1 POLICE WOMEN COUNCILS IN AFGANISTAN News for IAWP Members from President Townsley November 2014 In October 2014, a workshop was held to guide and advise on creating Police Women Councils (PWC) in Afghanistan. The IAWP, though not in attendance at the meeting, was able to provide guidance and support in creating PWCs. Participating and assisting the Afghan Women s Council is UNAMA (United Nations Assistance Mission in Afghanistan); EUPOL (European Union Afghanistan); ISAF (International Security Assistance Force); and, UNDP/LOTFA (United Nations Development Program, Law and Order Trust for Afghanistan). The material provided is a snapshot of this critical milestone for Afghanistan women police. This event underscores the importance of the the IAWP Campaign to raise awareness of the challenges facing police women in Afghanistan.
2 Ministry of Interior Workshop for Police Women Councils in Afghanistan Material courtesy of President Townsley and Won Hyuk IM Police Advisory Unit, UNAMA Gender and Community Policing Officer Mobile UNAMA-Desk / PRESS RELEASE Police Women Councils October 21, 2014 Ministry of Interior of Islamic Republic of Afghanistan 21 October 2014 Ministry of Interior Establishes Police Women Councils in All Provinces From 20 to 21, October, at the Intercontinental Hotel, the Ministry of Interior held a workshop with participation of about 350 female and male police officers, representatives of civil society and the international community Following the Ministry s Strategy and Implementation Plan for Police Women which was approved by the Minister in August 2014,, and supported by UNDP/ LOTFA (Law and Order Trust Fund for Afghanistan), the participants discussed the establishment of Police Women Councils, which is an association of police women in Afghanistan to strengthen its network, build capacity, improve welfare, and build solidarity among female police officers. In light of President Ghani and Chief Executive Officer Abdullah s vision to enhance the positions and roles of women in public life and eliminate all forms of discrimination and violence against women, the Ministry s General Directorate of Human Rights, Children and Women Affairs, led by Brigadier General Ms. Hekmat Shahi, guided participants to exchange views on how to take practical measures to finalize the Terms of Reference for a specifically Afghan Women s Council with the assistance of the international gender policing advisory group, comprised of UNAMA, EUPOL, ISAF and UNDP/LOTFA etc. Police women council representatives from all provinces, accompanied by Deputy Chiefs of Police for Administration, Heads of Recruitment, Heads of Education, Heads of Gender and Human Rights, concurred on the values and roles of Police Women s Councils. Civil society members, represented by the Afghan Women s Network, welcomed the Ministry s participatory efforts to engage with wide spectrum of society in introducing this new policy initiative, including drafting the Terms of Reference. Representatives from the international community also expressed their support for the Ministry s endeavours to establish an Afghan Women s Council. Mr. Mark Bowden, Deputy Head of UNAMA, in his speech to the participants, stated The workshop clearly demonstrates the Ministry s strong commitment and concrete actions to improve women s access to justice by empowering women in the police, while further urging for subsequent actions and significant changes in the realities lived by all Afghan people. Mr. Basil Massey, Program Manager of UNDP/LOTFA welcomed the firm commitment of Ministry of Interior to promote gender equality and to establish a Women s Council Network. The Ministry concluded the workshop by announcing key messages; The Ministry of Interior reiterates its commitment to improving access to justice for women in the community by empowering women in the police, in accordance with the principles of Islam, the Constitution of Afghanistan, and international human rights standards.
