1 THE MAHARASHTRA STATE SKILL DEVELOPMENT SOCIETY National Skill Development Initiative: Vision: The Prime Minister s National Council on Skill Development spelt the vision of skill development as: (i) Create 500 million skilled people by (ii) Increasing capacity and capability of skill development programs. (iii) Harnessing inclusivity and reduce divisions such as male/female, rural/urban, organized/unorganized employment and traditional/contemporary workplace. (iv) Supporting the supply of trained workers who are adjustable dynamically to the changing demands of employment and technologies. (v) No discrimination between private or public delivery and places importance on outcomes, users choice and competition among training providers and their accountability. (vi) Establishing a framework for better coordination among various Ministries, States, industry and all other stakeholders Mission, Aim& Objectives: Mission: National Skill Development Initiative will empower all individuals through improved skills, knowledge, nationally and internationally recognized qualifications to gain access to decent employment and ensure India s competitiveness in the global market Aims: The aim of skill development in the country is to support achieving rapid and inclusive growth through: (i) Enhancing individual s employability (wage/ self-employment) and ability to adapt to changing technologies and labour market demands. (ii) Improving productivity and living standards of the people. (iii) Strengthening competitiveness of the country. (iv) Attracting investment in skill development Objectives: (i) Create opportunities for all to acquire skills throughout life, and especially for youth, women and disadvantaged groups.
2 (ii) Promote commitment by all stakeholders to own skill development initiatives. (iii) Develop a high-quality skilled workforce/entrepreneur relevant to current and emerging employment market needs. (iv) Enable the establishment of flexible delivery mechanisms that respond to the characteristics of a wide range of needs of stakeholders. (v) Enable effective coordination between different ministries, the Centre and the States and public and private providers Institutional Arrangement: The Eleventh Five Year Plan had favored the creation of a comprehensive National Skill Development Mission. As a result, in 2008 a Coordinated Action on Skill Development with three-tier institutional structure was created: 1. Prime Minister s National Council on Skill Development 2. National Skill Development Coordination Board (NSDCB) 3. National Skill Development Corporation (NSDC) National Skill Development Agency (NSDA) has recently been established. PM s National Council National Skill Development Coordination Board (NSDCB) National Skill Development Corporation (NSDC) Core Operating Principles: (i) Complementary investments: The Central Government financial support must complement private investment. The Government would aim at useful public-private partnerships. (ii) States as key actors: The states will be responsible for overarching integrated framework for action for Skill Development through State level Skill Development Missions.
3 (iii) Deployment of funds: The funds will be deployed in up gradation of machinery & equipment, teaching & learning aids and technology rather than hard assets such as infrastructure. However, creation of infrastructure in rural, remote and difficult areas will continue. (iv) Focus of modular courses, open architecture and short term courses: The nature of the courses will be based on the requirement of fast changing skills in the labour market. The NVEQF will ensure the dynamism and maintain openness to feedback. (v) Separate financing from delivery: NSDC will support the private skill development initiatives. (vi) Create infrastructure for apprenticeships: Infrastructure for on-the-job-training and large number of formal apprentices will be built. (vii) Publicize rating and outcome information on training institutions: A framework of accreditation and infrastructure for information dissemination around measurable criteria on institutions will be created. Ratings of public and private institutions would be put on public domain. (viii)effective assessment and credible certification: To facilitate the use of certificate as a proxy to fast track job applicants by employers, quality assured learning and credible assessment &certification will be developed. (ix) Restructure employment exchanges: Employment exchange will be restructured as career guidance centres to channelize candidates into jobs, apprenticeships and training. (x) Expand formal employment: A review of existing State and Central legislations will be conducted to encourage formal employment as opposed to informal and unorganized employment Envisaged Outcomes of the Skill Development Initiative: The skill development initiative is expected to deliver the following outcomes: (i) Diversity of skills: It is required to identify, catalog and project the range and depth of skills in order to cater to the individual needs of skill development. (ii) Talent pool: It is required to create skill inventory along with its various levels and grades to eventually achieve the ultimate output of 500 Million skilled people. (iii) Employment outcomes: The skill training must not only increase the knowledge base of individuals but also be able to place each skilled individual successfully. The
4 placement ratio must be monitored to aptly evaluate the success of implied schemes / programs. 2.2 Maharashtra Skill Development Mission: Vision: With its contribution of about 13% to the Gross National Domestic Product and with a share of 9.28% in the national population, Government of Maharashtra has set a vision of equipping 45 million persons with employable skills by the year Institutional Arrangements A State Apex Committee for Skill Development has been constituted under the Chairmanship of the Chief Minister. A State Executive Committee for Skill Development has been constituted under the Chairmanship of the Chief Secretary Maharashtra State Skill Development Society (MSSDS) is established as State Nodal Agency. Commissioner, Employment, Self- Employment & Skill Development (ESE&SD), is the Mission Director for the State Skill Development Mission. Divisional Level Committees are formed for effective implementation of the mission under the Chairmanship of Divisional Commissioner. Minimize regional imbalance within the skill development efforts by effective decisions.
