4 5G Development Plan in China China plans to commercialize 5G in 2020 IoT is considered as a promising development area for 5G Internet of Vehicles Industrial Internet Ma Kai, Vice Premier of China s State Council, announced on Sep. 28, 2015 that China plans to start the commercialization of 5G network in 2020 MIIT recently launched multiple R&D programs on mobile-based Internet of Vehicles in cooperation with several local governments including Zhejiang Province. 4

13 Proposal for Future EU-China Cooperation Continue to promote equivalent openness in5g ü Support more Chinese companies like ZTE to join in European 5G projects and industry organizations including 5G PPP Strengthen cooperation in 5G research and development ü ü ü Propose to launch joint 5G R&D projects between 5G PPP and the Major Project from 2017 Promote to implement cooperative research on 5G services and applications (especially in IoT & vertical industries) between the bilateral 5G organizations Explore the cooperation mechanism in 5G trials to promote the development of 5G and integration with IoT & vertical industry (e.g., Internet of Vehicles and Industrial Industry) 13
14 Proposal for Future EU-China Cooperation Enhance bilateral 5G standardization cooperation ü 5G standardization has just been started. It is urgent to further enhance bilateral cooperation to be win-win. ü Propose that IMT-2020 PG and 5G PPP to organize the bilateral entities to implement comprehensive and substantial 5G standardization cooperation,especially in 3GPP and ITU Strengthen joint research & coordination in 5G candidate frequency bands ü The unified global 5G spectrum has strategic importance to the developmentof 5G technology, standard, and industry. ü Systematic research and coordination are needed between the bilateral governments and 5G organizations, in order to find unified 5G frequency bands as much as possible. 14
