3 3 INTRODUCTION Project assessment report reveals the extent to which and how the project goals are achieved, how efficiently and effectively project is managed, the extent to which the project outputs and results are achieved and how efficiently actions of the project are implemented. Projects are assessed in three basic phases. They are first assessed when the project proposal is submitted. In this phase, the project is assessed under the titles, namely, compliance with the targets, relevance, feasibility, risks, effect logics and targeted / expected outputs. Secondly, project is assessed at the phase of implementation. In this phase, it is assessed in terms of corrective precautions, improving and developing implementation. Finally, the project is assessed after the completion of project implementation. In this phase the extent to which the project achieved its goals, the level of effect, management quality, level of outputs and results and activity quality. In the last phase, the assessments are made through external assessment / independent assessment method or self / internal assessment method. External assessment / independent assessment are made by external / independent expert. In this phase, there is no relevance with the project or the institution implementing the project. Staff of the personnel and the institution performing the self / internal project performs this as an activity of the project. Assessment report of this project is created through the use of internal assessment method. The staff designated by the coordinating institution and partners have produced this report. First, a detail questionnaire to cover the process and outputs of the project is prepared. The content of the questionnaire contains the matters related to project management, participations of the partners, communication, project outputs, dissemination and project meetings. These detailed matters enable the partners to assess administrative financial and output-based assessment of the project. In addition, detailed data and findings are obtained in relation to all the processes of the project. Particularly the questionnaire has led to measuring the satisfaction level of the partners, determining weak and strong points of the project and the product and measuring the efficiency of the project actions. Questionnaire is the best mean of giving feedback about the efficiency of internal control activity. Within this framework,

4 4 questionnaire has provided comprehensive evaluation of partners as the entities witnessing and experiencing the project phases individually. Questionnaire has created a set of detailed data and findings about the project phases and the products. Findings obtained as a result of the questionnaire and evaluations of the project have created objective data for the evaluation. Preparation of the questionnaire comprehensively has given way to obtain more and more findings.

7 7 1. AIMS AND TARGETS OF THE EVALUATION The aim of the project assessment is to measure and assess the performance of project management, project outputs, and project process and project partners. Through this assessment report, quality, efficiency and effects of the project is assessed and reported. In addition, the assessment reveals the extent to which the project has achieved its goals, the extent to which the project outputs have been produced, the extent to which the partners have made contributions and the extent to which the project has been disseminated. Virtual (mobile application and innovative (e-learning module) applications have been developed in relation to entrepreneurship training within the scope of the project. In addition, the needs in relation to entrepreneurship have been identified and the curriculum of entrepreneurship training has been created. Entrepreneurs will test the feasibility and suitability of their enterprises through mobile application created. E- learning module will enable entrepreneurs to get access to learning and training sources. Training curriculum created will meet the need of training program of the institutions providing entrepreneurship training. General purpose of our project is to make contributions to entrepreneurship culture at EU level and to improve entrepreneurship as basic and cross-skill. The target of the project is to produce solution for the problems encountered by available, new and potential entrepreneurs throughout the process of entrepreneurship, enable them to more successful individual in their business life, facilitate them to have access to training and learning sources where they can get success in processes of entrepreneurship, support them for developing business idea and realizing such business ideas and allow them to act in planned and programmed way during and after setting up their business. The project evaluation has been made within the framework of the project targets as specified above. It is because these objectives have been committed during the phase of project writing. Thanks to this evaluation, the extent to which these objectives have been achieved or not shall be evaluated. All the partners have been required to reply to questionnaire and the findings have been revealed in order to measure to what extent these objectives have been reached. The main aim of examining the project conduct questionnaire has been to evaluate to what extent

8 8 each product has made contributions to the realization of the project objectives. The questionnaire implemented to the partners has been prepared to cover all the processes of the project and in way to measure to what extent project objectives have been measured. Thanks to comprehensive questionnaire implemented to the partners, the extent to which the project objectives have been achieved and the project has been executed effectively has been determined. Findings arising out of questionnaire and the on-site investigation have been taken as an important parameter for measuring the quality of the project.

9 9 2. EVALUATION METHOD The project has been evaluated considering the method of internal evaluation. Evaluation has been made considering the standards specified in the internal evaluation. Implementation of questionnaire to the partners and creation of evaluation findings have been employed as method for evaluating the project. First of all, the scope and the content of the questionnaire to be applied to the partners have been formulated. The questionnaire has been prepared in way to cover all the processes and outputs of the project. The titles of project management, contributions of the partners, communication, project outputs and dissemination and project meetings have been included in the content of the questionnaire. These titles have enables the project to be evaluated by the partners on the basis of administration, financing and outputs. In addition, it has led to the creation of more detailed data and findings in relation to all the processes of the project. The part of findings in the evaluation has been formulated as a result on the basis of results from the questionnaire. The part of findings has served to revealing the deficiencies as well as the quality of the project. The part of findings has covered findings in respect to project management, communication, dissemination, project outputs individually and project meetings. The content of the questionnaire produced for the partners has been formulated by 2 leading experts. This way of preparation has enabled to have content of questionnaire in compliance with the criteria of evaluation, covering project management and preparation of project outputs accordingly.

Within the scope of the questionnaire works, preparation of questionnaire has been outsourced from a questionnaire firm. Web address, press and means of social media have been used. 6.6 Project Meetings Kick-off meeting, meeting of Poland and meeting of Italy meeting have been held without any problem. Final meeting hasn t made. Evaluations have been made in except final meeting in the all the meetings about the products.

52 52 7. GENERAL EVALUATION AND CONCLUSION Evaluation of the project consists of applying questionnaire to the partners and determining the findings. A very detailed questionnaire has been formulated in a way to cover all the phases of the project and applied to the partners. Project products and other documents have been investigated on site and findings have been specified. Data from questionnaire has been taken as the findings of the project evaluation. The questionnaire has consisted of titles, namely project management, communication, contributions of the partners, project outputs and dissemination and project meetings. Questions of questionnaire have been asked in a way to enable partners to evaluate the project effectively and comprehensively under these titles. Partners have expressed that project management has been coordinated efficiently and effectively, tasks and responsibilities have been explicitly assigned, timing planning has been made for the tasks and responsibilities and all the partners have been provided with the chance of making contributions to the project management. Partners have stated that they have made contributions to the project on the basis of timing and resources, they have prepared administrative and financial materials required, they have made contributions to the solutions of the problems throughout the project, they have participated in the project and all the partners have acted in coordinated way. Partners have stated that communication has been created through efficient and continuous use of the technology, knowledge and material has been effectively exchanged, the concepts which are easy to understand by all the partners have been used and the linguistic differences have been considered. The part of the project outputs has become the part where partners have replied Yes mostly. Partners have stated that the outputs are fine, feasible, easy to understand and useful and these outputs can be used as education materials. The partners have stated that the project is not disseminated efficiently. They have expressed that web, social media and tools of press have been used.
