1 Gary Toth DIRECTOR, TRANSPORTATION INITIATIVES Phone: (609) Gary Toth has helped to lead a national movement to integrate land use and transportation issues as a means to creating more livable, walkable communities and streets. During his 34 years of project management experience with the New Jersey Department of Transportation (NJDOT), Gary helped transform NJDOT to a stakeholder inclusive agency focused on the integration of transportation and land use planning. He was the founder and leader of the NJFIT: Future in Transportation Program, which provided transportation and planning land use assistance to more than 50 communities in New Jersey from 2003 to 2007, as well as founder of the agency s Context Sensitive Solutions Program, in which he developed the agency s CSS training program and CSS Implementation Team. While at NJDOT, he was also the agency s Project Manager for the preparation of the multi-state groundbreaking Smart Transportation Guide. As a transportation engineer, Gary possesses extensive knowledge of street and network design principles and he is one of the leading U.S. experts on utilizing flexible design and design standards to create great streets and communities. Since joining PPS in 2007, Gary has worked with dozens of communities to help them plan and create more sustainable streets and transportation networks with sound engineering principles, including conducting hundreds of trainings and community engagement sessions. He has developed numerous public engagement tools and trainings for PPS, including Streets as Places trainings, Street Typology exercises, and Street Audits. Gary is also one of seven instructors certified to lead the National Highway Institute s Transportation and Land Use Course, and leads the course discussion on what makes a great street. His knowledge, credentials, and collaborative approach have made him a popular trainer, facilitator, and presenter on transportation issues. Street Design and Planning Resume Gary Toth Page 1 of 5

PPS is working to forge consensus amongst disparate interests on how to create a network of streets that balance mobility with placemaking, local commerce and active living goals. PPS crafted a Complete Streets policy, street typology system, and implementation plan that reflected the unique rural character of Sussex County and was feasible within the County s resources. 3 Streets as Places Campaign and Trainings at Project for Public Spaces. A broad effort to engage the transportation industry to transform transportation policy and practice. Brighton Boulevard, Denver, CO. Under FHWA s Context Sensitive Solutions Clearinghouse program, PPS worked with City Planning staff to create The Brighton Boulevard: Managing Traffic while Creating Place vision plan. This effort brought both its transportation engineering expertise together with Placemaking experiences to help Denver prioritize the tradeoffs between Brighton Boulevard s critical role as a connector between I-25 and downtown with the City s desire to evolve the surrounding area into a walkable, mixed used community. The Brighton Boulevard project is showcased on the FHWA s CSS website at managing_tr/ Street Typology and Street Reframing, Brunswick, ME. In 2011 and continuing in 2012, Gary led the PPS team that facilitated a consensus on the proper balance between vehicular mobility and Placemaking for various streets in Brunswick, Maine. A primary focus was Maine Street, where leading a community-based approach, PPS developed four alternatives that reallocated space on Maine Street to enhance walking, biking and connections to other places around Town while still supporting the need for emergency vehicles and goods movement along the street. Facilitation of CSS Implementation, Delaware Department of Transportation. In 2011, Gary was the lead in facilitating a workshop with Delaware Department of Transportation under the Federal Highway Administration s CSS Clearinghouse program. This effort consisted of presentation, field exercises where DOT staff collaborated with stakeholders in conducting street audits, and a half-day facilitation of developing an action plan for the streets, roads and highways in Delaware. Downtown Transportation Plan, San Antonio, TX. As part of a series of projects in Downtown San Antonio, Gary fostered the creation of a Place-Based Street Typology system that sets the basis for rebalancing all streets in downtown San Antonio. Two highlights of this effort were the creation of Streets as Places visions for streets adjacent to Alamo Plaza and Hemisfair Park. An important outcome of PPS s work in San Antonio is the development of a shared perspective between engineers, planners, business interests, developers and citizens over the future role of streets in downtown San Antonio. 4 Streets implementation workshops in Cleveland, Honolulu, Red Deer (Alberta), St. Lawrence County (New York), Minneapolis and Kauai (Hawaii). Surrey, British Columbia Plan. Gary collaborated with city staff, City Council, and local stakeholders to plan transportation and land use improvements for the Newton Town Center. TOD Training for New York State DOT. Gary developed and executed transit-oriented development and livable street design training for eight communities in New York State. Abu Dhabi Context Driven Urban Street Design and Mobility Standards Manual. Reviewer and author of Streets as Places chapter; Conducted outreach and training with Abu Dhabi transportation staff about the manual. Instructor, National Highway Institute s Training Course for Transportation and Land Use. Route 71 Avon by the Sea. Corridor project that involved rightsizing Route 71 to two lanes with a landscaped median and substantial streetscaping to slow traffic. Trenton Waterfront Transportation and Land Use Study. Designed an Urban Boulevard that provides both improved access to and open space along the Delaware River. Newark Waterfront Community Access Study. The Newark Waterfront Community Access Study (NWCAS) was a Public Outreach Program undertaken by the New Jersey Department of Transportation to enhance pedestrian access links from Downtown Newark to the Passaic Riverfront park across McCarter Highway (Route 21). Route 206 Princeton Vision Plan. Planned the creation of a more walkable Main Street with streetscaping, medians, and gateway treatments. Resume Gary Toth Page 4 of 5

5 Route 9 Integrated Land Use and Transportation Plan, Ocean County. Plan for 12 communities within a 30-mile section of Route 9 in Ocean County, New Jersey to encourage more compact, walkable development and connected street networks. Route 57 Corridor Preservation Plan, Warren County. Designed corridor plans, design guidelines, and implementation toolkits for eight municipalities in New Jersey along 21 miles of Route 57. Context Sensitive Solutions Implementation at NJDOT. Developed the agency s CSS Policy, formed a Implementation Team and trained more than 800 engineers, planners, community members and stakeholders.
