To be the main contact point for change, claims and site meeting attendance, support the construction team and to provide intelligent intervention and direction on all post contract matters. This includes but is not limited to layout configurations, geometry, pavements, earthworks, traffic management, diversions, public relations and land acquisitions. - Review all aspects of contract documents and specifications to ensure they meet Ashghal requirements. - Work proactively with the PMC and design consultants to resolve any problems related to the layout design of highways. - Coordinate with the Ashghal Design Department and the PMC to develop and implement improvements to the methods of design to obtain the highest engineering value whenever possible.

9 Senior Expressway Engineer (Interface) Summary of Position To be take a key role with the interface between various government and non-government authorities in coordination of Ashghal s Expressway Projects and in establishing Memorandums of Understanding, establishing procedures, negotiation of requirements, and obtaining approvals to proceed with work. This includes interfacing with government departments and authorities responsible for electrical power distribution, water, drainage and sewerage, telecoms, land acquisition, environment, other programs of work, and others. This is a critical role within the Expressway Program in order that projects are successfully delivered on time. The Expressway Program involves the design and construction of 30 major road projects for the strategic road network of Qatar that will extend the network by 600 kilometres with an investment of in excess of US$15 Billion. To actively monitor the progress of project development through the design phase, procurement phase, and construction phase to ensure delivery is achieved in accordance with the schedule. To undertake regular meetings with the Program Management Consultant (PMC) design consultants, supervision consultants and contractors, as necessary to identify and clarify risks to the projects. To establish good working relationships within Ashghal, other government departments, authorities and agencies that have an interface with the Expressway projects and in particular those authorities where approvals are required in order to proceed with work.

10 To establish of Memorandums of Understanding and written process and procedures with other authorities on how the interaction between Ashghal and them will proceed. To monitor the actual achievement of agreed timelines with other authorities. To provide advice to the PMC, consultants and contractors on the appropriate processes for engaging with other authorities. To escalate as necessary to the Interface Leader or Manager of the Expressway Department, as appropriate, issues and risks that are not being adequately addressed and may affect the scheduled delivery of the project, or may compromise the quality of the project, or may adversely impact Ashghal s reputation. To seek out, and bring to the attention of the Design Consultant, Contractor, Supervising Engineer, or PMC any improvements that may enhance the quality, safety or timely completion of the project. To share lessons learned with other Ashghal projects. To work as part of the Expressway Department team in delivering the functions required of that department, as may be requested by the Manager of the Expressway Department. 12 Senior Expressway Engineer Summary of Position To be Ashghal s primary representative on one or more major projects that comprise the Expressway Program and includes the design, construction and procurement phases. This position reports direct to the Area Program Leader. To ensure all parties employed by Ashghal are working effectively in delivering the project to a high quality, on schedule, in a safe manner, properly managing risk and minimizing impact to affected third parties. To facilitate the necessary approvals from utility authorities and other government agencies as required. To monitor and accurately inform Ashghal management of issues, risks and progress. To intervene when necessary on urgent matters which may result in loss, damage, safety hazard or jeopardize the project in some way. To monitor and undertake audits on the quality of work being undertaken against the contractual standards and specifications, to take an overview on the quality systems and test results being presented. To intervene, when necessary and bring substandard completed work, or substandard processes to the attention of the appropriate parties, and to escalate to Ashghal Management as appropriate. If necessary to instruct work to stop where there is a serious risk to the project. To monitor and undertake audits on the approach being used to ensure the safety of the workforce, safety of traffic diversions, safety of pedestrians and any people who may be at risk in some way because of the project.

13 To intervene, when necessary to bring hazards or hazardous practices to the attention of the appropriate parties, and to escalate to Ashghal Management as appropriate. If necessary to instruct work to stop where people s safety is at serious risk. To undertake regular meetings with design consultants, or on-site with supervision consultants and contractors, to resolve or mitigate issues and risks. To work closely with the PMC s Project Managers and Design Coordinators in all aspects of delivering the projects. To ensure that the appropriate standards and specifications are being implemented. To participate in tender processes for the award of construction contracts, and possibly design contracts. To participate in the Gateway approval processes for the development of the project through the design phases and construction phase through to completion and hand over. To undertake presentations to senior management and committees on the projects. To escalate as necessary to the Area Program Leader or Manager of the Expressway Department, as appropriate, issues and risks that are not being adequately addressed and may affect the scheduled delivery of the project, or may compromise the quality of the project, or may adversely impact Ashghal s reputation. To act as a facilitator with obtaining approvals from utility authorities, Ministry of Environment, and other Government agencies. To assess and interview people nominated to key positions within the PMC, Design Consultants, Supervision Consultants, and Contractors teams and to recommend on their approval, or not. To seek out, and bring to the attention of the Design Consultant, Contractor, Supervising Engineer, or PMC any improvements that may enhance the quality, safety or timely completion of the project.
