2 WHOLE SCHOOL POLICY ON MONITORING Statement of Principle: 1. We monitor in order to - accurately self evaluate the impact of activities. - inform planning and setting of targets at School, Department and Individual level. - judge and assess improvement. - control change and be aware of what works and what does not - recognise and celebrate achievement. 2. We should be clear about what is and what is not being monitored and that from time to time the focus of monitoring will change. 3. Evidence from monitoring is used to inform practice. Time spent monitoring which fails to generate evidence is wasted. 4. Time/resources spent on monitoring will not exceed time/resources given to maintenance and improvement. 5. We will train in order to monitor and evaluate well. Aims The key purpose of monitoring, review and evaluation is to promote high standards for all students; identify areas for improvement; maintain those areas which are effective and promote continuing professional development of the school. Those activities will ensure that all students are subject to a broad range of high quality educational experiences and opportunities that will promote the achievement of their full potential. Practice 1. Monitoring Aims and Policies The annual School Development Plan is linked to the school s Strategic Intents and Aims. Monitoring and evaluation of the School Development Plan assesses the impact of activities on the school s Aims and Intents. The Governors and SLT review annually the Strategic Intents as part of the process of generating the annual School Development Plan. Policies are easily available for all staff and governors and are reviewed at appropriate intervals by governors, and/or individual/group responsible. All statutory policies are reviewed regularly by Governors. 2. Monitoring the School Development Plan The school s School Development Plan is generated by governors and the SLT following ongoing reviews and audits which include annual completion of Department/House/Whole School SEFs. The School Development Plan is a working document with progress against action plans, continuing success criteria, monitored termly by SLT and reported to Governors School Development Committee. 2

3 The impact of School Development Plan priorities are evaluated according to Ofsted grades and reported to the Governing Body at the end of each cycle. The school s School Improvement Partner and external consultants discuss and review the School Development Plan with the Head so that external influences can be appropriately addressed. 3. Monitoring the Curriculum The Whole School Improvement Team discusses and debates whole school issues under the chairmanship of the Deputy Headteacher, making recommendation to the SLT on implementation and maintenance of developments and issues. The school is conscious that it needs to keep its eye on the ball and whilst identifying the need for and planning for curriculum change that there are too many good ideas and that we need to provide a curriculum which best meets the needs of our students. Each department has an annual review meeting with the Headteacher and Deputy Headteacher to discuss the Department SEFs and agree priorities for the forthcoming year. This process includes processes for monitoring and the evaluation of: - standards and achievement - teaching and learning - leadership and management The department Line Manager meets at least half termly with each Head of Department to discuss department issues including: - curriculum development - standards and achievement progress towards targets - progress on Department Development Plans. The Deputy Headteacher reports regularly to the Governors School Development Committee on curricular and student achievement matters. All staff are involved in annual staff development reviews prior to Department/House reviews. This ensures that the aims of the school are being met and informs Department and School Development Planning and training needs. 4. Monitoring Students Progress Teachers report on student progress in relation to challenging targets three times per year. Heads of Department and House are provided with collated data to identify progress and attainment of individuals, classes and cohorts. A tracking system is in place which identifies students underachieving, on track, above expectation. Challenging targets are negotiated between teachers and students based on a minimum MidYis or Yellis level or grade. Interim reports and lesson reports are used by tutors/head of House/ Senior Leadership Team to monitor progress and/or behaviour for a period of time. SLT conduct a sample book scrutiny each term to sample student progress and evaluate quality of marking and AfL. Heads of House conduct a sample planner scrutiny each term to evaluate setting and completion of homework. 5. Monitoring Classroom Practice 3

4 Teachers are encouraged and expected to take a reflective attitude to their teaching as the best form of monitoring and self evaluation. Departments are expected to discuss good practice regularly and share experience both formally and informally. Regular assessment of teaching takes place through:- - formal classroom observations by line manager - short observations (20-30)mins by member of SLT twice per year. Staff receive constructive feedback and staff requiring support in classroom management and/or teaching receive targeted support and intervention. All senior and middle leaders receive training and feedback from attached consultants on lesson observing. The Senior Leadership Team tour the school regularly as part of regular Learning Walks observing teaching and learning, studying students books, planners and giving feedback to middle leaders and teachers as appropriate. 6. Monitoring Student Support and Managing Behaviour With the guidance of the Head of House, the SENCO, the Code of Practice as set out in the Special Needs Policy is adhered to. Heads of House reporting to Assistant Headteacher regularly meet to discuss and evaluate polices, issues and individuals progress. Records of isolation and detentions are monitored by Heads of House and tutors so that appropriate intervention can be planned. The Assistant Headteacher reports termly to the Governors School Development Committee re behaviour, exclusions and attendance. Attendance is monitored by the School s Attendance Officer who is proactive in dealing with attendance issues. Governors monitor behaviour through visits, receiving reports from Assistant Headteacher and attending exclusion meetings. 7. Monitoring Finance The Finance Officer presents regular statements (normally bi-monthly) to the Governors Finance Committee so that expenditure can be monitored. The Governors Finance Committee presents copies of the minutes of their meetings and a verbal report to the Full Governing Body each term. All funds are independently audited and presented to the Full Board of Governors. The Finance Officer monitors department/cost centre expenditure against budget allocation on a regular basis. All cheques over 250 require two signatories. 8. Monitoring SEN All Learning Support staff have specific job profiles and work to agreed targets. Heads of House have specific responsibilities for working with students at Stages 2 and 3 on the COP. Their work is closely monitored by the SENCO. 4

5 There are termly Department Meetings where students at Stage 1 of the COP are identified, support strategies formulated and progress reviewed. This is monitored by the SENCO via minutes of meetings. Teachers to ensure students potential is achieved (see Policy on Able Children) and monitor students who have been identified as being very able. 9. Monitoring Staff Development & Training All staff who attend courses report back to Dept/House team meetings so that best practice can be shared. Staff complete an evaluation form noting the actions that they wil take as a result of any training. Heads of Department identify Department needs via the Annual Departmental Review and individual needs by Staff Review and Development - this is collated by the SD Co-ordinator to produce an Annual Staff Development Plan. Staff Development Co-ordinator collates the evaluations from INSET courses and INSET day, producing an Annual report for SLT and Governors. 10. Monitoring Health & Safety Terminology Please see Health and Safety Policy. Monitoring - is the ongoing activity of checking hypotheses against reality. Evaluation - is an end of stage activity, more formally programmed and systematic than monitoring. Review - is a periodic activity, beyond monitoring and evaluation: it examines aims, challenges principles, assumptions. Audit - is the totality of the foregoing process. Priorities - are what we have to attend to sooner or later. Success Criteria - are benchmarks against which success, progress and /Indications failure are judged.
