3 Packaged Systems A simpler approach to C4ISR systems procurement Maintaining security at large sites like airbases is a difficult undertaking, and the solution is typically composed of a variety of discrete systems that are patched together and rarely interoperable or portable. A fully integrated system that is easily deployed at both permanent and tactical airfields is needed. Procuring a complex C4ISR* system is usually no easy matter. 4 THE OPERATIONAL challenge Providing an integrated security system for tactical and permanent airbases Airbase security commanders face unique challenges when protecting their sites from diverse threats. They must simultaneously ensure the security of both the open spaces surrounding exposed runways and the equipment and personnel within airbase facilities. There is an increasing need for more comprehensive and detailed real-time information on activities throughout the base, in order to pinpoint and assess abnormal activities. Traditionally, airbase security solutions have relied largely on stationary guards and foot patrols focused on the highest-value assets. It can be difficult, however, to dedicate the resources necessary to continually patrol an airbase s remote security locations. An intruder can slip through a compromised fence at the end of a runway or through a hidden walkway in an instant. Constant eyes on monitoring can prove impractical, and deploying a response team to the site of a false alarm can deplete scarce resources. Security forces need a means to economically observe more assets over wider areas. The ability to detect unusual activity in areas that are infrequently patrolled is crucial. And, when an incident occurs, security forces need to coordinate with airbase operations staff to exchange timely and accurate information about the events as they unfold. The current location and intent of intruders must be quickly determined. The commander needs complete situational awareness in order to direct an appropriately tailored response. The combination of large, open runway spaces and nearby hangars, terminals, and tower control facilities presents a challenge requiring flexible and configurable yet integrated solutions. These solutions should: l Reduce the manpower required to monitor approaches to the airfield l Be easy to use and reliable, producing minimal false and nuisance alarms to minimize the burden on security force response teams l Be scalable to support security needs at both tactical and wellestablished airfields l Utilize open architectures to allow for integration with other situational awareness systems and to enable the incorporation of newer technology or additional capability The Harris Airbase Perimeter Security System can significantly improve the reliability of detecting security incidents, and also increase the effectiveness of the response. The system provides reliable remote monitoring of all points of interest, freeing up security staff to focus on analysis and threat assessment. It automates the collection, analysis, and distribution of information both up and down the chain of command.
5 Airbases are inherently large, open areas requiring significant assets to monitor Using video for assessing the nature and intent of intruders enables users to better differentiate threats from normal activities. The system provides for the seamless exchange of voice, sensor/ location data, and video with response teams, and allows the actions of those teams to be monitored. Information and response coordination can easily be shared between the command staff and the airbase operations center. Ultimately, commanders can make better informed decisions which are based on multiple sources of information. 6 solution overview Harris Falcon III and advanced partner products yield a more effective security solution The Harris Airbase Perimeter Security System uses nextgeneration radio products, sensors, and long-range cameras to enable more effective threat detection, information dissemination, and response coordination. The integration of these capabilities into a single system allows for a building block approach to airbase security, so that commanders can tailor effective solutions for the diverse challenges they face. Paramount among the security requirements of an airbase is the protection of its large perimeter against incursions. The scenario shown on the facing page illustrates how the system s early warning components, command center capabilities, long-range surveillance nodes, and support for the security patrol work together seamlessly to help ensure the base s integrity. Suspicious activity at the outskirts of an airfield runway at night is autonomously detected by unattended ground sensors or the optional ground radar, which trips an alert to software in the command center. A long-range PTZ camera is slewed to the detection area, and video of the activity confirms the potential intrusion. FalconCommand software also registers the detection and forwards the information to security teams. Command center analysts use their RF-7800M radios to dispatch a patrol vehicle to the area of interest and simultaneously forward long-range infrared video of the potential intruders to the vehicle en route. Meanwhile, the vehicle s location is automatically updated on the command center s FalconCommand common operational picture (COP) display, helping to account for the deployed team at all times. As the patrol approaches the fence, the video and sensor data guides them directly to the target. Now, fully prepared, the security patrol quickly closes on and apprehends the intruders. Throughout the event, helmet-mounted video from the patrol is returned over a secure wireless link to the COP display at the command center, where the commander observes the action. With a real-time picture of the front-line situation, the commander is better able to direct an appropriate and effective response. Finally, the Falcon C2View video management application enables both the detection video (streamed from the long-range camera) and response video (streamed from the leader s helmet-cam) to be recorded and archived for future use. This example shows only one application of the Airbase Perimeter Security System equipment, which can be readily configured for other security and force protection needs. The ground sensors, for example, can be programmed to provide voice, as well as data, alerts. These voice alerts can be received directly on FM radios such as the Harris RF-5800 and RF-7800 multiband networking radios. Many other capabilities also can be incorporated into the solution, including the covert, unmanned video surveillance nodes of the Harris MicroTerrain Observation System.
