5 Executive Summary Manufacturer Application Cessna Aircraft Company requested that EASA, Certification Directorate - Flight Standards evaluate the Cessna C-510 aeroplane. Procedures, requirements and references EASA conducted this OEB process in accordance with Appendix 1 to COMMISSION REGULATION (EC) No 1899/2006 of 12 December 2006 (EU-OPS) and JAR-FCL 1 requirements. This evaluation was based on the Common Procedures Document (CPD) and the Memorandum of understanding (MoU) between EASA and European NAA s. This report specifies the EASA recommendation for the minimum requirements for the initial type rating training programme, checking and currency on the Cessna C-510 as specified in JAR-FCL 1 and as recommended by EASA on the EASA webpage as: Pre-requisites and training for Initial type rating on - Turbo Jet, Pressurised Turbo prop and Multi engine Turbo prop (HPA) - Single pilot Aeroplanes. See link below: License Endorsement EASA recommends the licence endorsement: C510. Applicability. This OEB report applies to commercial operations. However, the OEB recommends that private or corporate operators follow the requirements and recommendations in this report. Report background This report: - Defines the Type Rating assigned to the Cessna C Makes recommendations for initial Training, - Makes recommendations for checking, - Makes recommendations for recurrent training. 0.1 The OEB team The OEB team consisted of one pilot. From April 30 th to May 11 th 2007, the OEB member received the Cessna C-510 initial pilot Type Rating Training course at Flight Safety International (FSI) in Wichita, Kansas. Three FSI instructors gave classroom instruction and two different FSI instructors performed the programmed instruction in OTD and FFS respectively. OTD sessions are designed to reinforce classroom learning, as well as to introduce crews to Standard Operating Procedures (SOP), normal, abnormal, Emergency Check list application and to the practical operation of the aircraft. Classroom instruction was mixed with OTD instruction and FFS lessons as a follow up on each day subjects. The Training Course was amended according to the OEB comments. Revision Oct Page 7 of 12
8 1. General Description of Cessna C-510. EASA has issued TCDS number EASA.IM.A.502 of 21 May 2007 to the Cessna C-510. The C-510 is a Low wing aircraft with retractable tricycle landing gear, T-tail, pressurized cabin, and two turbofan engines pylon mounted on the rear fuselage. The maximum operating altitude is feet, the Vmo/Mmo are 250 kts/0.63, the MTOM is 3921 Kgs. The minimum crew is one pilot however, when operated in Commercial Air Transport the minimum crew is two pilots (ref. EU-OPS (b) 1). The Cessna C-510 is limited to Category 1 instrument approaches (550 m RVR / 200 ft DH). For all-weather operations the Cessna C-510 is a Category B Aeroplane 2. Specifications for Pilot Training 4.1 Full Initial Pilot Type Rating Training course EASA recommends the approval of the proposed Cessna Citation Mustang (C-510) Type Rating Training Programme dated 25 April 2007 (see Appendix 1), however to be modified to comply with the Pre-requisites and training for Initial type rating on - Turbo Jet, Pressurised Turbo prop and Multi engine Turbo prop (HPA) - Single pilot Aeroplanes published on the EASA web site. 4.2 Differences Training Not applicable 4.3 Recurrent training Recurrent training and maintaining of currency serve to maintain a pilot s continued competency for the operational tasks to be performed. During proficiency checks this competency is established. It is every operator s responsibility to establish a recurrent training and proficiency checking program, approved by the National Authority, which is relevant to the type of aeroplane. The requirements for a recurrent training program may vary with several factors which have a significant influence. Some of these factors are: exposure of the flight crew member(s), specific routes and aerodromes used by the operator and new developments in technology. It is recommended to follow the requirements of EU-OPS, subpart N, paragraph as a minimum and to consider expansion, as appropriate, of these requirements for pilots, who have had only limited exposure and/or who do not any longer fulfil the currency requirements. 4.4 Recent experience There are no specific currency requirements applicable to the C-510, beyond those of EU-OPS, Subpart N, paragraph for AOC holders or JAR-FCL and for private operators. Special emphasis training 5.1 The proposed pilot type rating training programme was found to be in compliance with JAR FCL1 and suitable for pilots with Pre requisites as recommended by EASA on the EASA webpage. See link below: Additional requirements may be appropriate as determined by National Authorities. 5.2 The OEB has identified the following aircraft system that should receive special emphasis in initial training for the C-510: - Knowledge on and the use of the Garmin 1000 avionics operation is recommended prior to attending C-510 type rating course. - Knowledge on and the use of the EFIS/FMS system is recommended prior to attending C-510 type rating course. - Interpretation and use of the Crew Alerting System (CAS) combined with Pilots Abbreviated Checklist. 11 6. Specifications for checking 6.1 Skill test Skill test (Single Pilot: 1 x 2 hrs. Multi Crew: 2 x 2 hrs, as required). The aeroplane is certified for single pilot operations. However, the Skill Test schedule in appendix 3 to JAR-FCL is considered by the Board to not sufficiently cover the airplane s complex systems and its capability to operate IFR in all sorts of weather at high altitude. The Board recommends therefore using a Skill Test schedule, based on Appendix 2 to JAR-FCL (the schedule currently designated for MPA). Revision Oct Page 11 of 12
