1 PUR573 REQUEST FOR QUALIFICATIONS STATEMENT (RFQ) A MARKETING, PRODUCTION, SPONSORSHIP & MANAGEMENT FIRM FOR UCI BMX WORLD CUP & WORLD CHAMPIONSHIP EVENTS The City of Rock Hill is requesting Statements of Qualifications from interested and qualified Professional marketing & production management services firms. Project is to market and manage a UCI BMX World Cup in 2015 & 2016 along with a UCI BMX World Championship in PURPOSE The purpose of this Request for Qualifications is to obtain information about Complete Marketing Management Firms interested in providing expert professional, marketing, sponsorship, technical, and management advisory services at the discretion of the City of Rock Hill for our September 2015 UCI BMX World Cup, September 2016 UCI BMX World Cup and in July 2017 our UCI BMX World Championship. The information obtained will be utilized by the City of Rock Hill to evaluate each interested firm by utilizing the criteria outlined in this Request for Qualifications (RFQ). 1.0 INTRODUCTION The City of Rock Hill, South Carolina s Parks and Recreation Department is requesting qualifications for a professional management production and marketing team.

2 Scope of Services Needed For: UCI BMX World Cup - September 2015 UCI BMX World Cup - September 2016 UCI BMX World Championships - July 2017 Marketing Materials Creation, Marketing Plan & Activation Logo Creation (2017 World Championships Only) Printed Materials (All 3 Events) Video Promotional Pieces (All 3 Events) Website & Social Media Creation & Activation (All 3 Events) Sponsorship & Revenue Generation Plan Identify Inventory & Value (All 3 Events) Sponsorship Deck Creation (All 3 Events) Sponsorship Sales & Sponsorship Activation (All 3 Events) Event Management Event Plan Utilizing UCI Organizational Guide (All 3 Events) Work in Conjunction With LOC & UCI in Facilitating Event (All 3 Events) Live Broadcast Production (2017 World Championships Only) Facilitate Broadcast Production & Distribution per UCI Organizational Guide Format: In-Venue, National, Global Internet Live Stream Broadcast The City seeks to select a Promotions Marketing Management firm experienced in performing this type service and has a proven history of outstanding event performance. Potentially qualified firms must demonstrate their corporate and individual staff experience for conducting this type service.

3 2.0 STATEMENT FORMAT To facilitate review of your Statement of Qualifications by the City of Rock Hill, it is requested that your submission conform to the following format: Coversheet: Title of UCI WORLD CUP s & WORLD CHAMPIONSHIP STATEMENT OF QUALIFICATIONS and the name of your firm. Qualifications of the Firm: History and organization of the company/legal entity that contract will be entered into, primary contact, contact information, location of the office that the work will be performed, and the name and title of the person that is authorized to enter into a contract agreement (must be an officer, partner or member of the firm). The selected firm must obtain a business license from the City of Rock Hill along with professional liability insurance, prior to the execution of the consultation agreement. Project Team: List any sub-consultants and their office location. Provide a list of all team members, including brief resumes and certifications held by each team member. The resumes should clearly state the role of each team member, work experience, educational experience and number of years with the firm. Project Management & Quality Control: Demonstrate project management and quality control methods that will be employed by your firm. This section shall also include an organizational chart identifying each team member (including sub-consultants) and list their roles/responsibilities. Similar Projects/Relevant Experience: Submit examples of similar projects that your firm or the team has provided marketing, sponsorship, production along with management and related services. Services for example projects shall have been completed within the past five (5) years. Include the project name, size of the project, type of event, location and scope of services performed. References: Provide the name, address and telephone number of no more than five (5) references that you have completed marketing management services for within the past five (5) years. By submission of the references, you are authorizing the City of Rock Hill to contact these references. Legal Actions Against Firm: Provide a list of any legal judgments against your firm or any member of the team within the past five (5) years associated with project performance or professional liability. Upon request by the City of Rock Hill, the firm shall provide clarification of the judgment including reason/circumstance that resulted in the legal judgment and the judgment results. Other Supporting Data: Include any other information that you feel is relevant to the selection of your firm or team.

4 3.0 SUBMITTAL REQUIREMENTS Management, Marketing firms or teams interested in being qualified to participate in this project are asked to submit their statement of qualifications (SOQ). The City will evaluate the respondent s submittals based on the demonstrated experience and qualifications for each of the following criteria (in no particular order). 4.0 EVALUATION OF QUALIFICATIONS Evaluation of qualifications will consider, but may not be limited to the following: Technical qualifications and experience of the respondent s project team Technical qualifications and experience of the respondent company Availability of project team and resources to do the work Ability to perform work within specified time. Logo creation and sponsorship sales experience. 5.0 SELECTION PROCESS All questions regarding this RFQ must be directed via to: Marty Burr at mburr@cityofrockhill.com no later than December 30th 4:00 PM (EST). Questions later than December 30 th 4:00 PM (EST) will not be considered. All pertinent questions and answers will be posted on the city website as an addendum to this RFQ It is the intent of the City of Rock Hill to appoint a project committee to review the submitted Statements of Qualifications. This committee will review each compliant submittal and rank the submittal based on the criteria requirements specified within this RFQ. The City of Rock Hill may invite up to three (3) firms for interviews, but this is not a required step in the selection process. At the conclusion of the interviews (if held), the project committee will rank the firms based on the selection criteria and the interviews. The City will provide written notification of their intent to pursue contract negotiations with the highest-ranking firm. 6.0 TERMS AND CONDITIONS The City of Rock Hill reserves the right to reject any and all submissions to this RFQ if it is deemed in the best interest of the City. The City assumes no responsibility for costs incurred in responding to this RFQ. The RFQ process shall not be considered final until a contract for services has been successfully executed with the selected firm.

The successful company must comply with the insurance provisions detailed herein. The Company must maintain a valid City of Rock Hill Business License and comply with any and all standards and regulations required by federal, state or local laws. Promotion Management Company is required to maintain insurance coverage with minimum limits of $1,000,000 for Professional liability coverage. The City of Rock Hill requires workers compensation insurance in accordance with South Carolina State Law, statutory limits, along with $100,000 employer s liability. Performance and Payment bonds may be required of selected firm. PROVISION OF SERVICE The selected contractor shall be responsible for all services and supplies necessary to effectively perform the services as defined. This includes all labor, equipment, supplies and materials.
