2 BACKGROUND The Metropolitan Park and Recreation District, doing business as The Great Rivers Greenway District ( the District ), is seeking the services of qualified professionals to install surveillance cameras at specific locations on greenways in St. Louis City and County and make recommendations for the future expansion of a camera network as outlined in the scope of work. The District is requesting proposals from qualified firms with experience in surveillance camera services including camera network planning and design, installation, maintenance and monitoring in the St. Louis region. The District wishes to incorporate cameras at various locations in the City of St. Louis and St. Louis County along District Greenways at locations outlined in the PROJECT section below. In the future, the District may expand the network to include additional locations along those greenways identified in the PROJECT section and desires the selected firm to plan the current list of camera locations while considering future expansion. Considerations should include hardware, wired and wireless connection options, data storage and ability to connect with local law enforcement agencies. District staff will negotiate and recommend a contract to be authorized by the District s Board of Directors with the selected security or surveillance camera firm. The Great Rivers Greenway District (the District ) is a multi-jurisdictional special park district serving as a political subdivision of the state of Missouri. The District was created in 2000 through a public referendum in the City of St Louis, St. Louis County, and St. Charles County. Great Rivers Greenway District is making the St. Louis region a better place to live by developing the River Ring, a 600-mile system of interconnected greenways, parks and trails. Through this effort, the District works to provide active transportation alternatives, preserve nature, improve health and increase the economic vitality of the St. Louis region. More information on the District can found online at SCOPE OF SERVICES The District is seeking the services of a firm to design a network and install surveillance cameras while considering the future expansion of a District camera system along greenways identified in the PROJECT section. The District has already located several specific locations in which cameras are desired and those are also included in PROJECT section below. Minimum requirements for a camera system would be as follows: Genetec VMS (Video Management Software) System must have the ability to federate into the St. Louis Metropolitan Police Department s Real Time Crime Center (City Cameras Only) and other St. Louis County law enforcement agencies. All cameras should be IP Megapixel Cameras and produce resolutions at 1080p or 15 frames per second or greater All cameras and connections should be IP66 Rated

3 Network Cable should be Cat6e Camera Network must be viewable via mobile app and via workstation All cameras must have day/night capability with integrated infrared License Plate Recognition (LPR) Cameras where desired are to be sourced from Total Recall or SkyCop OR of equal or greater specifications. All locations should use high speed wireless or wired connections to connect network All cameras to be mounted in a highly visible box as utilized by St. Louis Metropolitan Police Department, as shown here. PROJECT Information on Surveillance Camera System The District wishes to develop a camera network capable of being seamlessly connected and accessible by District staff, municipal partners and law enforcement agencies along the greenways outlined in red below. Red lines are approximations only and are intended to provide an overview of the District s regional needs. More specific greenway locations and details can be found at These greenways do not exist in their entirety but are part of the District s vision of the River Ring. Call-outs highlighted in yellow are locations where cameras are desired sooner with the potential to expand along the network at a later date. Details of the specific camera locations are below.

4 Maline Greenway Mississippi Greenway: Old Chain of Rocks Bridge St. Vincent Greenway: Ruth Porter Mall Park St. Vincent Greenway: Trojan Park Mississippi Greenway: Riverfront Trail Mississippi Greenway: Mullanphy Pump House and Rootwad Park River des Peres Greenway Mississippi Greenway: Jefferson Barracks Mississippi Greenway: Old Chain of Rocks Bridge Trail head parking lot for the Mississippi Greenway: Riverfront Trail, 1100 Riverview Drive, St. Louis, MO. The parking lot is currently closed and barricaded with jersey barriers to keep vehicles from parking along Riverview Drive. The parking lot has experienced a large number of vehicle break-ins over the years and has been closed indefinitely. It is the desire of the District to install a camera in the middle of the parking lot to view both the bridge and vehicles parking in the lot. The District also desires a license plate recognition camera installed to capture license plates entering the parking lot. The District has arranged for Charter Communications to install high speed internet to the light pole located on the east side of the parking lot near the entrance to the bridge. Mississippi Greenway: Mullanphy Pump House and Rootwad Park These locations are located within the first half mile of the greenway heading north from Biddle Street Trail Head. Rootwad park is located at 1 O Fallon St. St. Louis, MO and Mullanphy Pump House is located 1800 feet north along the greenway, approximately 400 feet north of the intersection of Mullanphy Street and the floodwall. Cameras should be located to discourage illegal activity at each of these locations.

