Gherardo La Francesca Gherardo La Francesca attended the SIOI course designed to preparing for the diplomatic career in 1972 and entered this career in Since March 2006 he has been Director General for Cultural Promotion and Cooperation. Previously, since October 2005, he was coordinator of the Task Force for Iraq. The Ministry for Foreign Affairs Policy for Cultural Promotion The recent policy for cultural promotion implemented by the Ministry for Foreign Affairs has focused on creating a circuit of great exhibitions, as an approach which enables to reach economies of scale and concurrently makes available to the various cultural Institutes on a regional basis high profile events, which otherwise could be not afforded considering the budget funds allocated for each individual Diplomatic Mission. It is a strategy which, in the framework of the autonomy of each Diplomatic Mission as a cultural antenna particularly sensitive to the specific characteristics of the local reality hence capable of reacting effectively to the implicit or explicit requests of the target national, language and cultural fabric develops a proposition role for the Ministry for Foreign Affairs and the Directorate General for Cultural Promotion and Cooperation itself, combined with a communication strategy which aims at enhancing also in the framework of Italian media the activities carried out by our diplomatic cultural network. In areas which are often crucially important for our national foreign policy, this network plays a valuable role in creating formal and informal, as well as institutional and intellectual contacts, between the Italian creative and productive communities and those of the target country. A case in point are the archaeological missions co funded by the Ministry for Foreign Affairs in 60 states, which play a sensitive and political role in rediscovering historical common roots and continuing dialogue in many Islamic countries of the Mediterranean Basin. This year the above stated strategy has been implemented for the first time, in relation to contemporary art, with a package of ten important exhibitions, starting from the Ministry for Foreign Affairs Contemporary Art Collection, supervised by Maurizio Calvesi and Lorenzo Canova, which has given rise to a travelling exhibition, namely The Italian art travel from 1950 to works of art of the Farnesina Collection, which early May inaugurated its biannual circuit in Sarajevo, to reach at first continental and Eastern Europe, with stages already made in Sofia and Budapest and new ones envisaged between September and December in Bucarest, Sibiu and Warsaw, to finally reach North and South America. Hand in hand with the pathway of the Travel, the project of the exhibition Twenty Masters of the Farnesina Collection has been developed starting last August until next January in the new and innovative exhibition area, Exhibair, of the Milan Malpensa airport, where 20 million passengers transit every year. These passengers will have the opportunity of appreciating the masterpieces of artists who marked the XX century Italian cultural history. 2

3 A similar approach will be followed for Italian design as an example of the Italian way of life which is a formidable tool to enable it to penetrate foreign cultures, societies and markets. In fact, the Gulf Project is starting with its circuit envisaged in the countries of the Persian Gulf Area for the five collections of the Sartirana Arte Foundation, on two different itineraries having in common the same basic theme the widespread presence of Italian style in daily life: the former is devoted to precious ornaments for people and houses, with gold and silver creations by the most prestigious Italian artists and designers, and the latter is devoted to the most extraordinary creations of fashion designers and protagonists of the industrial design culture for furniture. It is a greatly fascinating initiative, which will reach Saudi Arabia, Bahrein, the United Arab Emirates, Kuwait and Oman, and will reach its ideal height on the occasion of the state visit paid by the Italian President of the Republic, Giorgio Napolitano, to Qatar next November. It is also an innovative model for cultural promotion that this Directorate General is proud to support and which by no mere coincidence is organized in a region, such as the Gulf region, that Italy deems crucially important for its own foreign policy. Finally, mention must be made of the new approach adopted by the Directorate General for Cultural Promotion on new technologies as complementary to the strategy of cultural promotion previously outlined: a case in point is the 91st Italian Cultural Institute opened last spring in the virtual online world of Second Life and place of active testing of digital best practices, ranging from the personal exhibitions dedicated to the winners of the last New York Award to the Italian and Art History lessons for our Cultural Institute students. Against this background, the digital developments which are inevitably, and inextricabily, linked to the globalization process underway as new frontiers of the relationship between technology and culture are not only a challenge to be risen up to in the daily activity of the Farnesina cultural and diplomatic network, but they can also be an innovative and forefront research tool for a Public Administration which can and intends to propose itself as a centre of ecellence. 3

