5 1.0 Welcome to Lincoln College/SCAT Programme Dear Students, Welcome on to the Lincoln College/SCAT programme in quantity surveying. The programme aims as part of SCAT s overall Cost Engineering Programme to inform the student, through lecturers, seminars and tutorials of the history, practice and progression within the quantity surveying profession in the UK and British Commonwealth. The course is based on three separate modules, each of which leads the learner through to an academic qualification in quantity surveying, which in turn will allow interview access to British universities. The course is designed to give the student an all-round education in the roles of a quantity surveyor. The three separate modules are: Module 1: Quantity surveying history, practice & Progression Module 2: Procurement within the UK & EEC. Module 3: Measurement The above modules will be taught over 15 weeks over your second and third year at Sichuan College. They will be taught in 3 blocks, module 1 being in the first semester of your second year. This will be a three week block (see schemes of work in the appendix at the rear). The second, module 2, will be in the second semester and will be 5 weeks long. Module 3 will be in the first semester of your final year and will be 7 weeks long. The modules will be assessed using an open book exam. After delivery of the relevant parts of the course, time will be given for the learners to prepare for the exam to be marked and graded in the UK. An Exam will be taken at the end of the relevant module. These will then be marked and feedback given from the UK. I sincerely hope you find the 3 modules interesting, rewarding and a benefit to your progression though academic studies and ultimately to a career to the construction industry. 6 1.1 Assessment Procedures All three modules incorporate an exam with end of week summaries to help prepare for the end of module exam. The final marks are processed from all assessments and are graded on Pass, Merit and Distinction basis. Further details will be provided the introduction of each unit. 1.2 COURSE DETAILS (Specification of the three modules, including the learning outcomes are set out below). SPECIFICATION FOR QUANTITY SURVEYING: HISTORY, PRACTICE & PROGRESSION Aim - This unit provides the learners with the opportunity to develop an understanding of the history, practice and development of the quantity surveyor through to chartered status. Unit abstract - This unit will allow learners to develop an understanding of the history and development of the quantity surveying profession. Learners will also gain knowledge of the types of disciplines undertaken, the procedure and practices used in various elements of the profession. They will also understand the progression route through to chartered status. Learning outcomes - On successful completion of this unit a learner will be able to: 1. Understand the historical development of the quantity surveyor. 2. Understand roles and responsibilities of the quantity surveyor and the changing profession. 3. Understand the interaction with other professions. 4. Understand the progression through to chartered status. Unit content 1. Understand the historical development of the quantity surveyor History and development: construction development in Britain; Surveyors and measurers; Construction through the Industrial Revolution; engineers and architects; the formation of quantity surveying; functions of the bill of quantities. 2. Understanding the roles and responsibilities of the quantity surveyor Quantity surveying practice: bills of quantities, drawings and architects; the Standard method of Measurement; overview of the tendering procedure; clients budget and budgeting process; cost planning and value analysis; tendering analysis; overview of procurement; bill preparation and production; cost control; variations and cost adjustment; interim valuations and stage payments; final accounts; standardisation and change; contractors quantity surveyors; commercial awareness. 3. Understanding the interaction with other professions Working with others: working with clients; clients budget; client involvement; integrated working; partnerships; project management project management v. traditional; bills of quantity, drawings and architects. 4. Understand the progression through to chartered status Chartered status: what is a chartered body? RICS introduction and overview; Progression and Competence; CIOB introduction and overview; Progression and Competence. Unit abstract - This unit will allow learners to develop an understanding of the procurement methods used within the UK construction industry. They will understand the needs of the client, how the method of procurement is chosen; the reasons for that choice and the contract which compliments it. The learner will also understand how supply chain management works within the construction industry. Learning outcomes - On successful completion of this unit a learner will be able to:- 5. Understand UK and European client s needs. Also understand the need for risk identification and management. 6. Understand the types of procurement strategy available and how they relate to the individual client. 7. Understand the role of the quantity surveyor in the procurement process, and team selection. 8. Understand the interaction between the clients, quantity surveyor and the architect in the decision making process. 9. Also understand the benefits of collaborative working Learning outcomes On successful completion of this unit a learner will: LO 1 Understand UK and European client s needs; and identification of client risk. Assessment criteria for pass The learner can: 1.3 Discuss the types of client in the UK and how their primary needs would differ. 1.4 Explain how client risk is identified and discuss the practices put into place to manage those risks. 1.6 Discuss the factors to be considered when selecting a procurement strategy. 1.7 Highlight the factors which are outside the control of the project team. 1.8 Explain the types of procurement route available. 1.4 Discuss the input of the quantity surveyor in the procurement process. 1.5 Explain the process of team selection. 1.6 Evaluate the tender process from invitation to award. 1.1 Discuss the dynamics of team working and early contractor involvement. 1.7 Discuss how the quantity surveyor would assist the client in the early stages of project design. 1.8 Explain the relationship between the quantity surveyor and the architect.

