2 The establishment of OIE Regional Representation in Moscow The Agreement between OIE and the Government of Russian Fеderation regarding the establishment of the OIE Regional Representation in Moscow was signed on the 6th of March in Activities of the OIE Regional Representation in Moscow include: Monitoring the epizootic situation; Exchange of the operational information and the latest techniques for the fight against epizootics; Collection, analysis and dissemination of scientific information of epizootics; Assistance in improving the legislation base in veterinary medicine.

4 The activities of RR in Moscow The RR in Moscow carries out its activities in accordance with the OIE Fifth Strategic Plan for Participation in OIE regional and sub-regional activities in Europe in collaboration with the Sub-regional Representation in Brussels; Participation in the PVS Evaluation mission to Turkmenistan in April, 2013; Participation in over 30 conferences, workshops, meeting with the CVOs in 2013.

5 Recommendations of the OIE Regional Commission for Europe The technical items, presented at the 25-th Conference of OIE Regional Commission for Europe were related to these areas of increased attention: I. The role of wild life in the control of domestic animals diseases II. Regional steps towards common Animal Welfare approach in Europe

6 The activities of RR in Moscow in accordance with the recommendation Nr.1 o Communicating the information supplied by the veterinary services of the spread of diseases and infections in wild animals to the countries which have common borders. o Taking into account the difficult situation with the African Swine Fever in Russia, RR in Moscow has organised: The meeting between the Chiefs of veterinary services of Belarus, Russia, Ukraine, Lithuania and the Vice Prime Minister of Belarus M.Rusyi, Minister of Agriculture and Food of Belarus L.Zayats. The main topic - Cooperation for localization and prevention of the spread of African swine fever (Minsk,Belarus). The meeting of the OIE Regional Commission for Europe and CVOs of Denmark, Poland, Lithuania, Latvia, Serbia, Russia, Moldova, Croatia, Czech Republic. The main topic - Prevention of the spread of ASF (Ukraine, Kiev).

7 The outcome of organised meetings Recommend the Governments to consider the creation of unified structure of state veterinary services, providing vertical centralization in line with the recommendations of the OIE. Ask OIE to evaluate the effectiveness and competence of veterinary services and those with related tasks. According to the results of assessment make proposals to Governments about enhancement and improvement of the effectiveness of all relevant organizations. Develop national plans for rapid response to outbreaks of infectious diseases in accordance with the OIE requirements. Inform OIE through the GF-TADs Steering Committee about establishment of an international financial fund in order to reimburse for the seized animal population in the event of outbreaks of dangerous infectious diseases.

8 Measures taken by Russian Federation to eradicate ASF Russian Federation has established a Government Commission on the prevention of African Swine Fever spread and eradication. The main objectives of the Commission are: operational preparation of the proposals for the development of project acts on matters within the competence of the Commission; development and provision of coordinated actions of the federal executive bodies and the executive bodies; coordination activities of agencies executive power involving implementation of the set of measures; preparation of proposals for determining the types of animals and livestock products, in respect of which the set of measures would be used; consideration of the development and implementation of federal targeted programs, other programs and projects in the areas of prophylaxis, diagnosis and treatment of ASF; preparation of proposals for funding and logistics needed for implementation of the set of measures.

9 Scientific meeting dedicated to eradication AFS in Europe (Poland, August 2013) Problems with wild boars were discussed, whose movement is hardly possible to be stopped in one territory. Veterinary State Service of Poland (VSS) presented its decree of ASF prevention, VSS has signed the agreement with the hunters, in accordance with agreement the hunters has to state the boar s health status by shooting down. Boar carcasses are processed only by veterinarian supervision, also the hunters have a duty to deliver the samples of wild boar s blood to the Pulavy Veterinary laboratory. Workshop on African and Classical Swine Fever (Lithuania (September 2013) Current Classical and African Swine Fever situation in Europe was reviewed and possibilities to strengthen and adapt preventive measures to the existing risk of introduction of these animal diseases into the EU were discussed.

10 Recommendation Nr. 2 Platform for Animal Welfare Following the recommendation, OIE Regional Platform for Animal Welfare and the Steering Group on Animal Welfare have to be set up to improve the implementation of animal health standards in Eastern Europe. The members of Steering group: EU countries - Ireland, Spain, Eastern Europe countries - Russia, Serbia, Turkey and OIE Collaborating Centre for Animal Welfare in Europe.

11 Memorandum between the OIE and EEC RR in Moscow took part in preparing the Memorandum of understanding between the Eurasian Economic Commission (EEC) and the World Organization for Animal Health (OIE) which will contribute to: strengthening Veterinary Services in Member States of the Customs Union and Single Economic Space (CU-SES) (Russia, Belarus and Kazakhstan) of the EEC, and strengthening the epidemiological surveillance network in the Eastern Europe Central Asia region; dissemination of information on animal diseases and zoonoses through the OIE World Animal Health Information System (WAHIS); promotion and harmonisation of legislation relating to animal health, animal welfare and veterinary public health in CU-SES countries.

12 OIE coordination center for Food-and-mouth disease control in Central Asia in Astana (Kazakhstan) It will be opened on the 15 th of October in The scope of OIE FMD center: to strengthen FMD control ; to develop uniform approach and FMD strategy at the regional level; to provide regional cooperation of all veterinary services for FMD control together with the OIE FMD experts.