4 NEWS I NTERNATIONAL PROJECTS S PECIALIZED ED MASTER COURSE ON POLITICAL STUDIES AND INTERNATIONAL RELATIONS for Iraqi Diplomats On September 24, a Specialized Master Course on Political Studies and International Relations for Iraqi diplomats has started at SIOI and will end on November 16, 2007, totalling 250 hours of teaching. The Course is attended by 19 diplomats and officials, selected by the Iraqi institutions jointly with the Italian Embassy to Iraq and the Task Force for Iraq of the Ministry for Foreign Affairs. This projects intends to support the modernization process and the overall structural reform of the Iraqi Public Administration, in the framework of the gradual development of relations between Italy and Iraq and the support provided by our country to the stregthening of the Iraqi democratic institutions at a particularly sensitive time for the situation in that region, also after the withdrawal of our Armed Forces. The program examines the salient aspects of the new global security concept; the geopolitics of regional set ups; the link between peace, human rights and development; cooperation between states in the economic and social fields; the globalization of economies; the democratization processes and the protection of minorities. Specific importance is attached to crisis prevention and management and the stabilization of peace processes in a European and Atlantic framework. The Master Course was inaugurated by the SIOI President, Ambassador Umberto La Rocca, with a formal session also attended by the First Counsellor of the Iraqi Embassy to Italy, Mazin Abdulwahab Thiab; the Coordinator of the Farnesina Task Force for Iraq, Minister Gianludovico De Martino, former Italian Ambassador to Iraq and Prof. Giovanni Palmerio, Professor of International Economy at the Rome LUMSA University. Ambassador La Rocca noted that the Master Course, which is held in English, takes into account the need to develop and refine new diplomatic skills in the ever changing current context of international relations, characterized by increasing complexity and the globalization of problems. This initiative, however, aims at providing its contribution to the activities designed to flanking the Italian foreign policy to support stability and the peaceful and democratic development of the Middle East countries, thus following up the specialization courses which had already been organized in 2004 for Palestinian, Yemenite and Iraqi diplomats. 4

5 R OSSEL 2007 T HE R OME S UMMER S CHOOL OF CHOOL OF EUROPEAN L AW The Rome Summer School of European Law which, as reported in the previous newsletter, was organized jointly by SIOI and the Rome University Tor Vergata with the aim of improving the knowledge of E.U. law and English legal terminology has been highly successful. This initiative was significantly organized for the first time on the occasion of the 50th anniversary of the signature of the Treaties of Rome and was held in English both for Italian and foreign students, with a view to further developing skills suitable for operating in a world characterized by globalization and ever increasing needs for professionalism and specialization. On September 28, the E.U. Commission Vice President, Franco Frattini, delivered the final lecture of the workshop entitled Construction of the Space of Justice, Freedom and Security in the context of the ongoing institutional reform. In his lecture he dwelled on the need to extend European synergies and convergences on the issues under consideration, particularly in the fields of immigration and the rules on crime and the protection of citizens security. Franco Frattini drew the following conclusions: The European Union cannot afford to miss the opportunity of institutional reform and the 2009 deadline, when the next European Parliament elections are scheduled. This step is of vital importance for the general functioning of its policies and the relations it is nurturing and developing with its citizens. Nevertheless the text of the new treaty, which is currently being examined by the Intergovernmental Conference, is particularly important also for building and strengthening the common area of justice, freedom and security. VIII P VIII PROTOCOL ROTOCOL I NTERNATIONAL C ONFERENCE Rome, November 21 23, 2007 The VIII Protocol International Conference will take place in Rome, Hall of the Protomoteca of the Campidoglio, from November 21 to 23, The Conference, which is organized every year in Spain be the OICP, Organizaci n Internacional de Ceremonial y Protocollo Protocol International organization protocolo.org, will be hosted for the first time in Italy. It is a high profile event attended by the most authoritative Protocol professionals from international organizations, public and private institutions and companies, and the sectors of communications, industry, tourism and sport. OICP has associated with SIOI in the organization of this Conference and has entrusted EGA Congressi with the task of serving as Organization Secretariat. The Honour Committee is composed of: the Honorary President, Paolo Pucci di Benisichi, former Secretary General of the Ministry for Foreign Affairs; the President, Umberto La Rocca, SIOI President; Members: Leonardo Visconti di Modrone, Head of the Diplomatic Protocol of the Republic; Massimo Sgrelli, Head of the Protocol Department of the Presidency of the Council of Ministers; Filippo Romano, Head of the Protocol of the Presidency of the Republic. 