2 PROCEDURE TO BE FOLLOWED BY PROSPECTIVE CANDIDATES, CANDIDATES AND APPRENTICES FOR APPRENTICESHIP PROGRAM IN THE TRADE OF IRONWORKERS/RODMEN 1. LOCAL APPRENTICESHIP COMMITTEE Candidates seeking employment with an Ironworker/Rod Contractor who is a member of the Ontario Erectors Association/RSIO or who is in a contractual relationship with Ironworkers Local 786, should be aware that their training will come under the supervision of the: Local Apprenticeship Committee Executive Board Business Manager 2. EDUCATIONAL REQUIREMENTS Candidates are encouraged to have completed: A. Secondary School Graduation Diploma or equivalent B. Approved post-secondary diploma and any trade related experience 3. SOURCES OF INFORMATION Candidates may seek information and counseling at one or more of the following: A. 3 4. APPLICATION WITH LOCAL APPRENTICESHIP COMMITTEE Candidates who wish to join the Union as an apprentice must submit a resume to the Local office. Each resume is to be accompanied by complete proof of education in the form of a transcript of secondary school marks for all years attended, complete with course numbers, year level, phase of difficulty and any work related tickets. Resumes may be sent to Ironworkers Local 786, 97 St. George Street, Sudbury ON P3C 2W7 or info@iw786.com 5. INDUSTRY APTITUDE TEST AND INTERVIEW After a review of resumes by the Committee, the candidate may be scheduled for an industry aptitude test and will complete such tests upon request. The cost of the test is $ All candidates must successfully complete the test by obtaining a score of 80% and over. If the candidate obtains a score of less than 80%, a second opportunity to write the aptitude test may be given. Successful applicants will be required to attend a series of interviews. CANDIDATES ARE RESPONSIBLE FOR NOTIFYING THE LOCAL UNION OF ANY CHANGES IN ADDRESS OR TELEPHONE NUMBER 6. SAFETY AND ORIENTATION COURSE Candidates will be evaluated on school record, interview and test results. Successful candidates will then be scheduled for and notified of dates and times for any training courses required. Only after completion of the training will a candidate be permitted to go on a job site to commence working for an Ironworker Local 786 Contractor. There will be no remuneration for these courses. Successful candidates will complete a Privacy Form as well as the Probationary forms and pay monthly dues. 7. REPORT FOR WORK Upon successful completion of all of the above, the candidate s name will be placed on the out-of-work list for a work assignment as soon as work becomes available. Candidates should be prepared to: A. Complete all necessary forms as required by the Local Union. B. Obtain complete set of specified tools and safety boots before reporting for this first day s work. 2
4 8. LOCAL APPRENTICESHIP COMMITTEE SUBMIT APPLICATION TO APPRENTICESHIP BRANCH FOR A CONTRACT OF APPRENTICESHIP Candidates will serve a probationary period of up to one (1) year before a contract of apprenticeship is signed. Upon successful completion of the probationary period, letters of recommendations or evaluation forms will be obtained by the committee and the Probationary member will be upgraded to Apprentice status by completing the necessary forms and by paying the fees. The fees are as follows: Initiation Fee $ Monthly Membership Dues $36.50 Text Book Fee $ The Apprentice will then register with the Ministry and College of Trades, the fee is $ The Ironworker Apprentice is registered for: A. 6,000 hour contract of apprenticeship B. Basic, Intermediate and Advance Courses The Rod Apprentice is registered for: A. 4,000 hour contract of apprenticeship B. Basic and Advance Courses Local Apprenticeship Committee does not credit hours for summer employment, or permit exemption from any trade school courses. Apprentices with hours credited for previous employment while registered as Trade Apprentice will be asked to have these hours evaluated by the Local Apprenticeship Committee, Executive Board or Business Manager and approved by prior to acceptance in the Local Apprenticeship Committee program. 9. ON-THE-JOB TRAINING Apprentice will commence working for the contractor to whom he has been assigned. The following requirements will be met: A. Ironworker Apprentices will serve 6,000 hours, Rod Apprentices will serve 4,000 hours. B. These hours include: i. Regular on-the-job hours of work (overtime at straight time) ii. Probationary registration period iii. Hours awarded for trade school 3
5 C. The rate of wages for Ironworker Apprentices in the certified trade, whether for his regular daily hours or hours in excess of his regular daily hours,, shall be not less than: hours 60% of the Journeyman rate ,999 hours 70% of the Journeyman rate and trade school basic 2,000-2,999 hours 75% of the Journeyman rate 3,000-3,999 hours 80% of the Journeyman rate and trade school Intermediate 4,000-4,999 hours 85% of the Journeyman rate 5,000-5,999 hours 90% of the Journeyman rate and trade school Advanced D. The rate of wages for Rod Apprentices in the certified trade, whether for his regular daily hours or hours in excess of his regular daily hours,, shall be not less than: hours 60% of the Journeyman rate hours 70% of the Journeyman rate and trade school basic 1,000-1,999 hours 80% of the Journeyman rate 2,000-2,999 hours 90% of the Journeyman rate 3,000-3,999 hours 95% of the Journeyman rate and trade school Advanced When working in other jurisdictions send copies of your pay stubs to the Secretary of this Local in order that you are credited for these hours The Local will withhold any raises without the proper hours and schooling. E. Payroll Evaluation Book Apprentice will be responsible for recording his credit hours and work experiences in the Apprentice s Progress Record Book. 1. Apprentice will maintain the record book which shall include: i. weekly pay stubs in chronological order, totaled at the bottom of every page with a running total carried forward ii. Transcripts of completed courses and records of apprenticeship and retain them in his possession. 2. Apprentice will complete monthly record of work experience and include this in the record book. 4