5 St. Vincent Greenway: Trojan Park Trojan Park is under construction at the intersection of Skinker Parkway and Etzel Avenue in Wellston, MO. Charter Communications high speed internet will be available to the park. Coverage of the entire park is desired from a single camera location to be mounted on a light pole near the center of the park. St. Vincent Greenway: Ruth Porter Mall Park The St. Vincent Greenway runs through St. Louis City s Ruth Porter Mall Park from the intersection of Delmar Boulevard and DeBalivere Avenue north to Etzel Avenue. At least one camera should be installed near the intersection Maple Ave. Additional cameras possibly installed pending cost and design requirements. INSTRUCTIONS FOR PREPARING PROPOSALS General Provisions Any contract awarded as a result of this RFP will be awarded without discrimination on race, color, religion, age, sex, sexual orientation, or national origin. Prospective firms shall assure the District that they will comply with The Americans with Disabilities Act of 1990 and Revised ADA Regulations Implementing Title II and Title III, which prohibits discrimination on the basis of disability, as well as all applicable regulations and guidelines issued pursuant to the ADA (42 U.S.C et seq.) and 2010 ADA standards for Accessible Design. Minority and Women Business Enterprise Policies It is the policy of the District that minority and women-owned businesses shall have the maximum opportunity to participate in the performance of contracts utilizing District funds. Minority and Women Business Enterprise goals of 25/5% have been established by the District; i.e. 25% of the total contract amount to be awarded to Minority Business Enterprises (MBE) and 5% of the total contact amount to be awarded to Women Business Enterprises (WBE). It is the prospective consultant s responsibility to make a sufficient portion of the work available to sub-contractors to meet the goal, consistent with the availability and capacities of MBE and WBE firms. The District reserves the right to negotiate contract participation with qualified respondents. Proposed MBE/WBE firms either as prime consultants or sub-contractors, must be certified by one or more of the following agencies on or before the date of the submission of qualifications: Missouri Division of Purchasing and Materials Management City of St. Louis: Disadvantage Business Enterprise Program St. Louis Minority Business Council

Submissions via electronic mail ( ) will not be accepted. Submittals should contain the following information: 1. One page letter of interest that includes a synopsis of qualifications of the firm, the primary contact, anticipated project manager stating his/her professional credentials. Please clearly state the individual representing the contractual authority of the firm on the proposal. 2. Profile of firm including number of employees, location, and relevant experience working on similar projects within the last five (5) years. Provide a brief description of the firm participating in this proposal and its ownership structure. Indicate percentage ownership by women and minorities if applicable. 3. Describe the firm s experience with security camera projects working with federal, state and local governments, public/private partnerships; multiple, complex capital projects. Recent project experience for on-road/off-road bicycle facilities, parks, trails (including related trailheads and amenities) and greenways is particularly relevant. 4. Resumes of no more than four (4) key staff members identified by the firm as having a major role in this project and their qualifications. Resumes may not be longer than two pages, double sided per person. 5. Complete and submit Form A included and attached to this RFP which includes information on the firm submitting its proposal. Include general project fees for planning and design of the camera network in addition to itemized costs for each specific camera location outlined in the scope of work. Include any costs to the District not covered in the project or camera fees that would be necessary for the project (i.e. internet connectivity, service installation and/or monthly fees). Describe any limitations or opportunities which would cause significant financial costs or savings to the District. 6. Project descriptions for three (3) recent projects where your firm was the lead on the project, performed by the firm within the last five (5) years. Provide the name of the client (include contact information), description of services provided, key personnel involved, year the project was completed, and estimated or completed project cost. 7. Acknowledgment of intent to make a good faith effort to achieve compliance with the District Minority and Women Business Enterprise Policies.

Disclose any material agreements, relationships, or employment your firm or team members has with Great Rivers Greenway, any engineering, planning or design firm or contractors currently working on the project, government agency or other person or entity that is involved with this project that may create a conflict of interest or the appearance thereof. 9. Include (as an appendix) copies of your firm s most recent Equal Opportunity form (EEO-1) and Affirmative Action policies, if applicable. Print submittals two-sided and limit length to 25 sides (pp. 1-25), including text, graphics and cover letter. Use a minimum 10-pt. font. Cover sheet, title page, and dividers are not included within the page limitation. SELECTION PROCESS AND CRITERIA Process and Criteria District staff will assemble a review committee to evaluate all responses to the Request for Proposals. Interviews may be scheduled. The basis for evaluating consultants for Surveillance Camera Services shall include the following: qualifications to perform the work outlined; qualifications of personnel to manage project; demonstration of ability to perform project comparable in design, scope and complexity including experience working with local law enforcement agencies; demonstration of good faith efforts to achieve compliance with the District s Minority and Women Business Enterprise goals; references from owners on comparable projects; fees for general project costs including network design; costs for specific camera installation; approach that will result in single or reoccurring costs to the District. The committee may contact any or all respondents to clarify submitted information. Firms will be notified in writing via electronic mail ( ) or letter once the committee has reviewed all materials, selected a candidate, conducted due diligence and negotiated a scope and fee with a recommended firm. Important Considerations The District reserves the right, at its sole discretion, to 1) reject any or all submittals when, in its opinion, it is determined to be in the public interest to do so, 2) waive minor informalities of a submittal, 3) cancel, revise, or extend this solicitation, 4) request additional information which the District deems necessary. This Request for Proposals does not obligate the District to pay any costs incurred by any respondent in the submission of proposal or in making necessary studies or design for the preparation thereof, or for procuring or contracting for the services to be furnished under this request for proposals. The District will give preference to firms located in the District (St. Louis City, St. Louis County and/or St. Charles County) and secondly, in the State of Missouri, when other considerations are equal.

Be sure to mark the outside of the submittal envelope with the appropriate project manager name and project name.