8 SPECIFICATION FOR MEASUREMENT PROCESSES Aim - To provide the learners with the opportunity to understand measurement techniques and develop the skills needed to produce bills of quantity UNIT ABSTRACT This unit provides the learner with an understanding of measurement techniques and their uses in various project stages. Learners will gain an understanding of methods of measurement in terms of format, coding and measurement rules. Learners will develop the skills needed to produce quantities by applying appropriate mensuration techniques. Learners will be able to perform take-off and produce quantities for foundation, substructure and superstructure. Learners will develop skills to produce bills of quantities. LEARNING OUTCOMES On successful completion of this unit a learner will: 1. Understand measurement techniques. 2. Be able to produce quantities. 3. Be able to produce bills of quantities. UNIT CONTENT 1. Understanding measurement techniques Techniques: extraction of quantities from drawings in a standard form onto dimension paper using recognised and standard methods. Standard methods of measurement: For construction using format, coding systems, measurement rules and dimension sheets. 2. Be able to produce quantities Producing quantities: Take off procedures, mensuration procedures, computation of quantities. Applications: Foundations and substructure; superstructure eg external walls, internal walls, roof, internal finishing and components (doors, windows, staircases, skirting, architrave and plastering). 3. Be able to produce bills of quantities Measurement techniques and processes: techniques eg traditional associated working up processes. Contract documents: Other documentation, prime cost and provisional sums. Applications; to construction projects (simple work sections, trade sections). Learning outcome On completion of this unit the learner will: LO1 Understand measurement techniques. 9 UNIT CONTENT 1. Understand UK and European client s needs, and identification of client risk. Client s needs and client risk: Types of client, needs of individual clients. The need for risk management, risk and uncertainty; risk management strategies, Risk identification and how this works. Risk analysis, Choice of acceptable risk management strategies. Risk monitoring and control. 2. Understand the types of procurement strategy available and how the relate to the individual client. Types of procurement strategy and risk: procurement options, selecting the procurement strategy; factors to be considered in selecting a procurement strategy. Factors outside the control of the project team, clients resources; project characteristics; ability to make changes, cost issues. Project timing, construction times. Performance; Types of procurement route. 3. Understand the role of the quantity surveyor in the procurement process, and selection of the team. Quantity surveyors, team selection and procurement: selecting consultants, and the quantity surveyors role, selecting contractors; producing the tender list, tender evaluation, interview, weighting; the award. 4. Understand the process of collaborative working, the interaction between the clients, quantity surveyor and the architect, and the ethos of early contractor involvement. The client, quantity surveyor and architect and collaborative working: Collaborative procurement overview, Latham and Egan; collaborative approach to construction, contractual approach. Advantages of collaborative working and partnering. 1.3 Rationale The course content will be suitable for the following business and industrial occupational categories: (a) Management (b) Quantity Surveying (c) Estimating. GENERAL OBJECTIVES To enable students to demonstrate through evaluation and analysis of alternatives, a sound understanding and a thorough knowledge of the principles, details and factors which influence the design of a building and its construction, including the legal and administrative framework of the construction process in the UK and the Commonwealth. 1.4 Course Structure The course is composed of 3 modules which must be studied by all students, and which are studied to give the individual students the possibility of a university interview/enrolment in the UK. These modules are taught and assessed in English. 1.5 Assessment All three modules will be assessed by using the open book exam method. The exam will take place at the end of each of the modules. Feedback will be provided once marked, from the UK. 1.6 (a), Course Co-ordinator The Lincoln College Course Co-ordinator is the first point of contact in all mail relating to the UK units (for individual subject or unit problems the student should first consult the appropriate lecturer). If the student wishes to make contact with a person other than the Course Coordinator, that person should be the Programme Manager or Director of School. Students should know how and where to contact the Lincoln College Course Coordinator during the College day. Contact information will be given on commencement of the course,

10 (b) Role of Course co-ordinator for the UK content. Course Co-ordinators meet with their student groups each week for a tutorial of one hour (minimum). RESPONSIBILITIES (a) undertake the induction of students, following the guidelines set out in the Lincoln College/SCAT Program. (b) Ensure that students are kept aware of all programme requirements e.g. registration, exam dates, assessment etc. (c) Monitor student performance in all subject areas of the program that relate to the UK units. Ensure contact/ feedback with individual students on personal performance. (d) Offer academic counseling, to include course-specific careers guidance. (e) Liaise with Program Leader, and SCAT. (f) Preparation of course documentation, records, reports of Records of Achievement and references. (g) Recording of student destinations, and any other information relating to Quality Assurance. (h) Co-ordinate course records (i) Produce program for: assessments, interview, induction and examination of students (j) Co-ordinate statistical returns i.e. retention rates examination results, student s progress and destinations. (k) Co-ordinate the course review and evaluation procedures (l) Coordinate the quality assurance procedures, including co-ordinate the verification process for all assessment of the UK modules. (m) Liaison with lead bodies and clients regarding course business (n) Co-ordinate and manage the course team (o) Organize the course team meetings, including meetings with Student Representatives. 1.7 Further Information If further information or clarification of any aspect of the course is required please contact the Course Co-ordinator.
