1 Complete Background to the Glenunga Community Hub Project Attachment A 1. At the October 2008 meeting of Council, it was resolved, in part (C7338):..report be submitted to the November 2008 Council meeting, evaluating and comparing use of Conyngham Street Depot site and Glenunga Reserve, as potential sites for a new multi use sporting and community hub; and take into consideration: a) the recommendations of the Maloney Report titled Burnside Building Audit dated 28 April 2008; b) the future of Dulwich Community Centre, including opportunities to renovate or divest and relocate activities; c) the need to replace buildings on Glenunga Reserve in poor condition; d) an interim internal Administration assessment of community needs for a larger multi use sporting and community hub in this area, subject to formal consultation in progress as part of the review of the Property Strategy; e) comments and recommendations in the draft Open Space Strategy, which identifies various small parks that are either inaccessible, underutilised or poorly located; and opportunities for their rationalisation; f) potential cost of a multi use sporting and community hub (including design costs), and potential funding sources including proceeds from potential sales of Council property, including the Conyngham St depot and Dulwich Community Centre sites and possibly part of the Lot 31 reserve fund; and g) policy issues in using part of the Lot 31 reserve to fund the cost of design and investigations, if this course of action is approved by Council. 2. At the December 2008 Meeting of Council, the matter was considered again and Council resolved (CS1646): That the CEO be authorised to engage a consultant to assess the need for a new indoor community hub facility at Glenunga Reserve and then, subject to the needs analysis, develop a programme plan, concept drawings and full feasibility study of the cost, size, residential impact and makeup of the multi purpose community hub facility in that location. That a budget of $50,000, to be withdrawn from the Lot 31 reserve, be approved to engage a consultant to develop the proposal, in line with the project brief. Glenunga Community Hub Needs Analysis and Feasibility Study

The Glenunga Community Hub Needs Analysis and Feasibility Study (received by Council in July 2009) described in detail, the process that was followed in preparing the report and making the recommendation. 4. The purpose of the Glenunga Community Hub Needs Analysis and Feasibility Study was to explore the feasibility of a community hub with key stakeholders and the community of City of Burnside to determine the best outcome for the Glenunga facilities and Reserve. 5. The Study was presented to Council, which detailed the research and methodology in reaching the following recommendations: 5.1. The Glenunga Sports and Social Clubrooms be demolished and be replaced with a new multipurpose clubrooms which could accommodate a wider range of community uses including passive recreation The change rooms and public toilets be demolished and be incorporated within the new multipurpose club rooms building The Family Resource Centre and Toy Library to be demolished, and incorporated into a new facility at the opposite end of the site, which would enhance the identity of a multipurpose Community Hub. The current site of the Toy Library could be used for off street car parking to ease the parking issues related to an expanded development Consideration of the development of a new indoor basketball court Upgrade of sporting infrastructure: Cricket nets; Fencing to contain balls within site; Improved drainage to the ovals; and Improved lighting to the ovals. 6. Also recommended was the opportunity to investigate a partnership with the Glenunga International High School and to develop an additional indoor sports facility on the School site (next to the existing hall). 7. The Study identified that there was both an opportunity for improvement and general interest within the community for the development of a hub that is available for the whole community. Council resolved to proceed to Phase 2 of the project. 8. At the 28 July 2009 meeting of Council, it resolved, in part (CS1685): That Council proceed to Phase 2 of the project to develop a number of practical options with the request that the following is considered:
3 1. Criteria for assessing placement of project site developed; 2. Site options identified and assessed covering environment sustainability considerations; and 3. Report detailing the assessment of suitable location, a range of design options, cost estimates and financing options, management structure and governance issues. 4. That a tour be organised for Members to visit other recent Community Hub developments within Adelaide. 5. That Council develops a master plan for Glenunga Reserve which may incorporate other recreational facilities such as playgrounds, bike tracks, vegetation etc, subject to first quarter budget review being approved. Concept Design Report 9. Council s project briefing requirements for Phase 2 (the design of development proposals) were: 9.1. Creation of a Community Hub available to the whole community; 9.2. A facility that combines all the current users and potential new community groups; 9.3. Improved storage, office and social club spaces; 9.4. Appropriate shower, change rooms and public toilet facilities; and 9.5. Consideration to a potential increase in usage and implications on parking demand. 10. The first draft of the Phase 2 Report was presented to Elected Members at a Workshop in November Members discussed the concept designs and provided feedback which included: The need for a third option - a rebuild of the current facilities on site; and Re-considered costs and downsizing of concept designs in the original two options. 11. The Glenunga Hub Feasibility Study Design Report was presented to Council at the 18 May 2010 meeting of the Community and Information Services Committee, which provided four different options for Council to consider. 12. It was resolved that a further Report be presented, with a revised conceptual design and proposed community consultation package, drawing from the most practical elements of all four Concept Designs presented and as identified in the Glenunga Community Hub Design Report.
