (G2B) The procurement EDI system was implemented in three phases from 1997 to The Public Procurement Service is now fully equipped to carry out electronic procurement services. - Online transaction accounts for 87% of all trading activities. Public announcements to invite potential suppliers to biddings, selection of successful bidders and electronic contract closures are handled real-time by the electronic bidding system. - This electronic procurement was the first online bidding system in Korea, and is being used by 770 institutions and agencies. By the end of February 2002, 2.92 million suppliers have participated in 20,400 cases of electronic biddings. 4 Interconnected Information System for the Four Major Types of Social Insurance Starting with the National Pension Corporation in 1989, agencies involved in the four major insurance markets started to build separate information systems to handle administrative operations. Though these insurance services share a lot of common features in administrative processes, targets, and service kinds, each agency was offering supplier-oriented services with separate administrative bodies. Therefore, the need to build information integrated system was raised for better quality services and efficiency in insurance administration. The integrated system, linking information resources of the four major insurance markets, includes singlewindow e-services and integration of common work processes To create an interconnected information system to share information on 4 major types of insurances - national pension insurance, medical insurance, employment insurance and industrial accident compensation insurance and to improve management efficiency and service quality Each agency is operating its own homepage to serve as an online information center and to provide Internet civil services. More than 20 agencies (excluding businesses, hospitals and city and provincial offices) including the Ministry of Government Administration and Home Affairs and the Office of National Tax Service are interconnected to carry out the services. - The scope of interconnection is expected to grow. In 1989, the National Pension Corporation developed an information system to manage insured persons/corporations, collection and benefits. The Employment Insurance System and the Industrial Accidents Compensation Insurance System were developed by the Ministry of Labor in 1995 and 1996 respectivley. Even after 1999, the National Health Insurance Corporation and the National Insurance Review Agency are continuing their efforts to develop an integrated system for national health insurance. In 2001, the Information Strategy Planning for Construction of an Interconnected Information System was designated as one of the main pillars of the e-government, and has started its online/offline services since November With the Interconnected Information System is in place, inquiries, civil petitions, notices and payment of all 4 types of insurance premiums can be processed online at the insurance portal site. This site will also allow the branches of the insurance corporations to handle common operations such as report and change in terms. - Information collected from insured persons and corporations as well as from the Office of National Tax Service and the Ministry of Completion of the interconnected information system allows one-stop services for participation, changes, and withdrawals from insurance services of 4 major types of insurances. This can be done by visiting one of the insurance companies or by accessing one of the homepages. The number of required documents is dramatically reduced due to information sharing among relevant agencies via the G4C (Government for Citizen) network. The reduction in processing time and costs is expected to result in annual saving of billion won. The Interconnected Information System will help identify citizens in blind spots where the current social insurance services cannot cover. Government Administration and Home Affairs are managed and shared by all related agencies. Internet Portal site National Pension 74 branch offices are leveraging the National Pension Management System to screen the qualifications of insured persons, send out notices and process payments of insurance premiums on the Internet by interconnecting to other relevant networks such as the residents registration network. 233 branch offices are utilizing the Integrated Health Insurance System to issue 1.3 million certificates of insurance, 9.3 million insurance premium payment notices, and 55 million invoices of medical treatments every month. The Industrial Accidents Compensation Insurance System uses the EDI system and Internet to file civil petitions online. 5 Home Tax Services via Internet (HTS) The office of National Tax Service (NTS) sent tax notices via mail and taxpayers personally visited the NTS to complete tax-return applications. Tax-payers either visit banks in person to pay their taxes or utilize national tax payment options available on Internet banking by entering user number, password and taxation information. They still had to visit tax offices to file civil petitions. To simplify tax-related administration such as tax returns, notices, payment, civil affairs and issuance of various certificates through a single window on the Internet From 1999 to 2000, the Electronic File Tax Return System was developed for withholding tax and value-added tax returns and the scope has been expanded to include liquor tax and special excise tax in The scope of the existing electronic file tax return system was expanded further to include securities transaction tax and stamp tax. In addition, an electronic tax payment system was developed for allowing immediate payment of taxes that are notified or reported electronically. Certificates of business registration, tax payment, temporary suspension of business, closing of business and income can be applied for and reviewed via the Internet. Citizens are now able to inquire about the progress of their petition about taxation on the Internet. By eliminating redundant data input and speeding up tax-related affairs, this system will raise the operational efficiency and reduce costs. The elimination of written notices that are sent via mail will prevent delays in delivery of notices and thus save up to 146 billion won annually. HTS (Home Tax Service) will provide public information and various administrative services through the Internet and unburden taxpayers from cumbersome visits to tax offices, improving transparency in the taxation process. In the year 2000, the Electronic File Tax Return System went through a pilot project where tax agents of the office of Seoul National Tax Service participated. 