2 Home Based Business An introduction This guide is intended to assist those individuals who are interested in operating a Home Based Business (HBB) within the Northern Rockies Regional Municipality (NRRM). A Home Based Business can be a small start to a future larger commercial or industrial undertaking. The idea behind a HBB is to encourage selfemployed entrepreneurs to start-up a business while keeping overhead costs low. Introduction to Home Based Business Home Occupation & Home Industry Zoning Guidelines The standards set for home businesses are intended to seek a balance between supporting a quiet, safe, and aesthetic residential environment while supporting the aspirations of home based entrepreneurs. Home businesses are a positive alternative for the business community. Within the NRRM we have two levels of a HBB: a Home Occupation and a Home Industry. Before starting a Home Business in Fort Nelson, please contact the Regional Municipality to ensure your business plans comply with the Northern Rockies Regional Municipality Zoning Bylaw No. 729, 2008 and any other relevant municipal bylaws. Zoning information on which zone your property is located, please contact the Home Businesses are allowed in all Residential and Agricultural zones. However, business activities which do not meet home based development standards must locate to commercial or industrial areas. A Home Occupation is generally allowed within the following Fort Nelson urban zones as defined in Section 7 & 8 of the Northern Rockies Regional Municipality Zoning Bylaw No. 729, 2008: RS-1 : Residential Single Family and Duplex RS-2 : Residential Single Family Mixed RS-3 : Residential Single Family Small Lot RM-1 : Residential Multiple Family RMH : Residential Manufactured Home Park. RR-1: Rural Residential Large RR-2: Rural Residential Small A-1: Agricultural Large Holdings A-2: Agricultural Small Holdings Both a Home Occupation and Home Industry are allowed within the following rural type zones as defined in Section 7 & 9 of the Northern Rockies Regional Municipality Zoning Bylaw No. 729, 2008: RR-1 : Rural Residential Large RR-2 : Rural Residential Small A-1 : Agriculture Large Holdings A-2 : Agriculture Small Holdings Page 2
3 Home Occupation & Home Industry Defined Home Occupation Home Occupation Defined Home Industry Defined Any occupation, trade, profession or craft, including a Bed and Breakfast carried on by an occupant of a residential Building as a Use secondary to the residential Use of the Building and which does not change the character thereof or have any exterior evidence of such secondary Use and does not employ persons other than the occupants of the Dwelling in which a Home Occupation is carried on (see Section 4.8 of Northern Rockies Regional Municipality Zoning Bylaw No. 729, 2008). information on home occupations and home industries, please contact the Home Industry Means a Use that is Accessory to the residential Use on the Lot and may involve limited retail activity and outdoor storage, including, but not limited to trucking contractors, Trade Contractor, construction contractors, oil field service contractors, repair and storage of contracting equipment, welding shop, portable sawmills, and small scale manufacturing and fabricating industries, and not including auto-wrecking or salvage operations (see Section 4.10 of Northern Rockies Regional Municipality Zoning Bylaw No. 729, 2008). *Additional Regulations apply to Bed and Breakfast as well as Boarding House use. 4 Home Occupation & Home Industry Frequently Asked Questions -Answered- Frequently Asked Questions Do I need a business license for my Home Occupation or Home Industry? Yes. Any and all businesses operating in the NRRM require a valid business license. Operating a business without a valid business license can result in a fine of $200 (see Schedule C Bylaw Section 4(a) of the Northern Rockies Regional Municipality Business License and Regulation Bylaw No. 21, 2010). How many square meters or percentage of the Dwelling Unit can my Home Occupation occupy? No more than 25% or 50m 2, whichever is lesser for a Home Occupation in a Dwelling Unit. I live in RR-1, how much outside storage am I permitted to have for my Home Industry? Home Industries are permitted to have 10% or less of the total parcel area (it shall not exceed 1 ha/2.47 acres) for outdoor storage of finished products, materials, and containers. information on home occupations and home industries, please contact the Do I need to live in the Dwelling Unit where my Home Occupation is located? Yes. The owner and the operator of the Home Occupation must be a family member who is a resident of the Dwelling Unit. What is not permitted on a Lot for a Home Industry? No Home Industry shall involve noxious uses or utilize materials or products that produce inflammable or explosive vapours or gases. Does the Lot on which I have my Home Industry have to be screened? Yes, the lot must be screened so as not to be visible from roadways and or adjacent properties. What Occupations are excluded from Home Occupations in Urban Zones? 1. Automotive and Equipment repair 2. Welding 3. Tow Truck operations 4. Manufacturing 5. Medical Offices 6. Dental Offices 7. Doctor Offices 8.