4 Council demolish the Progress Association Hall, Change Rooms and Public Toilet and install temporary Change Room and Shower Facilities the cost of this immediate works be funded through the use of the Lot 31 Reserve... that Council advise the community about the demolition a Report be brought back to Council at the June 2010 meeting of Council with an revised conceptual design and proposed community consultation package, drawing from the most practical elements of all 4 Concept designs 13. The matter was considered by the previous Council for the last time in June 2010, with the following presented: The conceptual designs indentified the placement of buildings on the Reserve in four stages; and The project to be designed to be constructed in stages and each building can stand alone without completing the entire project. 14. At the 15 June 2010 meeting of Council, Council resolved (CS1737): That Council agree in principle to proceed with the development of Community Hub on Glenunga Reserve, as detailed within the Concept Design, in a staged process, with Stages 3 & 4 being subject to future Council resolutions and funding availabilities. That Council engage a Community Facilitator to consult with the entire Community on the proposed Community Hub development; and that the cost of the community consultation be funded from the Lot 31 Reserve consistent with the approach taken to date. That the results of the Community Consultation be brought back to Council for further consideration. That subject to the results of that Community Consultation, Council proceeds as soon as practicable with stages 1 & 2 as outlined in the Report at points 40, 41 & 42 and shown diagrammatically on pages 23, 24, 25 & 26 of the Report with funding estimated to be $1,898,000 to be provided from the Lot 31 Reserve. The consultation present Option 4 Hames Sharley drawing SA10-A dated 27/4/10 (but with clubroom extension added) as an alternative to the layout presented in the report. Recent Council Workshops
5 15. Following the November 2010 Local Government Elections, Council has had an opportunity to discuss this matter at two Elected Member Workshops (held in February and June 2011). 16. At these Workshops, Elected Members were presented with the background on this project; were advised that Council had previously endorsed the Reports and wished to consult on the concept options; and were reminded that Council has also previously endorsed that a Glenunga Reserve Master Plan should be developed in accordance with this project. 17. Arising from the June 2011 Workshop, it was agreed that a further Report be presented to Council, with the following considered: Recommendations for progressing with the project; Engage a professional facilitator to develop the consultation package; Consult on the concept of what Council is looking to achieve rather than specific design options; Reassure the community that comment is also being sought on broader design needs for the whole site; and Use findings from consultation to develop a final site master plan (incorporating building options). Community Consultation 18. At the 27 September 2011 meeting of the Planning, Heritage and Infrastructure Committee meeting, a Report was presented to Council to provide Elected Members with a recommended community consultation process for progressing with the Glenunga Reserve Community Hub. At this meeting, Council resolved (PHI0071): 1. That the Report be received. 2. That Council engage the services of recreational and community engagement consultant Oneighty Sport and Leisure Solutions to undertake the proposed community consultation process for the Glenunga Reserve Community Hub (Attachment A), with the following objectives: a. Consult on the concept of what Council is looking to achieve rather than specific design options; b. Reassure the community that comment is also being sought on broader design needs for the whole site; and c. Use findings from the consultation to develop a Master Plan for Glenunga Reserve (incorporating building options). 3. That Council Administration distributes a new Community Update to advise the community of Council s resolution.