750,000 tax returns on withholding tax (30%) out of 2.53 million and 200,000 value-added tax returns (10%) out of 2.12 million were filed electronically in The HTS homepage ( went online in April 2002 and is partially operational for advance notices of value-added tax, electronic tax-return filing and electronic tax-payment. 6 Informatization in Local Governments (Cities and Districts) There is a need to improve efficiency that has been dropping due to manual processing of administration duties, to simplify the paperwork-ridden civil petition process and to reform civil petition services via a one-stop service. Investments in informatization are made redundantly by different functional units or regional units, resulting in low returns on investment. Accordingly, administrative information systems that are implemented in accordance with functionalities need to be transferred to regional units in order to optimize operational efficiency and customer satisfaction. To streamline 21 tasks commonly carried out in cities, counties and districts by revising relevant laws and regulations and standardizing and redesigning work processes and to build a comprehensive administrative information system to exchange information between agencies and different functional units. In 1997, the Basic Plan for the Comprehensive Administrative Information System for Cities, Counties and Districts was prepared. In 2000, four pilot areas including Suwon City and eastern Gwangju City were designated to develop 10 tasks in such areas of residents, real estates, rural communities and environment. The outcome was rolled out to other cities, counties and districts nationwide. In 2001, an integrated information system was developed to handle administration duties on rural affairs, environment, and social welfare by connecting relevant agencies and systems. BPR/ISP, the preliminary step to drive 11 projects and integration of city, provincial and central government networks was completed in It was also identified to be one of the pillars of e-government. The services began at the end of By sharing basic information required in civil affairs such as residents, lands and vehicles, the number of required documents that applicants have to prepare has been slashed and visits to relevant agencies became unnecessary. As health and welfare services made a paradigm change from business-oriented to customer-oriented, the number of required forms were reduced to 13 compared to the previous 60. Furthermore qualification-screening services take three days compared to the previous 21 days. Once the two-phased project is completed, out of the operations of imposing and collecting environment improvement contributions, the processing time of the facility account maintenance will be cut down to a week from a month, and vehicle account management to two hours from 20 days. In the case of registration for fishing boats, it is expected that only four types of documents and four visits to the agencies are necessary due to the interconnection of systems among related agencies. Applications of Forestry Diversion and Permission of Usage Change will only take three days for consulting and one visit to the agency. The Comprehensive Administrative Information System for Cities, Countries and Districts is being implemented and operated in 232 cities, countries and districts around the nation. Civil petition applications, registration and processing are now possible through city, country or district-specific administrative systems handling 10 tasks. 7 National Financial Information System The national treasury was not managed efficiently due to the lack of common standards for collecting financial information and the unavailability of real-time monitoring of financial activities. With little or no sharing of information between financial agencies, certain information didn t conform to each other and redundant work processes were handled manually. To enhance efficiency, transparency and accountability of financial activities in such areas as budget allocation, execution, accounting, settlement and auditing through the construction of information systems that enable real-time management of national fiscal activities A total investment of 6.2 billion won was made from 1997 to 1999 to build a national financial information system centered on the single-entry bookkeeping on the cash basis. The government s accounting offices became connected to the central network of the Ministry of Finance and Economy for automatic summation and settlement processes. A new information strategy planning (ISP) was prepared in 2001 in preparation for accounting principle changes to a double-entry bookkeeping on the accrual basis in As stipulated in the current ISP, a total investment of 19.8 billion won will be made to build a national financial information system by 2003 to accomplish the followings: - Successful transition to the double-entry bookkeeping on the accrual basis, to streamline financial affairs ranging from budget allocation and settlement to audits and inspections that are being redundantly carried out by different agencies. - Real-time management of national revenues and expenditures and electronic transfer and receipt. The