1 NEW EAGLE SCOUT WORKBOOK Eagle Scout Application: Eagle Workbook: Alternative Eagle Scout Rank Merit Badges: How to Use The Workbook & Complete the Application First, download and save them to your computer desktop. The workbook includes valuable information that can help ensure your success. It also includes four forms: a proposal, a final plan, a fundraising application, and a project report. READ THEM CAREFULLY Before completing any of the forms, read with your parent or guardian the Message to Scouts and Parents or Guardians found on page 21. If your project is worthy and meets Eagle Scout requirement 5 as it is written, the message will help you successfully present your proposal through the approval process. It is strongly suggested that you not fill in the application until the project is completed. Preparing the Project Proposal Your proposal must be completed first. It is an overview, but also the beginnings of planning. It shows your unit leader, unit committee, and council or district that the following tests can be met. For your proposal to be approved, it must show the following: 1. It provides sufficient opportunity to meet the Eagle Scout service project requirement. You must show that planning, development, and leadership will take place; and how the three factors will benefit a religious institution, a school, or your community. 2. It appears to be feasible. You must show the project is realistic for you to complete. 3. Safety issues will be addressed. You must show you have an understanding of what must be done to guard against injury, and what will be done if someone does get hurt. 4. Action steps for further detailed planning are included. You must make a list of the key steps you will take to make sure your plan has enough details to be carried out success fully. 5. You are on the right track with a reasonable chance for a positive experience. Your proposal need only be detailed enough to show a reviewer that you can meet the tests above. If you find in order to do that, the proposal must be lengthy and complicated, your project might be more complex than necessary. (Don t bite off more that you can chew.) If your project does not require materials or supplies, etc., simply mark those spaces not applicable. Page 1

2 Remember, do not begin any work or raise any money or obtain any materials until your project proposal has been approved. If you submit your proposal too close to your 18th birthday, it may not be approved in time to finish planning and executing the project. The Final Plan Complete the Eagle Scout Service Project Final Plan after your proposal has been approved. This is a tool for your use no one approves it and it can be important in showing your Eagle Scout board of review that you have planned and developed your project as required. For this reason you are strongly encouraged to share the final plan with a project coach. This might be the council or district person who approved your proposal, or perhaps someone who has agreed to work with you. A coach can help you avoid many problems associated with service projects, and thus improve your chance of passing the Eagle board of review. If materials, etc., were not needed, mark those spaces not applicable. The Fundraising Application If your fundraising effort involves contributions only from the beneficiary or you, your parents or relatives, your unit or its chartered organization, or parents or members in your unit, submitting the fundraising application is not necessary. If you will be obtaining money or materials from any other sources, you must submit a completed application to the local council service center. For more information, see Procedures and Limitations on Eagle Scout Service Project Fundraising on page 18. The Project Report Complete this portion after the project has been finished. Note the space for you to sign (confirming that you led and completed the project), and also the signature lines for the beneficiary and your unit leader s approval that your project met Eagle Scout requirement 5. As with the proposal and final plan, if materials, etc., were not required, mark those spaces not applicable. The Board of Review in Proper Field Uniform The 2015 Advancement Guide states, It is preferred that a scout be in full uniform for any board of review... If wearing all or part of the uniform is impractical for whatever reason, the candidate should be clean and neat in his appearance and dressed appropriately. A Scout may borrow a field uniform if necessary. We suggest that the Scout also bring his Boy Scout Handbook as well. Page 2