6 TOMORROW International training Enrolment is open for the II MASTER COURSE ON GEOPOLITICS T HE N EW W ORLD Organized jointly with LiMes Italian Review of Geopolitics and The International Cultural Association Oltreillimes Rome, November 19, 2007 May 19, 2008 Aim SIOI, LiMes and the Association of International Culture Oltreillimes jointly organize a specialized Master Course targeted to those who wish to delve into the issues related to international relations, with specific reference to geopolitical set ups and global security. The aim of the Master Course is provide participants with an assisted pathway also by means of a specific cartographic section to find their way in a world characterized by multipolar tensions; the hoarding of energy resources; environmental problems; the fight against terrorism; the deep crisis of the U.N.; the return to the Europe of States and the reaction of the Europe of citizens. The Master course is divided into two large Sections entitled respectively: The Great Challenges of the Third Millennium and Geopolitics of Regional Set ups. The teaching activity is supplemented by exercises, conferences and workshops. At the end of the Master Course, participants will be provided a case with a DVD of all the lessons recorded. The final exam will consist of the discussion of a dissertation the subject of which will be agreed upon with the Master Course Board which may be published. Tel Fax E mail: formint@sioi.org S ECOND LEVEL MASTER C OURSE ON ENVIRONMENTAL LAW RULES, INSTITUTIONS, IMPLEMENTATION TECHNIQUES Second Edition Rome, November 15, 2007 May 31, 2008 The CNR Institute for Legal Studies and the Italian Society for International Organizations SIOI jointly organize the Second Level Master Course on Environmental Law: Rules, Institutions, Implementation Techniques. This Master Course is targeted to those who intend to deepen their knowledge and skills in the implementation of environmental law; to those who wish to work for international organizations and associations operating in the environmental field; to those who intend to operate or are already operating in the field of cooperation and international relations, particularly in the framework of governmental and non governmental international organizations, as well as national or local public institutions; to those who wish to start a career as lawyer or already practice this profession or any other legal profession, which requires specific skills in the field of environmental law; to those who are specializing in international legal subjects. Requirements for admission In order to be admitted to this Master Course you need to have a Degree in Law, Political Sciences, Economics or Environmental Sciences, pursuant to the University regulations in force before the reform law, or a corresponding 5 year degree as laid down in the Ministerial Decree n. 509 of November 3, The Master Course Board will have the power to admit also candidates having a degree in subjects other than the subjects previously mentioned. Lessons will be held from November 15, 2007 to May 15, 2008 on Thursdays and Fridays from 3.00 to 7.00 p.m. The Course will be followed by a three month traineeship within scientific institutions, public administrations or other organizations. XXXVII Course for Expert in EU affairs Rome, December 10, 2007 February 1, 2008 Aims and content The Course for experts in EU affairs is designed to promoting training in the various E.U. fields of activity; spreading knowledge on the ways to gain access to E.U. funds and the mechanisms to manage structural Funds; delving into the European information system. A wide part of the course is devoted to the project drafting techniques, with specific reference to the project cycle and the monitoring and evaluation tools. At the end of the Course, a specialization diploma will be issued and participants will be provided the opportunity of carrying out a traineeship within public and private institutions. Duration and organization of the course The Course will last six weeks and will be held on Mondays, Thursdays and Fridays from 9.00 a.m to 1.00 p.m. and on Tuesdays and Wednesdays from 9.00 a.m. to 4.00 p.m. TODAY Specialized training T HE C OURSE DESIGNED TO PREPARING FOR THE D IPLOMATIC C AREER MASTER COURSE ON DIPLOMATIC STUDIES On October 24 the Course designed to preparing for the diplomatic career Master Course on Diplomatic Studies was inaugurated; it is organized jointly with the Diplomatic Institute of the Ministry for Foreign Affairs. The opening ceremony on the occasion of the celebration of the U.N. Day was attended by the SIOI President, Amb. Umberto La Rocca; by dott.ssa Daniela Salvati, in charge of the UNICRI Rome office and liason official of the Brussels UNRIC United Nations Regional Information Center ; by Prof. Antonio Papisca, founder and director of the European Master Course on Human Rights and Democratization, full Professor of International Relations at the Padua University and Professor of International Protection of Human Rights, who delivered a lecture entitled The United Nations on the Eve of the 60 th Anniversary of the Universal Declaration of Human Rights. The 90 participants of this Master Course who were selected among 130 candidates have been divided in two sections of 45 participants each, dedicated respectively to Ezio Vanoni and Luigi Salvatorelli. The Master Course will take place from October 2007 to June

