The fundraising services are expected to include 1) develop a capital campaign plan; 2) manage and implement the capital campaign; and 3) track progress. This Request for Qualifications document may be obtained from the Columbia Housing Authority (CHA) at 201 Switzler Street or on the CHA web site ( under the section Job and Bid Opportunities. The Welcome Home Capital Campaign Committee reserves the right to reject any or all packages submitted, to waive technical or legal deficiencies, and to accept any packages that it may deem to be in the best interest of the Committee. 2 PROJECT PURPOSE The purpose of this RFQ is to retain a fundraising consultant who will 1) develop a campaign plan; 2) manage and implement the campaign; and 3) track progress. It is expected the fundraising campaign will be required to raise between $4,000,000 and $5,000,000 through a combination of major corporate gifts, private donations, fundraising events, and grant applications to foundations and governmental agencies. Consultants will be expected to possess a full range of professional services to support the development of a fundraising plan and strategy and to implement the plan in cooperation and coordination with the Welcome Home Capital Campaign Committee, Welcome Home, Inc. and the Columbia Housing Authority. PROJECT BACKGROUND Welcome Home, Inc., the Columbia Housing Authority, and the Harry S. Truman Memorial Veterans Hospital have formed a partnership to create a Community for Veterans in Columbia to provide housing and supportive services to U.S. Military Veterans. The Community for Veterans will be created by renovating the site of a former motel located at 2112 Business Loop 70 East The Columbia Housing Authority (CHA) is proposing to create twenty-five (25) one-bedroom apartments for Veterans participating in the Housing and Urban Development - Veterans Affairs Supportive Housing (HUD-VASH) program. The HUD-VASH program provides housing assistance and supportive services to Veterans. The apartment building will also contain a fitness room, computer lab, and laundry facilities, office and programming space. Energy efficient construction, appliances, and HVAC will be utilized to create an energy efficient building. Utility services will be provided. The Community for Veterans will also allow Welcome Home, Inc. to expand its current housing capacity for homeless Veterans to twenty-nine (29) temporary shelter beds. The creation of a new Welcome Home facility will allow female Veterans to also receive housing assistance at the Community for Veterans. Welcome Home currently only has housing for only nine (9) male Veterans. The community will contain a new Supportive Services Center that will house supportive services staff from Welcome Home and the VA Hospital and include programming space, a commercial kitchen, dining room, lounge area, computer lab, laundry facilities, and a patio. Please refer to the attached press release and site drawings for more information about the project. ANTICIPATED SCOPE OF WORK 1. Develop a Capital Campaign Plan. Work with the Welcome Home Capital Campaign Committee and staff from Welcome Home and the CHA to develop a fundraising strategy, which will raise between $4,000,000 and $5,000,000 through a combination of major corporate gifts, private donations, fundraising events, and grant applications to foundations and governmental agencies. 2. Manage and Implement Capital Campaign Plan. In coordination with the Welcome Home Capital Campaign Committee and staff from Welcome Home and the CHA, implement the fundraising strategy; specific tasks are expected to include: 2 P a g e
3 Work with our Media Consultant to develop fundraising materials and communications; Identify key corporate and foundation donors; Identify key private donors; Plan fundraising and implement events; Recruit and train volunteers; Identify and write or coordinate submittal of grant proposals to potential grant sources; and Meet as needed with Welcome Home Capital Campaign Committee and staff from Welcome Home and the CHA. 3. Track Progress. In coordination with the Welcome Home Capital Campaign Committee and staff from Welcome Home and the CHA, track, evaluate, and adjust campaign goals. Report to the Committee and staff. The final scope of work will be negotiated with the selected firm. SELECTION SCHEDULE The selection of the fundraising consultant is expected to proceed as indicated below: RFQ & Selection Process Date Request for Qualifications posted July 25, 2014 Letter of Interest Submission Deadline Proposal Submission Deadline August 4, 2014 (5:00 p.m.) August 11, 2014 (12:00 Noon) Firms short listed and Interviews Scheduled August 15, 2014 Firm selected August 22, 2014 Proposal Submitted to Committee by Selected Firm August 29, 2014 Contract signed and project commencement August 29, 2014 SELECTION PROCESS The Welcome Home Capital Campaign Committee will use a two-stage