3 EAGLE SCOUT RANK APPLICATION Before completing the application READ IT Carefully with your Unit Leaders, Parents, and Coach. Note the six (6) requirements: 1. Be active in your unit at least six months after you have achieved the rank of Life Scout. 2. LIST names of people who know you personally and would be willing to provide a recommendation letter on your behalf that your Advancement Chair, Committee Chair, or Eagle Coach will be requesting to collect for review for the Eagle Board of Review in sealed envelopes. (This needs to be done before your Eagle Scoutmaster Conference). (see page 4 and 5 for instructions and a example of the letter to use if you wish). 3. LIST Merit badges. That earned you your ranks. 4. LIST leadership positions served after Life board of review date. 5. Record the Eagle Scout Service Project name and grand total of hours has been completed and dated. 6. Participate in unit leader conference, prior to your 18th birth date. Write and attach to this application a statement of your ambitions and life purpose and a listing of positions held in your religious institution, school, camp, community, or other organizations during which you demonstrated leadership skills. Include honors and awards received during this service. ****** COMPLETE all signatures & date information & have confirmation of all letters of recommendation or confirmation from Advancement Chair, Committee Chair or Eagle Coach did attempt to make all necessary contact. PHOTOCOPY all paperwork for your records. HAND DELIVER completed application with Letters of recommendation completed Eagle Project Workbook all three sections- (the proposal-the final plan-the project report) with before and after photos. To the Council Office prior to the first Tuesday of any month You will be notified of the time, date and location of your Eagle Scout Board of Review. 4 DO NOT SEND THIS COVER PAGE WESTERN MASSACHUSETTS COUNCIL GENERAL KNOX DISTRICT Eagle Candidate Reference Letter Instructions Requirement 2 on your Eagle Scout Application requests the name, address and phone number of personal references that can attest that you demonstrate and live by the principles of the Scout Oath and Law in your daily life. Please choose references who know you outside of scouting. If you are not employed, simply insert the words Not Applicable. If you are not affiliated with a religious organization, then enter the names of your parents and ask them to write a reference which describes how you demonstrate that you are Reverent. In some cases your parents might provide religious training, formal education and also be your employer. If that is the case then your parents should write separate references which address each of those categories. REQUIREMENT 2. Demonstrate that you live by the principles of the Scout Oath and Scout Law in your daily life. List the names of individuals who know you personally and would be willing to provide a recommendation on your behalf. Your unit has the responsibility to secure recommendations from the references appearing under requirement 2 on the Eagle Scout Rank Application. If after a reasonably diligent effort no response can be obtained from any references have your Advancement Chair, Committee Chair, or Eagle Coach provide a note stating diligent effort no response was obtained, the board of review must go on without them. It must not be postponed or denied for this reason, and the Scout shall not be asked to submit additional references or to provide replacements. You (the Eagle candidate) are never permitted to see the contents of the letters of recommendation. It is your responsibility to have your unit Advancement chair, Committee Chair or designated Eagle Coach be responsible to follow up with the references and to make sure that the letters are in a sealed envelope, available for your Board of Review in other words the letters need to be accompanied with the Eagle Application and Eagle Service Project Workbook. Which is the first Tuesday of every month. Once a review has been held, or an appeal process conducted, responses shall be returned to the district or council representative, where they will be destroyed after the Eagle Scout credentials are released or the appeal is concluded. Please update the Eagle Scout Rank Award Confidential Reference Request document below to include: Your name (Eagle Candidate ) Your unit type and number i.e. T-0234, C-0234 Your unit Eagle Coach name and phone number Your unit Advancement Chair name You can use the example of the request letter as a reference (PAGE 5-6 from this packet) and include a stamped return envelope addressed to your unit adult contact. Letters should be received by your unit prior to conduct of your Eagle Scoutmaster conference. Please allow sufficient time (suggest 2-4 weeks) for these letters to be completed and returned. You may wish to include a personal letter indicating the date by which your unit needs a reply and a courteous thank you for their time. Page 4

In this regard, the candidate has indicated that you know him personally, and that you would be willing to provide a letter of reference on his behalf. On the reverse side of this letter there are additional instructions and a copy of the Scout Oath and Law for your reference in preparing this letter. Please note that the contents of the letter will NOT be shown to or discussed with the candidate, nor with anyone not a member of the Eagle Scout Board of Review. 6 (Print this page on reverse of all Letters of Recommendation) Instructions to Scout: Everyone you listed on your Eagle application in requirement #2 should write a letter of reference. These letters are confidential and should not to be returned directly to you. They should be sent or delivered in a sealed envelope with your name to your Unit Leader or Committee person designated to collect these letters. Instructions to Letter of Reference Writer: This letter of reference should be based upon your personal interaction with the Eagle Scout candidate and should take into consideration your observance of how he exemplifies the points listed below in the Scout Oath and the Scout Law. If you need more space than is provided on this sheet, you may attach additional pages. The letter should not be given to the Scout. He willingly volunteers to help others without expecting payment or reward. A Scout is a friend to all. He is a brother to other Scouts. He seeks to understand others. He respects those with ideas and customs that are different from his own. A Scout is polite to everyone regardless of age or position. He knows that good manners make it easier for people to get along together. A Scout understand there is strength in being gentle. He treats others as he wants to be treated. He does not harm or kill anything without reason. A Scout follow the rules of his family school, and troop. He obeys the laws of his community and country. If he thinks these rules and laws are unfair, he tries to have them changed in an orderly manner rather than disobey them. A Scout looks for the bright side of life. He cheerfully does tasks that come his way. He tries to make others happy. A Scout works to pay his way and to help others. He saves for the future. He protects and conserves natural resources. He carefully uses time and property. A Scout can face danger even if he is afraid. He has the courage to stand for what he thinks is right even if other laugh at him or threaten him. A Scout keeps his body and mind fit and clean. He goes around with those who believe in living by these same ideals. He helps keep his home and community clean. A Scout is reverent toward God. He is faithful in his religious duties. He respects the beliefs of others. Page 6