3 Following the Ministry of Interior s Strategy and Implementation Plan for Police Women, the Ministry will establish Police Women s Councils in all 34 provinces as a practical mechanism to support police women and advance their participation, protection, and professionalization to meet the goals set by the Strategy and the Plan. In the process of transforming its commitment into a reality, the Ministry of Interior will continue to work in close partnership with civil society members and international partners by facilitating a broad participation from all stakeholders of Afghan society and the international community. WORKSHOP NOTES Shared with IAWP by Won Hiuk IM October 26, 2014 Note on MOI Workshop for Police Women Councils (PWCs) From 20 to 21 October, PAU co-organized a workshop on PWCs in partnership with MOI and LOTFA-UNDP. Police Advisory Unit (PAU)-UNAMA led substantive aspect of the event, i.e. designing of the program agenda, organization of group discussions, and delivery of expert presentation, while partner organizations provided enabling supports, including logistics. On 20 October, the event took place at Intercontinental Hotel, Kabul with participation of approximately 300 participants from MOI, civil society, international agencies, and all 34 provinces. Deputy SRSG/RC of UNAMA, Mr. Mark Bowden, MOI Deputy Minister for Strategy, Mr. Azizi, Deputy Minister of Ministry of Women Affairs, Gender Advisor of ISAF, BG Garasic, and a civil society representative made their keynote addresses, drawing extensive media attention. For example, Tolo TV, one of the most influential Afghan broadcasters, reported their speeches live on TV. Dignitaries messages were clear and coherent empowering police women is imperative in improving access to justice for women in the community and police women councils are instrumental in empowering police women. Following the high-profile messaging session, representatives of PWCs from Kabul, Mazar, Herat, and Bamyan briefed on their activities and achievements. Due to PAU s advance advice, the police women made their presentations in a highly positive manner, a marked improvement from their previous attitude of nagging for benefits. PAU observed the needs to train PWCs on more subtle way of presenting their values and thereby attracting more recognition and support by demonstrating their roles as a managerial tool for police commanders to effectively address police women issues. Subsequently PAU organized group discussions on MOI Implementation Plan for Police Women and roles of PWCs. Arranged in six groups corresponding to the Plan s priorities and objectives, police women and men participants exchanges their views on 1) recruitment, 2) retention, 3) training to support police women, 4) training to eliminate violence against women,
4 5) building decent working environment, and 6) elimination of harassment against police women. PAU prepared 12 facilitators in partnership with Global Rights, an ADPP implementer on Legal Fellows project, and PWC in Kabul Police HQs. Eight legal fellows and four Kabul police women effectively guided group discussions among 170 police participants from all provinces, while it was later known that guiding questions required more clarity in light of encouraging participants to think about what they can do rather than what someone else, i.e. MOI, should do. On 21 October, the second day of the workshop started with PAU s expert presentation on international best practices of PWCs. Prior to the training on detailed information, PAU presenter caught the audience s attention by conducting a quiz-and-gift session on MOI Implementation Plan. Motivated by the participatory pedagogy, the audience showed strong interest in the presentation, which highlighted on concrete examples of PWCs in other countries represented by International Association of Women Police (IAWP), including Muslim ones, e.g. UAE, Bangladesh, and Pakistan. Visual images of police women networking, supporting, and developing each other seemed to have galvanized male participants into acknowledging the values of PWCs, as exemplified by subsequent group presentations mostly led by male police heads of offices. Regarding the second discussion topic on MOI s draft Terms of Reference (TOR) on PWCs, Deputy Director of MOI Directorate of Human Rights and Women Affairs, Col. Ghalib, made a presentation on the contents and the procedure of TOR making, emphasizing the extensive collaboration among MOI, internationals, civil society organizations, and existing PWCs in drafting the 42-articled document. He requested unreserved inputs from the audience, enhancing the legitimacy of TOR through a participatory consultation process. At the second group presentations on provincial work plans to establish PWCs, participants displayed wide consensus on the values of PWCs and briefed on practical measures to follow up in their own provinces. Concluding the two-day workshop, MOI officially announced its plan to establish PWCs in all provinces and districts, if necessary following the strong support expressed by the workshop participants. MOI Deputy Minister for Administration attended the concluding ceremony and delivered his remark on the importance of empowering police women and MOI s efforts to build their capacity through various training programs. It is appraised the workshop was a culmination of PAU s enduring efforts to support police women by helping them help themselves through PWCs. As MOI approves and promulgates TOR, further technical assistance would be needed for provinces to establish PWCs and benefit from them. With experiences and network gained at the ministerial level so far, PAU would continue to play a significant role in expanding PWCs and empowering police women.