6 3. Apprentice is responsible for submitting the record book 300 hours prior to rate change. Local Apprenticeship Committee, Executive Board, or Business Manager could conduct a personal interview with the apprentice once each period or as required to review with the apprentice his progress and experiences. F. Apprentice shall not defer trade school. Failure to attend school on the date specified will result in the immediate termination of their Apprenticeship contract. G. Apprentice, upon changing his/her mailing address or phone number, is responsible to notify: 1. Ministry 2. Local Union 3. Employer H. Ironworker Apprentice may write for his Red Seal Exam with 6,000 hours Rod Apprentice may write for his Red Seal Exam with 4,000 hours of his completion, provided he has: 1. Successfully completed his trade school. Failure to attempt and pass the Red Seal Exam within six months of completing Level 3 (Advanced Class) may be grounds for termination from the Union. 10. LOCAL APPRENTICESHIP COMMITTEE The Local Apprenticeship Committee, Executive Board or Business Manager are responsible for the selection, induction and training for all apprentices employed by Ironworker/Rod Contractors who hire from Ironworkers Local
7 Discharge of this responsibility will be: a. Mediate problems or misunderstandings with regards to training that arise between apprentices and their employer or the Union. b. Plan and carry out a program of supplementary practical training c. Maintain suitable work and training records for each apprentice. d. Maintain liaison with the Ministry, community colleges, and secondary schools with regards to apprenticeship matters. e. Supervising, issuing and use of log books. 11. MINISTRY OF TRAINING COLLEGES & UNIVERSITIES The Ministry is responsible in the administration of the Apprenticeship and Tradesman s Qualification Act. a. Draw up and issue apprenticeship contracts and transfers of contracts b. Schedule and notify apprentices about trade school requirements 12. COLLEGE OF TRADES The College of Trades is an industry-driven organization that will protect the public interest by regulating and promoting the skilled trades. This will allow tradespeople and employers to make submissions to recommend changes for a trade and for skilled trades professionals to speak out about key issues affecting their careers. They will also enforce the trades along with a complaints, investigation and discipline process that protects the public and public register of all member in good standings. The Ministry will still register the apprentices, schedule the apprentices to school, complete them and continue to invigilate the trade exams. The Ministry will no longer be collecting any fees. Upon successfully completing the apprenticeship program they would then be directed to the College of Trades for their certification. 6

9 13. TRADE SCHOOL Apprentice will attend full day time trade school courses at a local community college as follows: a. Apprentice with secondary school graduation diploma with technical or non-technical subjects shall attend all courses. Apprentice will receive a subsistence allowance from the Ministry or Employment Insurance as in operational time of attending trade school. Apprentice is eligible for credit hours each week for attending compulsory or optional day courses at trade school equal to his regular weekly work hours. Any Apprentice expelled from school for missing time will also be expelled from the Union Failed Subjects at Trade School The following promotion standards are administered by the Ministry and are recognized by the Joint Apprenticeship Council as policy capable of changing as to the requirements of the Provincial Advisory Committee for the Ironworker/Rod trade and the authority of the Director of the Ministry. a. Pass A grade point average of 2.0 or higher with no failed subjects. Promotion to the next level of in-school training. b. Conditional Pass Failure in 1 or 2 subjects other than Trade Theory and Trade Practice. Apprentice must upgrade failed subjects to the pass level; AND write 1 supplemental exam per subject prior to advancing to the net level c. Failure Failure in Trade Theory and/or Trade Practice subjects Apprentice must repeat the level 8
10 12.2 Proposal to Cancel Contract A proposal to Cancel Contract will be issued to an apprentice who: a. Has failed a course in subjects other than Trade Theory or Trade Practice and has not initiated upgrading procedures within two months of the next available course. Reminder: Apprentices are responsible for notifying the Local Union of changes in their address and telephone number. 14. CONTRACTORS Companies will be advised that no apprentice will be paid more than his level of competency as derived by the Local Union. 15. NIGHT SCHOOL Apprentices are encouraged to supplement their regular training with night school course related to the trade. The apprentice may obtain increased training not available in the prescribed day classes at trade school or in supplementary training classes, which should prepare him for continuing in the learning process after completing his apprenticeship. a. L.A.C. recommends that apprentices enroll in some of the following night school courses: Blueprint Reading 1, 2, & 3 Welding & Estimating Mathematics Drafting, etc. b. Depending on trade relevance, Apprentice may apply to the Union for credits 16. CERTIFICATE OF APPRENTICESHIP After the apprentice successfully completes the following, he/she is issued a Certificate of Apprenticeship and a Certificate of Qualification (Red Seal): a. Apprenticeship hours b. Trade School c. Interprovincial Standards Examination 9

VERIFICATION OF COMPLETED APPRENTICESHIP Upon receiving his Ontario Certificate of Apprenticeship and Ontario Red Seal, the apprentice is required to submit these certificates to the Local Union and receive verification from the Union that he/she has competed his/her apprenticeship. The apprentice will be elevated to the position of Journeyman Ironworker/Rodman after the Union has verified that he has completed his/her apprenticeship. 18. Standards of Excellency All Apprentices are required to abide and uphold the Standards of Excellency as per the Apprentice Policy, Collective Bargaining Agreement and the Constitution. 10
