Box NAIROBI 5th July, SCHEME OF SERVICE FOR HEALTH EDUCATION OFFICERS The Scheme of Service for Officers, which forms an appendix to this letter, provides a clear career structure which will enable the Civil Service to attract and retain professionally qualified Officers. The Scheme establishes six (6) grades in the Officers cadre and is being released for implementation with effect from 1st March, The Scheme of Service will, no doubt, greatly assist in the recruitment and development of the officers. 3. It is my hope that the provisions of the new Scheme of Service will be brought to the attention of all the members of staff concerned. 3 SCHEME OF SERVICE FOR HEALTH EDUCATION OFFICERS 1. AIMS AND OBJECTIVES (I) (iii) To provide for a well defined career structure which will attract and retain suitably qualified and competent Officers. To provide for well defined job descriptions with clear delineation of duties and responsibilities at all levels within the career structure to enable each officer to understand the requirements and demand of the job. To establish standards for recruitment, training and advancement of the officers on the basis of knowledge ability and merit as reflected in work results. 2. ADMINISTRATION AND TRAINING SCOPE OF THE SCHEME (a) Responsibility for Administration The Scheme will be administered by the Permanent Secretary, Ministry of Health in conjunction with the Public Service Commission and where necessary in consultation with the Permanent Secretary/Director of Personnel Management. In administering the Scheme, the Permanent Secretary will ensure that the provisions of the Scheme are strictly observed for fair and equitable treatment of staff and that officers are confirmed in their appointments as soon as possible. (b) Training Scope In administering the Scheme, the Permanent Secretary will ensure that appropriate training opportunities and facilities are provided to assist serving officers to acquire the necessary additional qualifications/ specialization and experience required for both efficient performance of their duties and advancement within the Scheme of Service. Officers should also be encouraged to undertake training privately for selfdevelopment. However, in all matters of training, the Permanent Secretary adininistering the Scheme will consult the Permanent Secretary/Director of Personnel Management.. _. 3. HEALTH EDUCATION FUNCTION The functic-i involves the information, education and communication to communities on the health problems and needs, development and production of health education materials, organising shows and exhibitions to promote continuing health care, research on community attitudes- and behaviours which affect health; initiating, planning, implementing and monitorineprogrammes in health education and co-ordinating health communications aspect otprimary health activities.

GRADING STRUCTUREANDSCOPE (a) The Grading Structure - The Scheme of Service establishes six (6) grades of HealthEducatioh Officers who will be designated and graded as follows: 7, Designation -- Officer III - Officer II Officer I Senior Officer Deputy Chief Officer Chief Officer Job_Group...." K' 1I.M 11 'N' -. (b) Conversation to the Grading Structure Serving Officers will convert to. the new grades as following:- Designation Job Group Designation. -. Job Group Officer III "G" Officer III "H" Officer H Officer II Officer I "J" Officer I "VN Senior Health Senior Health Education Officer "K" Education Officer Deputy Chief Health Deputy Chief Health. Education Officer Education Officer "M".Chief Health Chief Health Education Officer "M" Education Officer "N" Note: The grades of Officer 111/11/I, Job Groups "H/J/K" will form common establishment. (c) Serving Officers Serving officers will adopt and convert as appropriate to the new grading structure and designations provided in the Scheme of Service though they.may not be in possession of the prescribed minimum qualifications and/or experience stipulated for.the present grade. However, for advancement to higher grades, all officers must possess the prescribed minimum qualifications and/or experience stipulated for each grade. 5. PROVISIONS OF POSTS The Schemes of Service does not in itself constitute authority for creation or upgrading of posts. Any additional posts required under the new grading structure must be included in the 2