process for the final selection of a qualified consultant to perform this work. Stage 1 will consist of review of qualification packages submitted by firms interested in being considered. The Committee anticipates selecting up to three (3) firms to short-list based on an evaluation of the written materials submitted. Short-listed firms may be asked to submit additional materials, attend interviews, or both. The short-listed firms will be ranked after interviews and additional materials are reviewed. Stage 2 will consist of the selection of one finalist firm based on the selection criteria. The finalist will submit a proposal and the Committee will initiate contract negotiations with the highest ranked firm (finalist). If contract negotiations are unsuccessful, the Committee will enter into a subsequent negotiation with the next highest short-listed firm. 3 P a g e
4 SUBMITTAL REQUIREMENTS Please submit three (3) hard copies and an electronic copy on compact disk (CD) or flash drive. Submittals should contain the following information: A one-page letter of interest that includes a synopsis of the firm s qualifications, primary specialties of the firm, the primary contact, anticipated project manager and the project principal representing the contractual authority of the firm. (Letters of interest should be submitted by to Mr. Rick Hess at rhess@columbiaha.com no later than 5:00 p.m. on Monday, August 4, 2014.) Profile(s) of firm(s) including number of employees, location, and relevant experience working on similar projects within the last five (5) years. Describe the firm s experience with the development of similar projects. Provide a brief description of the firm(s) participating in this submittal and its ownership structure. Based on the generalities provided in scope of work and deliverables, provide a general discussion of the philosophy that the respondent will use to approach the project. Resumes of key staff members identified by the firm(s) as having a major role in the project. Resumes may not be longer than two (2) pages, double sided per person. An organizational chart showing the prime consultant, the proposed relationships between key personnel and support staff and/or sub consultants who are expected to participate on the project, and which aspects of the work each person will be responsible for performing. Indicate current and upcoming project commitments through December 2015 of key personnel and available capacity for this project including any sub-consultants identified in the submittal. Provide hourly rates for all job titles for the project along with estimated expenses. Project descriptions for three (3) recent projects with a similar scale and scope performed by the respondent within the last five (5) years. Include the following: Name of the client (include contact information) Description of projects Objectives of the projects Strategy employed and services provided Key personnel involved, year the project was completed and approximate project budget Please note: Interested respondents can submit electronic copies of completed deliverables similar to the scope as an appendix to this submittal for the Committee s review. Electronic copies on a CD or a flash drive are preferred. Print submittals two-sided and limit length to thirty (30) sides (pp. 1-30) including text and graphics. Use a minimum 10-pt. font. Cover sheet, title page, and dividers are not included within the page limitation. 4 P a g e

EVALUATION CRITERIA Consultants will be evaluated according to the following: Evaluation Criteria Qualifications and previous related work of consultant. 30 Demonstrated ability of firm to carry-out fundraising campaign of similar character and size. 25 Understanding of project goals, community fundraising assets, and donor opportunities. 20 Quality of sample materials and package submitted. 15 Responsiveness to submission requirements. 10 Points Total: 100 The Welcome Home Capital Campaign Committee reserves the right to reject any or all qualifications packages submitted, to waive technical or legal deficiencies, and to accept any packages that it may deem to be in the best interest of the Committee. 6 INSURANCE REQUIREMENTS FOR THE PROJECT Insurance shall be in such form as will protect the Consultant from claims and liabilities for damages for bodily injury, including accidental death, and for property damage, which may arise from operations under this contract whether such operation by the Consultant or by anyone directly or indirectly employed by the Consultant. Insurance coverage will be incorporated into the contract. Indemnification will be required in the Contract The Consultant agrees to pay on behalf of and hold harmless the Welcome Home Capital Campaign Committee, Welcome Home, Inc., and the Columbia Housing Authority for all claims arising in whole or in part from the Consultant s work on behalf of the Committee. 6 P a g e
