58 Vision The most innovative, visible, and available library and public space in Europe To fulfill it s commission the library shall be a visible and essential resource in the public space. The library shall preserve the best of it s core offers and at the same time develop a new public meeting place for cultural exchange. Both the physical and the digital library space shall be easy to get at and have high adaptability to various needs among users. The death of the library is highly exaggerated
59 Vision Children, youngsters and adults shall be tempted The library shall mobilize the non-users and the population using the library shall grow dramatically. The library shall attach special importance to motivating children and youngsters - and stimulating the coming generations to take delight in reading, to seek knowledge and cultural competence and to feel the joy of mastering a subject.
60 Vision With a manifold, attractive and surprising universe of information sources The universe of sources consists of all the content - represented by both digital and physical collections, disregarding technology, distribution or way of use. The universe of sources includes texts, pictures, sound, moving images, games and other cultural expressions that users find relevant. The universe of sources is both a digital and a physical room with all types of literature and different artistic expressions all surprisingly up to date, broad in orientation and historical depth. The library shall attach special importance to selected topics and authors and develop collections and staff competence accordingly. The library shall offer texts and other expressions in various foreign languages.
61 Vision Embodied through active sharing of culture and knowledge- The library shall have the best available competence on sharing literature and knowledge, promoting criticism of the sources and making available digital competence. Our employees are librarians, storytellers, actors, curators, moderators and excellent service providers allowing the users to meet the unknown, being confronted with the provocative and discover the new, the rare or the forgotten either alongside the bookshelves, on the web, in the exhibition areas, in the lecture hall or in the meeting with living artists and scientists - or simply in the meeting with people that share their opinions.
62 Vision Inspiring users to take delight in reading, experience and obtain life long learning The library shall be the hub in Oslo s cluster of educational institutions and create new networks and broad connections to stimulate extensive popular enlightenment - by exchange of new knowledge, culture and information through the library s physical and digital transmission channels. The users shall be inspired and experience new connections and obtain new knowledge when being confronted with the library s content. The library shall promote and motivate life long learning, stimulate reading and language skills in all user segments.
63 Vision Free debate and exchange of opinions in the library The library of the future shall position itself as an editor activating and presenting topics from collections and sources. This active role of the library shall aim at creating debates, exchange of opinions and embody central discussions in the community. The library of the future stimulates and welcomes the active library user - the user producing content and sharing opinions with other library users. The physical and digital space of the library shall invite and support users interactions, exchange and shearing of expressions and opinions.
64 Vision An enthusiastic, mobile and efficient organization - The needs and wishes of library users shall always motivate the navigation towards the library of the future. The library shall develop a flexible and mobile organization filled with epidemic enthusiasm and energy. The physical space and rooms in the library shall be flexible and able to absorb new services and offerings within a cost efficient and rational frame work. The library shall head for a leading position and participate in defining the future public library.

Develop the collections to become a universe of sources fulfilling the commission of the public library and fitting in to the technological development. Making the collections openly accessible in the physical and digital space based on self service solutions. Liberate and develop staff competence on literature, criticism of the sources, searching for sources and use of digital media. Develop the cooperation and divides between the central library and affiliate libraries and the city archive.

Establish rooms and services for relaxation, dialogue and contemplation in the framework of attractive secondary services and offers. Develop the library to become a hub for information on cultural activities and offers in Oslo as well as other relevant public information.

We shall continuously measure our users satisfaction and listen to them. We shall monitor the development of media and technology and take action together with partners. We shall promote and advertise the library s services and offers. 77 The challenge is to balance: a) The building project s need to freeze details and establish a valid budget b)the library s need to develop a new concept without freezing to many details - and hereby getting a building that allows changing content in it s total lifespan.
78 The new library space is primarily shaped by: openness, lack of walls and spatial divisions easy accessible channels for technical infrastructure and introduction of new technology use of furniture and the media collection as functional spatial divisions and as scenograpy variation between social and active zones near the street and higher zones with calm, silence and contemplation.
