5 Creating a clear vision for a liveable London By answering questions like these, with respect to the role of car clubs What proportion of current car trips are considered inappropriate/unnecessary? What proportion of those could be shifted to other modes? What role can car clubs play in that shift? Which trips are and are not best/likely to be made by car? What proportion of car trips lend themselves to EV and what proportion do not? What is the target number of car club members in London? How to provide education, guidance and incentives to Londoners? What will be the benefits, in terms of reduced congestion, parking relief, improved air quality and lower CO2 emissions? 5

6 Policy recommendations Integrate car clubs into the London transport mix and promote accordingly Articulate and communicate boldly that car clubs encourage responsible car use Present car clubs clearly as part of London s transport network Include car club use in TFL s ticketing and charging systems Present car club information in TFL s open data Incentivise Londoners to switch from owning cars to sharing cars Full behavioural change package, designed to reduce car dependency, e.g. Car club members receive discounted cycle hire membership and/or vice versa Scrap your car to receive discounted season tickets, car club membership etc. Provide policy leadership across London Best practice guidance on parking for car clubs Guidance on permit charging and incentives for car clubs Standardisation of pedestrian-facing parking bay signage Guidance on reducing car dependency (e.g. cars per household, graduated permit charging) Consistent approach to planning conditions for parking provision 6

EV pilots and rollout What proportion of trip types can EVs satisfy? How many trips can they fulfil in a day? What OLEV, OEM and other support is available to overcome financial hurdles? 7