7 6 Once threat is assessed and handled, the dispatch officer can complete the event report and archive it along with all pertinent data for future use. 2 The radar or sensors send an alert to the software operating in the command and control center. 1 An intruder is detected by radar or unattended ground sensors. 4 Camera slews to radar trip if within camera range. 8 low-risk solution The Airbase Perimeter Security System equipment is ready for delivery The system equipment is delivered in four modular, fully integrated building blocks. The standard system includes sufficient equipment sets and software to: l Equip one security command post with the radios, computers, displays, and networking equipment to monitor the airbase and approaches, as well as provide command and control of the deployed security forces l Equip four security vehicles with high-bandwidth MBNR radios and SPR vehicle-mounted radios and twelve dismounted security staff with SPR radios for communicating with the vehicles; each vehicle/team has a helmet-mounted camera and Harris Tactical Video Processor for streaming video back to the command post l Deploy cueing sensors, as required, for unmanned observation of key areas l Equip four surveillance nodes with long-range, dual EO/IR, pan/tilt/zoom cameras and the HCLOS radios and processing capability required for transmitting video data to the command center Optional capabilities that can be seamlessly added to the system include: l MicroTerrain Observation System (MTOS), a Harris packaged system providing covert, unmanned video surveillance l Ground-based radar for detecting personnel and vehicles l Additional radios to equip more vehicles and security force personnel l Fence, door, window, and similar intrusion sensors l Additional helmet-mounted cameras for dismounted security force personnel, enabling video of the threat encounter to be streamed to the security officer on duty This configuration is very flexible, and additional equipment such as the items listed above can be incorporated, based on the customer s mission needs. As the schedule shows, the system typically can be delivered within six months, gated on the selected camera system. One customer, for example, required a comprehensive airbase security solution including secure weapons storage, fence monitoring, and the ability to secure the perimeter around a downed aircraft. In addition to the long-range cameras, Harris integrated rugged industrial fence sensors as well as door, window, and pressure mat sensors into the system and common operational picture display. This implementation provided a single wireless command and control system for protecting the base against threat activities, and was delivered in only six months.

10 system description The Airbase Perimeter Security System provides a fully integrated, flexible security solution The Harris Airbase Perimeter Security System provides the ability to: l Detect and isolate unusual or intrusive activities l Coordinate actions of commanders, analysts, and security teams through voice, data, and video communication of a common operational picture (COP) l Capture data and video for after-action analysis To perform these functions, the system includes four expandable and interconnected modules, whose components are charted below and illustrated on the facing page. This modular design results in a flexible solution that is just as effective for the protection of rapidly-built, tactical airbases as it is for meeting the ongoing security challenges of existing, permanent installations. At the security command center, a large, wall-mounted display provides high visibility of the continually updated SA data and streaming video made available through the FalconCommand COP software and Falcon C2View video management application. The Harris RF-7800M Multiband Networking Radio delivers secure, reliable voice and data connectivity with deployed security patrols, while the RF-7800W High Capacity Line-of- Sight Radio has the wideband speed and capability required for transmitting digitized video feeds from the surveillance nodes. A full complement of tactical radios, equipment, and software for four separate security force vehicles enables continuous communications with the chain-of-command, enhanced situational awareness, and the support of dismounted operations. Each patrol vehicle kit includes a helmet-mounted camera and specialized video processor for streaming video of any security event or situation back to the command center on demand. Battery-powered, long-life ground sensors are strategically deployed at the airbase perimeter, or as required, to provide a force-multiplying, unmanned surveillance capability. Sensors can use a range of seismic, magnetic, or passive infrared detectors and can wirelessly transmit either voice or data alarms to VHF receivers. As an option, the Harris MicroTerrain Observation System also can be added for a robust unattended video surveillance capability. In the standard configuration, four surveillance nodes are established for day and night observation of critical locations, each outfitted with a long-range pan/tilt/zoom (PTZ) camera system and RF-7800W HCLOS radio for sending the video to the command center. Cameras can slew-to-cue in response to sensor alerts or operate in a programmable scan pattern, and also can be manually controlled. 12 ENABLING TECHNOLOGIES Reliable intruder detections are disseminated by Harris wideband radio technology The system leverages our expertise in tactical radio communications and surveillance, along with our partner s best-in-class video cameras, to provide an off-the-shelf airbase security capacity. Other key technologies include video management and processing capabilities which allow the analog video to be digitized for transmission over the radio network and stored for future reference. High Capacity Line-of-Sight Radio The Harris RF-7800W High Capacity Line-of-Sight (HCLOS) radio provides quick-to-deploy, point-to-point or point-to-multipoint wireless IP infrastructure, enabling high-bandwidth data communications. Its small size and weight (2.5 kg/5.5 lbs) make it ideal for tactical deployments. With an HCLOS located at the security command center and in each surveillance node, the airbase is provided with a high-speed wireless IP backbone for disseminating surveillance video and other application data. Since the surveillance nodes are not hardwired to the command post, they can be easily relocated as required. Dual Electro-Optical (EO)/Infrared (IR) Pan/Tilt/Zoom Camera System As shown on the opposite page, the standard camera system includes dual day and IR cameras that provide surveillance capability 24 hours a day, even under harsh environmental conditions. In addition to programmable scan patterns, the cameras also can be configured to automatically respond to sensor alerts. This provides a virtual sentry so that intrusions can be investigated before committing security force personnel. The camera system can be customized with additional capabilities including: l Longer-range cameras l Laser rangefinders and illuminators l Image-intensified cameras Multiband Networking Radio The RF-7800M Multiband Networking Radio (MBNR) manpack is used at the command center and in the security force vehicles. This voice and data radio provides 20 watts of transmit power in a compact package, with built-in AES and Citadel encryption providing high-grade security for all transmissions. The MBNR transmits networked data at unprecedented rates via the Harris Adaptive Networking Wideband Waveform (ANW2), enabling the command center to share live video and sensor information with deployed security force teams across a secure, mobile, ad hoc tactical wireless network (MANET). Such common situational awareness increases the effectiveness and safety of the base s security personnel. The networking of vehicles also allows the team to coordinate its tactics as it responds to security threats.