National Financial Information System in compliance with the accounting principle of single-entry bookkeeping on the cash basis has improved productivity by automating settlements. - The entire administration process shows greater efficiency as the accounting period was reduced to a monthly basis from the previous yearly basis and all required reports now take one to three days to complete from the previous five to 10 days. Operation of the National Financial Information System in compliance with double-entry bookkeeping on the accrual basis will enable the followings: - Real-time management of import, export, earnings and expenses, enabling the leveraging of unspent fund and thus realizing nontaxable earning of 200 billion won annually. - Electronic notification and money transfer enabling citizens to pay taxes and fees at home or in the office. And to enable businesses to receive payments for goods and services in their bank accounts. The National Financial Information System in compliance to single-entry bookkeeping on the cash basis, which was developed in 1999, has been operational since January 2001 in 15,221 field accounting offices nationwide. The National Financial Information System in compliance with double-entry bookkeeping on the accrual basis will be operational by the 2003 fiscal year. 8 National Education Information System In 2002, as part of the school informatization policy, every teacher was given a PC for use at school and PCs were allocated to every eighth student. In the same year, equipment for the advancement of school facilities and web-based school LANs were provided to all of the 10,064 schools (222,146 classrooms) across the nation. On the other hand, efficiency in information sharing among related agencies wasn t improved as educational administration offices pursue informatization separately and lack a common standard in administrative operations. Accordingly, computerization of educational administration has been identified as one of the main pillars of e-government in Korea. This was done in an effort to unify and integrate informatization resources that are inconsistent in various educational institutions and functional units. To construct a foundation for enhancing administrative efficiency, facilitating information sharing through information networks connecting schools, provincial and metropolitan educational offices, and the Ministry of Education and Human Resources, and improving administrative services to meet people s needs The Comprehensive School Information Management System was launched in 1997 to reduce routine administration for instructors. This was done through the construction of an integrated and efficient system for academic and administrative operations. - The Comprehensive School Information Management System consists of four subsystems: the academic affairs support system, the With the development of the Educational Administration Information system completed, the processing time is expected to be reduced by 20~50% and the volume of paper documents by 30%. Teachers are expected to concentrate their abilities on teaching without the distractions of administrative routines and their operational productivity will rise by more than 25%. For parents, issuance of transcripts, certificates of registration or graduation from any schools in the country will become much easier. Once the Nationwide Administration Information System is fully deployed across the nation, old Comprehensive School Management Systems, EDI and other separate administration systems will be consolidated to enhance the efficiency of educational administration services. 9 Personnel Policy Support System Disparate and disorganized implementation of human resources and wage management programs have resulted in wasted resources, incompatibility of data, inefficient maintenance, costly maintenance fees and difficulties in data generation. Traditional paper-based human resources management and operational methods needed to be renovated to an electronic management system (e-hrm) for faster, more accurate HR management. The Personnel Policy Support System was selected as one of the main pillars of e-government in May The importance of efficient HR management was deemed necessary to enhance national competitiveness. To support scientific and efficient policy making in human resources and wage management from recruitment to retirement for all the government agencies From November 2000 to August 2001, the Civil Service Commission has developed the Personnel Policy Support System to support seven different services namely human resource management, wage management, recruitment, education/training, statistics, services to civil servants and system management. The Commission tested the system in a pilot project involving four government agencies (the Civil Service Commission, the Rural Development Administration, the Ministry of Planning and Budget and the Ministry of Agriculture and Forestry) and supplemented the system from September to December of A total of 13.9 billion won was invested to roll out the system to 31 government organizations in Random personnel practices currently employed have been integrated into a single system to lighten the burden on HR from daily routines and to concentrate on more value-added tasks such as planning, analysis and strategic planning. Personnel managers can now conduct real-time data collection and analysis of personnel-related data. Furthermore, relevant government agencies can now introduce a more effective and practical personnel policy based on a scientific analysis rather than assumptions derived largely from empirical knowledge. With the Internet, personnel data and information are instantly made available to individual civil servants and personnel managers in each agency 24 hours a days. In effect, each government agency now enjoys tailored quality services catering to individual needs, and provides much more productive and cost-efficient services.
