3 7.1 RELEVANT PROJECTS & EXAMPLES The photographs and examples presented in this section of the Design Review Supplement are provided to help illuminated some of the desired design concepts, methods and details set forth in this document. They provide actual case studies or designs that demonstrate that the redevelopment and reuse of existing structures, and the construction of new buildings, can be undertaken in a manner that is compatible with the desirable existing patterns and architecture of an industrial district Photographic Examples & References Case Study: MarbleWorks Complex, Middlebury Vermont The MarbleWorks complex was originally an industrial site that was a marble finishing plant. The plant was slowly decommissioned in the late 1970s and redeveloped as a residential, retail and office complex. The complex has developed with new office and residential buildings that relate contextually to the historic buildings by means of color, materials and form references. Streetscape elements and a new park along the riverfront provide a model for the future Island redevelopment in Bellows Falls. Other modern amenities such as wayfinding directories, LED lighting and rooftop solar panels have been added to make this a very successful development. 4 Rood mounted solar panels are unobtrusive and fit the roof pitch. Hanging signs work on an historic façade without damaging the stone or dominating the building. A view of the MarbleWorks Riverfont Park which provides a community amenity adjacent to the commercial complex and one that uses details and refcerences taken from the original design of the complex, while also telling its story. The Woolen Mill in Winooski Vermont The Woolen Mill is an excellent example of adaptive reuse with offices and a restaurant in the redeveloped manufacturing complex. Streetscape elements, landscaped parking and pedestrian scale lighting along with benches and flowering trees add to the visual qualities of this complex. 34 PRECEDENT STUDIES & FURTHER INFORMATION

5 The Champlain Mill in Winooski Vermont The Champlain Mill provides some excellent examples of blending the old with the new. Modern pedestrian shelters contrast with historic brick facades and add interest and design to this mixed use building and site. Unique pedestrian shelter, a plaza and streetscape elements create an inviting environment. Note the new building beyond the original mill and its referential details. 6 Hood Dairy Plant Dealer. Com is a national Internet consultancy based in the original Hood Dairy plant on Pine Street in Burlington VT. The redevelopment of this building and site retains many of the original elements of the dairy processing facility. The color scheme and retention of existing elements such as the milk storage tanks creates an interesting corporate headquarters for this innovative firm. Note the placement of signage, and the addition of energy efficient shielded lighting at the entrance to the building. Screen fencing matches and connects to the building; low maintenance but engaging groundcover plantings limit the mowed lawn areas. 36 PRECEDENT STUDIES & FURTHER INFORMATION

7 Flynn Avenue Industrial District in Burlington, Vermont This is an example of a contemporary architecture melding with an historic brick factory building in a successful manner. The scale and materials choices of the new addition fit with the adjacent structure while at the same time creating a new building element and feature complemented by entry landscaping. 8 Signs, and particularly historic signs, add character and interest to existing buildings. These photos provide examples of new window and door designs inserted into original building openings that were also used for fenestration. Industrial style hooded/pendant lighting as well as subtle wall mounted lighting adds to the building detailing with appropriate design elements. 38 PRECEDENT STUDIES & FURTHER INFORMATION

9 7.2 PRECEDENT STUDIES & FURTHER INFORMATION Many cities and towns throughout the United States have had success improving their historic districts through a combination of zoning and design guidelines with the help of determined community groups. A few examples are included below Winooski, VT Common themes: riverfront location, industrial/post-industrial, historic district, Vermont. Beginning in 1999, the Winooski Downtown Redevelopment Project revitalized the small city outside of Burlington, involving both private and public sector partners in preserving natural habitat, repurposing vacant properties, creating parks, and a pedestrian-friendly RiverWalk. In 2006, Winooski was awarded a National Award for Smart Growth Achievement in Small Communities from the US EPA. For more information on Winooski s planning efforts: Vergennes, VT Common themes: industrial/post-industrial, historic district, Vermont. A small city 20 miles south of Burlington, Vergennes downtown was all empty storefronts and desperately in need of revitalization. A group of citizens raised money from many sources, including a Transportation Enhancements grant, to restore the Opera House, closed for 20 years since it suffered damage due to vibrations from the adjacent state highway. The 1994 success of the Opera House restoration proved the efforts fruitful, and from there, people were encouraged to continue with a widerranged revitalization. The Vergennes Partnership was formed to carry out a revamped Town Plan (funded by a Community Development Block Grant), the area was designated as a Vermont Downtown, which helped in obtaining further state and technical assistance, and ten years later, Vergennes is a prime example of how citizen action can galvanize significant town and city revitalization. For more information on Vergennes planning efforts: Claremont, NH Common themes: Riverfront, post-industrial, New England/Northeast Like Rockingham, Claremont, NH is a post-industrial area with riverfront. The city has its industrial roots in paper and cotton mill power, factories, and railroads. The decline of the Industrial Revolution had a significant negative impact on Claremont, as it did for many cities and towns. In an ongoing revitalization effort, three areas of the city have been designated as Economic Revitalization Zones (ERZ), rendering PRECEDENT STUDIES & FURTHER INFORMATION 39

10 businesses in those specific areas potentially eligible for state tax credits through an incentive program for job growth and expansion. In 2003, the Claremont Development Authority (CDA) By-Laws were approved, recognizing a need for economic development within the community, and "act[s] in concert with the City of Claremont's economic development office, by acquiring, marketing, developing, expanding, retaining, preserving, financing, leasing, and/or disposing of facilities and properties..." in the city of Claremont. The CDA Board of Directors is comprised of volunteer community business leaders. For more information on Claremont s planning efforts: Pittsburgh, PA Common themes: riverfront location, industrial/post-industrial, historic, Northeast US. A textbook rust-belt city located at the confluence of the Allegheny, Monongahela, and Ohio Rivers, Pittsburgh s downtown revitalization efforts began after the countrywide decline of many cities and towns at the end of WWII. The decline of the steel industry still impacts the economy to this day. A push for revitalization began in the mid-1980s, and various master plans, both failed and successful, were developed. The addition of riverfront improvements such as an amphitheatre, trails, and a park highlighted the unique landscape location of the downtown core. Over the past 25 years, much has been accomplished including major infrastructure initiatives, zoning adjustments, new and renovated housing, and the rediscovery of the riverfront as a valuable city asset. For more information on Pittsburgh s planning efforts: Denver, CO Common themes: industrial/post-industrial, historic district. An area left behind after the oil boom, then subsequent bust of the 1980s, Denver s Lower Downtown (LoDo) district was revitalized through a drastic revamping of urban planning, which focused largely on design standards and demolition controls. A historic district designation was proposed in order to protect the historic structures, though this proposition was highly contested. The designation was eventually approved and encouraged private sector investment and new development. Historic district zoning is frequently controversial, but over the years, study after study has shown that it almost always increases property values, commercial revitalization, business investment, and tourism.