9 M ASTER COURSE ON I NTERNATIONAL ECONOMICS, I STITUTIONS AND B USINESS IN THE GLOBALIZATION ERA Rome, October 1 July 30, 2008 The Master Course was inaugurated on October 1, before Amb. Umberto La Rocca and Amb. Umberto Vattani, President of the Italian Foreign Trade Institute. It aims at developing knowledge and skills in the fields of international economy and foreign trade and is targeted to those who wish to work for international institutions and companies operating on foreign markets with a view to promoting Made in Italy products on international markets and emerging markets, in particular. The Master Course is targeted to 30 participants, who passed the selection tests held on September 18, VI COURSE FOR TEACHERS T EACHING HUMAN RIGHTS VI C T Assisi, November 12-16, 2007 Recognized by the Education Ministry by means of the Decree of June 26, 2006 Aims of the course Teaching Human Rights in schools in addition to the traditional teaching activities is of primary importance for young people education. This is the context where the Course Teaching Human Rights must be placed. This Course aims at providing concrete responses on content and methods, by analysing international tools and orienting knowledge towards action, thus enabling teachers to live up to the new educational goals. Target This Course, organized jointly with the Office supporting the U.N. in the Municipality of Assisi, is targeted to headmasters and teachers from all Italian schools. The Course will last 35 hours seven hours per day from Monday to Friday. The Course is provided for free. Operational aims and goals The aim is promote the spreading of the Human Rights culture by fostering: the acquisition of the necessary skills to develop teaching initiatives and curricula focused on education to respect Human Rights; greater knowledge of the main international tools to protect Human Rights; the role and the specific activities of the United Nations and the other International Organizations working in this field; an exchange of views on the different experiences already carried out and their dissemination so that they can pave the way for an initial analysis of the prospects and potentialities for teaching Human Rights. 9

10 Conferences and workshops On November 14, 2007, at 5.30 p.m., a round table discussion will be organized, jointly with the Italian Space Agency, entitled Fifty Years after the Sputnik: New Space Goals and Strategies. The following program is envisaged: opening address by Amb. Umberto La Rocca and contributions by Prof. Giovanni Fabrizio Bignami, President of the Italian Space Agency; Eng. Pier Francesco Guarguaglini, Finmeccanica CEO; Prof. Sergio Marchisio, President of the European Center for Space Law ECSL and Professor of International Law at the Rome University La Sapienza. The round table discussion will be moderated by Dr.ssa Gabriella Arrigo, responsible for the extra European International Relations of the Italian Space Agency. On November 20, 2007 at 4.30 p.m. on the occasion of the World Day for Children s and Teenagers Rights a round table discussion will be organized and chaired by Prof. Giovanni Conso, President of the SIOI Human Rights Committee. The following people will participate: Antonio Sclavi, President of the Italian Committee for UNICEF; Luigi Citarella, President of INDiMi Istituto Nazionale per i diritti dei minori The Italian Institute for Children s Rights and member of the U.N. On November 27, 2007 at a.m, jointly with the Development Cooperation D.G. of the Italian Ministry for Foreign Affairs and the United Nations Interregional Crime and Justice Research Institute UNICRI, the 2007/2008 Human Development Report Fighting against the Climate Change: Human Solidarity in a Divided World will be presented. Opening addresses by the SIOI President, Umberto La Rocca, and the UNICRI Director, Sandro Calvani. The Report will be presented by Stefano Pettinato, UNDP Programme Manager and the following people will participate: Patrizia Sentinelli, Deputy Minister for Foreign Affairs responsible for Cooperation; Jean Fabre, Vice director UNDP Europe, Guido Sacconi, E.U. MP, member of the Environmental Committee and Antonio Navarra, Director of the Euro Mediterranean Centre for Climate Change. What was your training and professional pathway and which is your current assignment at the World Bank? I graduated in Law at the Rome La Sapienza University in 1999; hence, after performing community service which, at that time, was mandatory, I attended the Course designed to preparing for the diplomatic career organized by SIOI, thus acquiring wider knowledge on what I planned to be my future professional career. Subsequently I also attended as Tutor the International Training Course for Public Officials and I finally got a Master Degree in International Protection of Human Rights at the Rome La Sapienza University. I currently work for the World Bank within the Payment System Development Group, where I am in charge of international remittances. Q. What kind of education and training and which personal characteristics are required to perform this job? What suggestions can you provide to a young who intends to follow your professional pathway? Basically, my education and training and my career have followed two diverging pathways sometimes going hand in hand and some other times growing more different. Undoubtedly, the fact of having been educated and trained with a focus on international issues is essential to have a general view of international scenarios and the internal operation of the various organizations and be able to understand the guidelines followed at a given time. Certainly those who intend to make a career in international organizations, such as the United Nations or the European Union, shall have excellent general skills and be possibly specialized in a specific sector. Considering the above, I am convinced that great geographical and especially mental flexibility are needed: you shall always bear in mind that, at any time, you may be required to update your knowledge or even start from scratch to learn a new job or different intervention methods. Therefore my last suggestion is that humility and patience are greatly needed and that you should always recall what Winston Churchill said: I have nothing to offer but blood, toil, tears and sweat. 11