6 4. Deciding skill development action plans for the various groups in the State viz; SC, ST, VJNT, minorities, below poverty line, female, rural, urban, tribals etc. 5. Strategizing the effective utilization of the existing training infrastructure & eradicating the training based deficiency within the State & imparting quality based training. 6. Formulation of the State Action Plan for skill development in the State based on the requirement of skilled manpower within the State. The proposed State Action Plan on skill development will be implemented in the project mode upon review & approval by the State Apex Committee.

Assessing the demand for the skilled manpower & execute comprehensive manpower mapping within the State which will form the bases of strategizing & planning of the skill development program in the State. 3. Identification of source of funds from (i) State Govt., (ii) Central Govt. / World Bank, (iii) Private Industrial Groups / Industry Associations (PPP) to suffix the expenditure incurred in the effective implementation of the State skill development program. 4. Inculcation of the directives & guidelines from the Central Govt. on skill development. 5. Establish & strengthen relationship with the private sector via Public-Private Partnership (PPP) & entering into MoUs with them to reduce overall training & infrastructural cost incurred while program implementation. 6. Bring about convergence of various schemes implemented by various State Departments under one single nodal agency & in order to maintain the quality of training, formulate a mechanism to impart certification through single body within the State. 7. Formulation of new courses & training modules to cater to the dynamic industry needs at the District level in consultation & expert advice from the reputed industry players. Co-ordinate with these industry partners to provide avenues for the students in terms of on-job-training to create job ready skilled workforce. 8. Creation of infrastructural facilities for all schools, colleges, polytechnics etc. to implement Modular Employable Scheme (MES) through the ground level. 9. Execution of the concept of finishing schools to impart soft skills to students in each & every training institute & industrial training institutes (ITIs). 10. Allocation of the unoccupied space within the Govt. education institutes (schools & colleges), after their functional hours, to the private training institutes for imparting skill development related courses & training. 11. Restructuring of the traditional employment exchanges into the career counseling & guidance centers for the students. It will also act as information hub for the dissemination of vital information related to the Skill Development Initiative within the State. 12. Formulation of effective strategies to motivate & incentivize the industry, industry association, NGOs etc. to actively participate & contribute to the skill development program. 13. Establishment the necessary legislative framework for the effective implementation of the skill development program within the State.

Provision of guidance to District Level Committees for skilling & training of individuals to satisfy the demand of skilled manpower at Regional Level 3. Presentation of the committee reports to State Skill Development Committee, formed under the Chairmanship of Chief Secretary 4. Periodic submission of 3 month progress report & plan for next 3 months to the Employment & Self-employment Department.

Implementation of State Skill Development Program & publish the same 2. Employing Sector Skill Development Plan to achieve the targets being set by the State at the District level 3. To remain abreast & in sync with the periodic instructions provided at State level 4. Establish a source of funding e.g. (a) District scheme; (b) Private sector / industrial society or (c) NGO 5. Continual up-gradation & skilling of the teaching faculty within the District 6. Aid & support fresh & self-employed skill manpower within the District to acquire respectable employment / entrepreneurial opportunities

Periodic submission of 3 months progress report & plan for next 3 months to the Divisional Skill Development Committee 2.3 The Strategy & Action under State Skill Mission: (i) Convergence: Maharashtra State Skill Development Society (MSSDS) shall be the state nodal agency and shall facilitate planning, execution and monitoring of the State Skill Development Plan. (ii) Co-ordination: Commissioner, Employment & Self-Employment shall be the Mission Director of the State Skill Development Initiative and shall function as the key coordinator among stakeholders Industry, Government Departments, Divisional and District level Committees. (iii) State Skill Gap Assessment Study: In order to create meta-data of Skill Gaps, the focus shall be on identifying key sectors of growth for the State and consistently conducting sector specific skill gap assessment study area-wise and time series-wise, for the preparation of suitable State Skill Development Plan. In line with the recommendations of Sub-Committee of National Skill Development Coordination Board on Establishing Institutional Mechanism for providing access to information of Skill Inventory and Skill Maps on real-time basis, Govt. of Maharashtra set sector skill committees for 11 high demand sectors of growth identified for the State as follows: 9 Sector Skill Committees have already submitted version 1.0 of their study reports. The Version 1.0 of the reports of the 9 sectors represent a broad scenario of the sector specific skill gap analysis and required manpower assessment for the State on the basis of secondary dataavailable for the sector while giving an overview of global and national scenario. These reports have already being circulated among the key stakeholders the Government