5 establishment proposals for consideration and approval by the Permanent Secretary/Director of Personnel Management. 6. RECOGNISED QUALIFICATIONS The following are the recognised qualifications for the purpose of this Scheme of Service: (iii) (iv) (v) Kenya Certificate of Secondary Education mean grade C with passes in Mathematics, English/Kiswahili and Sciences... Diploma in. Degree in or Public Health or Health Communications or Community Health.. Degree in Social Sciences with post graduate diploma in. Any other qualifications that may be approved by. the Permanent Secretary/Director of Personnel Management ENTRY INTO THE SCHEME. OF SERVICE.. (a) Direct Appointment ;. Direct appointment will normally be made in the grades of Officer III, Job Group "H" and Officer II, Job Group "J", provided the candidate is in possession of the minimum qualifications and/or experience stipulated for the grade. In exceptional.cases, direct appointment may be made in higher grades by the Public Service Commission on the recommendation of the Permanent Secretary/ Director of Personnel Management. (b) Incremental Credit Incremental credits for approved experience acquired after obtaining the prescribed minimum qualifications for the grade may be awarded at the rate of one increment for each completed year. of approyed experience provided that the maximum of the scale is not exceeded. In granting incremental credits, any period of service or experience stipulated within the basic requirements for appointment orpromotion to a particular grade will be excluded ADVANCEMENT' WITHIN: THE SCHEME The Scheme of Service sets-out the minimum qualifications and/or experience required for advancement from One grade to. another: t is emphasized,.however, that, these are the minimuni. requirements which entitle' an officer to be considered for appointment or promotion to the next grade. In addition,.advancement from one grade.to.another will depend on the following conditions: existence of vacancy in the authcirized establishment;.. merit and ability as reflected in work results; and 3

6 (iii) the approval of the Public Service Commission. 9. IMPLEMENTATION OF THE SCHEME This Scheme of Service will become operational with effect from 1st March, On implementation, all serving officers will automatically become members -of the Scheme. 10. JOB AND APPOINTMENT SPECIFICATIONS I. HEALTH EDUCATION OFFICER EU, JOB GROUP 4H' This is the entry grade into the Officers cadre. Work at this level involves management of health education services at health centre and divisional level. Specific duties involve planning, implementing and evaluating health education activities for the promotion of health and prevention and control of diseases The officer will use strategies such as school health education, patient education, health education through group processes; organizing shows and exhibitions; developing of messages for use in the mass media; conducting continuing education training for other extension workers; mobile cinema services; development and distribution of health education audio-visual material; initiating and implementation of primary health care activities. The officer will also provide technical and professional support to family health field educators. B. Requirements for Appointment For appointment to the grade:if:wealth Education Officer III, a candidate must have:- a Kenya Certificate,-deSecondary Education mean grade C with passes in Mathematics, EnglishMswahili and Science; and a Diploma in Healitaducation. II HEALTH EDUCATION OFFICER II, JOB GROUP `J' Responsibilities at this leveliwzolve the management of health education services in a sub-district hospital or large:division or special projects in a district. Duties at this level will be the same as thosemf Officer III but will also include research on community attitudes and behaviours which affect health; development of health. educational materials;,development of inter-agency collaboration in health education and implementation)of continuing education and community based health care.

Requirements for Appointment (a) Direct Appointment For appointment to this grade a candidate must have served for a minimum period of three years as a Health Personnel first level Job Group 'H' and has successfully completed a post basic diploma course in -health education. (b) Promotion For promotion to the grade of Officer II, an officer must have:- served satisfactorily in the grade of Officer III, Job Group 'H' for at least 3 years; and demonstrated competence and ability in discharging responsibilities at this level. III. HEALTH EDUCATION OFFICER I, JOB GROUP 'IC' Duties and responsibilities at this level involve planning, coordinating and evaluation of health education services at sub-district level. Work will also include development and production of educational materials; development of pilot projects in health education, operational research, planning and coordinating of primary health care activities and supervision and provision of professional guidance to staff working under him. The Officer may also deputise for the Senior Officer if deployed at the district level. He may also participate in training health workers and students in health communication skills. B. Requirement for Appointment For appointment to the grade of Officer I, an officer must have:- served satisfactorily in the grade of Officer II for at least three (3) years; and demonstrated administrative abilities required in the management of health education services at this level,. Note: The grades. of Officer 111/11/1, Job Groups H/J/K will form a common establishment. (IV) SENIOR HEALTH EDUCATION OFFICER, JOB GROUP 'L' '; - - Duties and responsibilities at this level involve coordinating health education services at the district level or Management of Information Education and CoMmUnication (IEC) component of national health programmes e-.g - or IVICH/FP prograrnine at KEPI; AIDS. programme; CDD the provincial level. Specific dtities include: 'development of bealth; educiation/health:-promotion strategies in the district; supervising ofilders - working - Under hirn;_ participating in and Coordinating research in health education programthes, training of health and other extension workers on health communication 5
