1 ECONOMIC EMPOWERMENT IN SURABAYA IN THE FORM OF INCUBATION AND INDEPENDENT BUSINESS CLINIC PROGRAM 1.1. Background The poverty in Surabaya becomes a special challenge for the City Government. The high competition and cost of life in the city becomes one of the triggers for the increased number of poor families. In line with the fast development of the city, Surabaya is not only becoming the capital city of East Java Province, but also the destination for other cities in Indonesia and other countries. It is an opportunity for the people, especially in the economy sector. The big number of guests need some goods as souvenirs, and it can be an opportunity which should be used maximally. The history said that in the condition of economic crisis, the small business can stand still, and this sector can hold the economy of the nation. Based on that premise, the Surabaya City Government tries to empower the women through the program of INKUBASI DAN KLINIK USAHA MANDIRI (Incubation and Independent Business Clinic). This program is hoped to be able to form new home industries which are joined in one independent group as their starting point to do their business or work. Therefore, it is hoped that there will be an increase of the income for those families and they can get the good impact from the development of the city. The Economic Empowerment in the form of Skills Training refers to the Presidential Regulation Number 15 of 2010 about Acceleration of Poverty Eradication. The social empowerment-based groups to overcome the poverty are formed to develop the potentials and strengthen the capacity of the poor to be able to involve in the development of the city, based on the social empowerment principles Objectives The Economic Empowerment in the form of Incubation and Independent Business Clinic aims to give the soft skills and base production technics to all citizens of Surabaya as their basic foundation for them to form their own entrepreneurship to add the income for their family. The objectives as follows: 1. Forming the character of a businessman 2. Increased the strategy to develop the character of a entrepreneur 3. Business planning to help start the business 4. Increase the ideas for business 5. Increase simple marketing research to find out the competitors and customers 6. Increase the marketing planning 7. Able to form Legal Business Agency 8. Decide the most suitable form for legal business agency I-1

2 9. Able to recruit human resource 10. Able to distinguish many kinds of cost 11. Able to count direct cost, indirect cost, and total cost of products 12. Able to prepare Selling Plan and Cost 13. Able to count the capital to start a business 14. Find out kinds and source of the capital 15. Able to evaluate the business plan and decide the start of the business 16. Have the action plan which stated the additional information needed to complete their Business Plan Results Hoped The results achieved in this program as follows: 1. Able to last during the program of Incubation and Business Clinic and accompaniment 2. Able to produce their own products 3. Own the product knowledge 4. Able to promote their products 1.4.
