COMBATSS-21 Scalable combat management system for the world s navies

The COMBATSS-21 total ship combat management system was designed to deliver capability rapidly and affordably. Built on an open architecture, scalable framework, it incorporates tested, highly reliable, non-developmental software, making COMBATSS-21 an extremely capable and low-risk solution. Operational Functionality COMBATSS-21 provides a scalable, services-based framework. Custom software adapters called boundary components are the key to the flexibility of the architecture to support a wide range of sensors, communication, and weapon interfaces. Boundary components simplify integration of system elements and provide flexibility to accommodate future change. The componentized and layered architecture enables upgrades and changes to any part of the system with minimal impact to the remaining software. Customer defined sensors, communication and weapons are easily integrated and isolated from core components of the command and control system. New components can easily be incorporated to address the unique needs of the customer. System Versatility Because of its modern architecture, COMBATSS-21 can be hosted on configurations ranging from a single commercial processor running a commercial operating system to more distributed configurations. This makes COMBATSS-21 affordable and readily adaptable to a wide variety of shipboard applications from patrol craft to large deck ships. COMBATSS-21 is highly tailorable to meet the demands of the mission. It provides the flexibility to support a multi-mission ship designed for a wide range of naval operations, as well as ship designs with reconfigurable focused mission packages. Its proven software meets requirements for a low-risk, affordable solution that can be easily upgraded to meet evolving threats and environments throughout the ship s life cycle. Mission Capabilities Intelligence, Surveillance and Reconnaissance Anti-Terrorism / Force Protection Special Operations Surface Warfare Maritime Interdiction / Interception Operations Homeland Defense Anti-Submarine Warfare Mine Warfare

COMBATSS-21 Combat Management System is: Customizable: Component architecture and open design enable reconfiguration to address specific customer requirements Scalable: Capabilities to support the full range of surface combatants and missions from ship self-defense through anti-air warfare and missile defense as well as search-and-rescue, security, humanitarian and other non-war missions Affordable: Design features enable low initial investment, software reuse and provide for low-cost upgrades and modifications Modular: Flexible, componentized architecture simplifies insertion of new technology and warfighting improvements Our proven design approach lies at the heart of the COMBATSS-21 Combat Management System s unprecedented power and flexibility. Approach Component-Based Commonality Open Architecture (Well-defined application programmer interface, COTS standards, modular) Proven Performance Scalable Benefits Incorporation of indigenous hardware/software components Flexible Ease of technology insertion/refresh Interoperable with U.S. surface combatants, allied Aegis and other COMBATSS-21 users Lower cost of ownership Supportability Rapid incorporation of warfighting improvements Portable, COTS-based Bring your own sensors and weapons Easily customized by the user Multi-mission: sensor integration to target kill 30% improvement in AAW performance Certified and fielded algorithms Real-time to non-real-time performance Core C2 system deployed by 6 navies in North America, Europe and Asia Full range of solutions: from basic combat management capability through automated self-defense up to a fully integrated system Small footprint eases shipboard integration Hardware sized to operational and cost requirements The scalable component framework provides the foundation that is populated with proven, reusable software. COMBATSS-21 Combat Management System Sensors Air and Surface Radar Armament Missile Systems Navigation Radar Electro-Optical/ Infrared Identification Friend or Foe Electronic Warfare System Towed Sonar Hull Array Sonar UAV/Offboard Sensors Core Components Self Defense Situational Awareness Track Management Weapon Management Display Interface Identification Unmanned Vehicle Control Scalable component framework reuses proven existing software already integrated to provide mission functionality Naval Guns Torpedo Systems Helicopter Anti-Submarine Warfare Systems Countermeasure Systems Close-In Weapon Systems SATCOM Radios Data Link Exterior Communications = Core Components = Customizable Components

Proven Performance By integrating advances made on existing U.S. and international programs, Lockheed Martin investment and best-of-breed components from industry partners throughout the world, COMBATSS-21 offers proven warfighting performance and unprecedented flexibility. COMBATSS-21 is fully network-enabled to perform as a highly capable node in battle groups and joint operations to deliver real-time information to decision makers around the world. COMBATSS-21 has been fielded in the U.S. Navy s Littoral Combat Ship, USS Freedom, and multiple international Navy ships. Components of COMBATSS-21 have also been leveraged in U.S. Navy Aegis cruisers and destroyers, as well as the U.S. Coast Guard Deepwater program. This commonality across multiple navies and programs results in build it once, use it many times cost and schedule benefits, which leads to further opportunities for sharing new capabilities to support evolving mission requirements at a lower total ownership cost. In-Country Partnerships Open business model takes advantage of local industrial expertise Successful portfolio of performance on international partnership programs COMBATSS-21 Combat Management System s proven pedigree provides a capable, low-risk foundation that is extensible to a wide array of missions and naval platforms. Other Non- Developmental Software Domestic Components Total Customer Ownership and Flexibility Customer maintains control of combat system throughout the product life cycle Lockheed Martin participation is flexible, based on customer needs and in-country expertise, ranging from full combat system integration to C2 component development to design partnership New Advances COMBATSS-21 International Components Proven Capabilities Low-risk design leverages extensive software reuse, research and development, and land-based testing Components fielded on Aegis, LCS and Deepwater National Security Cutter Patrol Craft Fast Attack Craft Corvettes Frigates Destroyers Amphibious Ships, Carriers and Large Platforms Scalable and Affordable Modular architecture provides commonality across multiple platforms Reduced footprint computing requirements Extensible to new sensors, weapons and communication system at very low cost and risk State-of-the-Art Technology Human-system interface optimization supports reduced crewing Framework allows integration of commercial-off-the-shelf and future display and portable surface technology Information exchange technology provides international and multi-mission force command capability Incorporates distributed weapons coordination Fully supports net-centric warfare and operations

Success at Sea USS Freedom, the first Littoral Combat Ship, was commissioned in the fall of 2008 and is at sea. Lockheed Martin s ability to meet this aggressive schedule is a testament to the versatility and power of COMBATSS-21. LCS is an entirely new class of U.S. Navy warship. A fast and agile surface combatant, LCS s modular, focused mission design provides maritime dominance and access for the joint force in coastal waters. LCS operates with focused-mission packages that deploy manned and unmanned vehicles to execute Anti-Surface Warfare, Mine Countermeasures and Anti-Submarine Warfare missions. LCS is ForceNET enabled networked to share tactical information with other Navy aircraft, ships, submarines and joint units. The LCS Combat Management System provides proven combat power, mission flexibility and a robust, layered self defense system, but thanks to the open architecture of COMBATSS-21, the LCS system required minimal software development. The LCS flight 0 software was completed ahead of schedule and below budget through the reuse of more than 95 percent of the software. With a smaller infrastructure footprint, COMBATSS-21 is compatible with a variety of shipboard applications at lower cost while exploiting commercial computing performance improvements. 30% Increase in AAW Performance Number of CPUs Required Shipset CPU Cost ($K) 50 0 COMBATSS-21 Open Architecture C2 Legacy Combat Management System
