1 Hampshire County Council The Castle Winchester Hampshire SO23 8UD Dominic McGrath Economy, Transport and Environment Dept Hampshire County Council The Castle Winchester Hampshire SO23 8UD 21st March 2016 Dear Dominic, Department for Transport s Sustainable Travel Transition Fund 2016/17 Hampshire Surrey Joint Bid The Enterprise M3 LEP fully endorses and supports the bid by Hampshire and Surrey County Councils to the Department for Transport s Sustainable Travel Transition Fund, and can confirm that we are very happy to work with both authorities to deliver the full benefits of these schemes across the LEP area, but particularly in the Blackwater Valley. The economic growth aspirations and improving access to employment, contained in the bid links well with those contained in our Strategic Economic Plan. Our Plan also acknowledges the importance of investment in sustainable travel options because it is recognised that it can help support economic growth through reducing congestion and helping those without access to a car to access employment opportunities. Having considered your draft bid I believe that the proposal you are putting together is fully consistent with the objectives of the Transition Fund and in particular that the programme of measures identified will support the local economy and facilitate economic development, as well as delivering wider social and economic benefits. These revenue measures are critical to unlocking the full benefit of LEP capital investment in walking, cycling and bus infrastructure improvements. The Blackwater Valley is key to economic growth in the Enterprise M3 LEP area; Farnborough is identified as one of our four Growth Towns and both Aldershot and Camberley as Step-Up Towns, where we are investing substantially in infrastructure to support the local economy. Specifically we as already invested in sustainable transport infrastructure in the Blackwater Valley, through the Blackwater Valley Connectivity project in 2015/16. The LEP is currently working with both public and private sector partners in the area to identify a forward programme of further sustainable transport infrastructure measures for the area, utilising unallocated Local Growth deal funding from our existing sustainable transport programme. We anticipate allocating further capital funding to measures that will improve both bus and rail infrastructure, together with enhanced facilities for cyclists and pedestrians in 2016/17, to complement the authorities planned revenue expenditure. Enterprise M3 LEP is fully committed to working with the project team to ensure that better quality sustainable transport solutions are delivered, that can reduce congestion and contribute to economic growth, support a low-carbon economy and encourage more active travel within the bid area.

Rushmoor Borough Council is fully committed to the comprehensive programme of sustainable transport measures within Farnborough, the Blackwater Valley corridor, and throughout the bid area. We recognise the value of last years joint LSTF project, between Hampshire and Surrey County Council, and the strong partnerships that have developed though this period. Due to our location at the heart of the Blackwater Valley, we would like to further develop these links and partnerships, and play a key role in the development of plans for this area. We recognise the value of the proposed sustainable travel measures within the area, the benefits these bring to the local economy, and the health, wellbeing and social cohesion of our residents. We feel that by further developing close partnership and working relationships, there is significant added value to be gained, both for the Borough and County Councils, and also in terms of the schemes we are able to deliver. We will provide 39,000 of match funding, through S106 monies, and private investment, to deliver a 39,000 Brompton Dock cycle scheme, linking 10,000 employees within a 1-5 mile radius of the station, plus two 6th form colleges. This scheme links directly with the scheme elements proposed in the bid, adding value to the Brompton Dock scheme, and the bid proposals for Workplace Engagement, Schools and Colleges Travel Planning, and Access to Employment. We are also very keen to link to the successful marketing team within the project, to ensure that the Brompton scheme is able to achieve its maximum potential. The Council is continuing to provide officer support to deliver cycle link projects in the Farnborough town centre to link the Business Park area to the town and the rail station. If the bid is successful we will offer

11 22 nd March 2016 [by ] Dear Katya and Dominic, Letter of support for the Unlocking the benefits of active travel in the M3 Corridor and the Blackwater Valley bid, by Hampshire and Surrey County Councils The Public Health Team, Corporate Services Hampshire County Council supports the bid by Surrey and Hampshire County Councils, covering the M3 Corridor and Blackwater Valley area, to the Department for Transport s Access Fund for revenue funding in 2016/17. There is strong evidence that being physically active reduced all-cause mortality and risk of cardiovascular disease, coronary heart disease, stroke and type 2 diabetes. Physical activity can also help individuals maintain a healthy weight. Embedding physical activity into our everyday lives, such as with active travel, is vital to help children and adults achieve the recommended levels of physical activity that are beneficial to health. I can confirm that we will provide match funding of 20,000 for active travel initiatives in schools, particularly targeting schools with higher levels of childhood obesity. We will also provide public health support to the project overall, including intelligence on local populations at higher risk of ill health and where obesity and inactivity are most prevalent. We will also offer support to ensure we use the most effective behaviour change techniques. The proposed package of measures will provide direct support for the expansion of our car club activities in Surrey. Car clubs are a critical element in reducing congestion and the subsidies we will be able to offer in 2016/17 as a result of this funding will make the club an accessible mode of travel for all. I am able to confirm that we will be providing a match funding contribution of 10,000 to support the programme. This will be made up of in kind contribution, as contribution towards membership fees and drive time. Cove Junior School is committed to promoting and supporting sustainable transport as a key way of enabling children to live healthy and active lives, reduce the congestion around school gates and making the journey to school a much safer one. This in turn optimises access to education and provides children with improved road and personal safety skills whilst also increasing travel awareness. We see the support from the School and College Travel Planning team as an important link in keeping the momentum going around behavioural change, linking in with county-wide initiatives and campaigns, and enabling us to resolve access and travel issues identified by our school community.