12 Departments, Divisional Commissioners, Collectors, Training Providers and the associated Industry Partners. (iv) Engagement of State Departments: Sectoral Skill Development targets will be mapped to relevant departments of State Government fora. Preparation, funding, implementation & monitoring of schemes; b. Optimum utilization of their existing education & training infrastructure; c. Enhancing the extent of existing schemes of training, employment and selfemployment d. To create lakhs skilled workforce every year (v) Decentralization: The preparation, implementation and monitoring of district level annual action plans, within the framework of State plan, shall be entrusted to District level Committees. (vi) Innovation: Departments and district level Committees shall be encouraged to prepare innovative programmes of skill development by folding in the future. (vii) Creation of Training Infrastructure: A robust and suitable training infrastructure based on credible system of Accreditation, Assessment & Certification shall be established through creation of new as well as better utilization of existing infrastructure both in public and private sectors. (viii) Availability of Trainers: Availability of adequate number of qualified trainers shall be ensured with engagement of both public and private sector. (ix) Dynamic LMIS & State Web Portal: In line with the recommendations of the Sub- Committee of National Skill Development Co-ordination Board on Establishing Institutional Mechanism for providing access to information of Skill Inventory and Skill Maps on realtime basis, Directorate of Employment and Self-Employment has taken the responsibility of a. Creating and Maintaining dynamic Labor Market Information System by ensuring that each beneficiary of the scheme of employment and self-employment is compulsorily registered on maharojgar portal with support from mahaswyamrojgar portal and skill development portal envisaged in this document; b. Modernizing employment exchanges by establishing State Web portal housing data on skill needs of the industry and supply of skills on real time basis;
13 c. In order to execute the Skill Development Initiative in a productive & progressive manner it is imperative to guide & support the youth to achieve personal & professional goals. It has been decided that prior to engaging a youth for employable skilling, the assessment and counselling shall be made compulsory to create competency data base of the individual. Aligned with this, the existing Employment & Self Employment Guidance Centres are proposed to be transformed into Career Guidance & Counseling Centres (CGCC). The prime activities of these Centres will be to provide candidates with pre-screening, aptitude assessment, career counseling, employment & self-employment guidance, skill development, post training follow-up etc. The services will be made available with modern advanced technology and technical expertise from expert private firm. The pilot project of establishing CGCC has been started at five major centres Mumbai, Nagpur, Aurangabad, Sangli & Sindhudurg. These CGCCs will be supported by call centres that would encourage candidates to visit the nearest CGCC get preliminary assessment of the candidate conducted prior to their engagement for employable skilling. In addition CGCCs shall be required to be empanelled in large numbers to take up the challenge of state skill mission target and to ensure that they make field visits to get such assessment and counselling done in remote areas. The assessment will be of two types: (i) Skill based assessment & (ii) Career based assessment. The former type of assessment will analyse the skill set of the candidates & provide them directives to inculcate the required / aspired skill set. Career based assessment enfolds imparting candidates with crucial guidance & pathway to achieve success within its area of interest. (x) Availability of funds: Funds shall be made available through State and district plans, Government of India including NSDC and private sector. (xi) Strong Industry Participation: Industry shall be encouraged to participate in planning, preparation and implementation of skill development plans and schemes, enhancing and strengthening the training infrastructure and making training more demand responsive.
14 2.4 Maharashtra State Skill Development Society (MSSDS): Maharashtra State Skill Development Society, established under the chairmanship of the Chief Secretary, is a Single Nodal Agency for planning, execution & monitoring of Skill Development Initiative of Government of Maharashtra The key functions of the Society are as follows: i. Prepare Maharashtra State Skill Gap Assessment Report & Skill Development Plan. ii. Support State Departments & District Skill Development Committees in formulation and implementation of Annual Skill Development Plan. iii. Empanel & ensure suitable accreditation & gradation of the public & private training providers and conduct concurrent assessment of training providers to ensure quality of training. iv. Support and provide assistance to Directorate of Employment & Self-Employment in establishing a dynamic Labor Market Information System & launching of the stakeholders web portal. v. Implementation of innovative skill development programs. vi. Support counseling activities, awareness & guidance programs for the workforce in unorganized sector. vii. Arrange workshops and brainstorming session for the key stakeholders. viii. Enter into partnership with national & international agencies working in the field of skill development. ix. Organize study tours for understanding of the best set of national and international practices and experiments in the field of skill development. x. Encourage active participation of the public sector undertakings, private sector and civil society through feasible and productive partnerships. xi. Appoint a Maharashtra Skill Mission Ambassador for the representation of the Skill Development Initiative. xii. Support all initiatives with the objective of motivating the youth towards vocational stream of education from pre-ssc level onwards. xiii. Take all appropriate initiatives and actions in line with the state skill development mission Currently, MSSDS implements Modular Employable Skills programme of Ministry of Labour & Employment, Government of India, Swarna Jayanti Sahari Rojgar Yojana of
15 Minnistry of Urban Development, Government of India and Hunar Se Rojgar Yojana of Ministry of Tourism Development, Government of India MES programme is being implemented through 957 VTPs. In addition, various short term courses are being run under the auspices of various central and state ministries, government agencies and NGOs.