6 4. That a Report be presented to Council with the results of the community consultation. Glenunga Reserve Community Facility and Master Plan Research and Evaluation Community Survey and Stakeholder Feedback 19. Council engaged the services of recreational and community engagement consultant Oneighty Sport and Leisure Solutions to undertake the endorsed community consultation process for the Glenunga Reserve Community Hub. 20. The Glenunga Reserve Community Facility and Master Plan Research and Evaluation Community Survey and Stakeholder Feedback detailed the discussions that occurred as part of the consultations with the key user groups of the Glenunga Reserve (Attachment A). Each user group was involved in a one-on-one meeting with a member of the consultant team. 21. The Glenunga Reserve Community Facility and Master Plan Research and Evaluation Community Survey and Stakeholder Feedback presents a summary of the key findings from those meetings as well as highlighting any implications for any possible future development that might occur at the Glenunga Reserve. 22. The Survey was structured into three sections to solicit feedback in relation to the potential for a community hub at the site as well as other possible opportunities the community would like to see the reserve being used for. Questions were therefore structured according to: Site Use: when and how often do people use the site and for what primary reasons to include perceptions of existing facilities Future Use: What people would like to see at the site Personal Information: Demographic profiling to determine the catchment and profile of respondents. 23. The Glenunga Community Hub Needs Analysis and Feasibility Study provided the following conclusion for consideration: It is clear to see that the Glenunga site plays a major part in the lives of Burnside residents particularly those that live within the immediate suburbs surrounding the site There is an overwhelming consensus that supports the development of the site into a centralised community hub and associated infrastructure to include more for families and broader community recreation and community services. This includes enhancing picnic and play opportunities, keeping the toy library, and developing other opportunities for community based indoor activities There is also a strong synergy with the school and given their existing facility is ageing, there are a lack of indoor opportunities in general and the support for such facilities; there is an obvious opportunity to consider
7 a partnership approach to develop a new multipurpose indoor venue that could be shared by the community and the school There has also been an expressed concern to ensure the open space of the area is not compromised and any development undertaken in a sensitive manner that maintains the character of the area is sensitive to impacts on neighbouring residents through increased volumes of traffic and generally protects open space and the environment. Other opportunities for the site include enhancing public toilets and considering access to catering facilities for casual park users From here it is suggested that Council consider the development of a whole concept for the site which given the existing consultation and previous work should mean the process can be fast tracked to a concept stage prior to soliciting feedback from the broader community and ultimately developing a vision for the Glenunga Reserve based on the desires and expectations of the community as highlighted in this research. 24. The Consultation Report identified a strong support for redevelopment of the buildings on site (and further improvements of the Reserve), with the following key points: Need to incorporate building design into larger planning of Reserve; Need for maximising of open space; Need to increase community use of the buildings during non-peak periods (e.g. during office hours); Greater need to cater on site for families and broader community recreation and community services; and Opportunity to partner with the school (e.g. to advance to Stage 4 of the development, it may be better to assist with the redevelopment of the schools, very dated, indoor community/sporting facilities and then expand community use). 25. The consultant also advised that given the existing consultation and previous work undertaken by Council, this should mean the process can be fast tracked to a concept stage prior to soliciting feedback from the broader community and ultimately developing a vision for the Glenunga Reserve based on the desires and expectations of the community as highlighted in this research. 26. At the 13 March 2012 Infrastructure and Environment Committee Meeting, it was resolved: 1. That the Report be received. 2. That the Community Survey and Stakeholder Feedback be received.

That Council proceed to develop a whole concept plan for Glenunga Reserve, through the development of a draft Glenunga Reserve Master Plan (including building options) incorporating the results of this consultation and previous work undertaken by Council. 4. That Council allocates $40,000 for the development of the Master Plan and that this be funded from the Lot 31 Reserve. 5. That Council distribute a Community Update Fact Sheet, press release and advert in the Messenger column, to advise the community of Council s resolution and process discussed within this Report. Draft Glenunga Reserve Master Plan The draft Glenunga Reserve Master Plan was endorsed to proceed to City Wide Community Consultation at the 23 October 2012 meeting of Council.
