2 Work Plan JDAI Strategy: Case Processing FTA s attributed to the following admissions during each respective 2015 quarter: 2 nd Quarter 9% admissions 3 rd Quarter 19% admissions 4 th Quarter 20% admissions Identify what sources of data would be needed to provide a full picture of the identified problems. Reduce the number of FTA s issued, and ultimately that lead to an admissions to secure detention. FTA s increased by the following percentage points during each respective quarter: 2 nd Quarter 7% increase 3 rd Quarter 93% increase 4 th Quarter 5% increase Discussion on what we want to know from the information presented. Identify and analyze a sample of youth from each quarter to see why the data presents this way. Identify best practices utilized throughout the JDAI network that could provide insight on addressing the issue. Case Processing 2 P a g e
3 JDAI Strategy: Special Detention Cases Reduce the number of youth admitted to secure detention on Other Orders. Other Court Orders attributed to the following admissions during each respective 2015 quarter: 2nd Quarter 16% admissions 3rd Quarter 10% admissions 4th Quarter 9% admissions Other Court Orders changed by the following percentage points during each respective 2015 quarter: 2nd Quarter 17% increase 3rd Quarter 38% decrease 4th Quarter 10% decrease Identify what sources of data would be needed to provide a full picture of the identified problems. Discussion on what we want to know from the information presented. Identify and analyze a sample of youth from each quarter to see why the data presents this way. Identify best practices utilized throughout the JDAI network that could provide insight on addressing the issue. Special Detention 3 P a g e
4 JDAI Strategy: Reducing Racial & Ethnic Disparities (RED) A Disaggregation of total admissions to secure detention by race & ethnicity during each respective 2015 quarter showed: Identify and reduce any disparities in Race, Ethnicity & Gender which may be present throughout the local juvenile justice continuum. 2 nd quarter 68% of total admissions were African American; 16% were Latino; 16% were Caucasian 3 rd quarter 72% of total admission were African American; 14% were Caucasian; 13% were Latino 4 th quarter 72% of total admissions were African American; 15% were Latino; 14% were Caucasian Data indicates that 20% of the total youth population in Hillsborough County is African American, 32% of the total youth population is Latino, and 14% of the total youth population is Caucasian. Identify what sources of data would be needed to provide a full picture of the identified problems. RED 3 rd Quarter data showed the following disparities in lengths of stay: Latino s were detained on an average 3 days longer for Felony Crimes, and on average of 2 days longer for Court Orders. Discussion on what we want to know from the information presented. Identify and analyze a sample of youth from each quarter to see why the data presents this way. 4 P a g e
5 JDAI Strategy: Reducing Racial & Ethnic Disparities (RED) - Continued African American s were detained on an average 6 days longer for Felony weapons. On average, African American s were detained 6-7 days longer for absconding from supervision Identify and reduce any disparities in Race, Ethnicity & Gender which may be present throughout the local juvenile justice continuum. Males were detained at a higher rate than females in felony crimes, absconding, and other court orders. Males were detained 3 times longer than females who were detained for other court orders. 4 th Quarter data showed the following disparities in lengths of stay: Identify best practices utilized throughout the JDAI network that could provide insight on addressing the issue. RED Caucasians were detained two days longer than African American s, and eight days longer than Latinos for Felony property crimes. African American s were detained 6 days longer than Latinos for Felony property crimes. 5 P a g e
6 JDAI Strategy: Reducing Racial & Ethnic Disparities (RED) - Continued 4 th Quarter data (continued): On average males were detained four days longer than females for felony person crimes. Identify and reduce any disparities in Race, Ethnicity & Gender which may be present throughout the local juvenile justice continuum. African American s were detained two days longer than all other racial & ethnic groups for felony person crimes. Latinos were detained two days longer than the other racial & ethnic groups for felony weapons crimes. Caucasian s were detained one day longer than the average length of stay for Underlying charge, and two days longer than African Americans. (See Above) RED Males were detained nine days longer than females for Other Court Orders. 6 P a g e
7 JDAI Strategy: Conditions of Confinement Using the CHAPTERS instrument, identify areas of improvement within the Hillsborough Regional Detention Center that will align with the JDAI model, and exceed all local and federal standards. Current DJJ Detention Centers meet the required State and local standards, but do not meet JDAI standards which EXCEED Federal, State & Local standards. Identify and train all COC team members. Have all COC team members sign confidentiality agreement. Screen any non-djj COC team members. Send all FOP s, and corresponding documents in preparation for the audit. Create a tentative schedule and send to Statewide Coordinator. Ensure any traveling COC team members send travel authorizations to Statewide Coordinator. Have all facility documents/ reports, CHAPTERS instrument, Detention Staff, and youth ready for audit. Conduct audit. Have all COC team members submit their final instruments to local coordinator. 8 JDAI Strategy: Alternatives to Detention Programming To strengthen current alternative programs as well as to create new alternatives that align with the JDAI model, and the local mission. During the 2 nd & 3 rd quarters of 2015, the ATSD program had a total of 55 youth ordered / referred to the program; of which 34 youth were accepted and supervised. During the same quarters, the following number of youth were admitted to the detention center: 2 nd Quarter 642 youth 3 rd Quarter 602 youth A further analysis of the above data shows, in the 2 nd quarter 78 youth were admitted for a misdemeanor offense, and 280 youth were admitted for a technical violation. During the 3 rd quarter, 63 youth were admitted for a misdemeanor offense, and 270 youth were admitted for a technical violation. Analyze the data from the 34 youth, and present information discovered to the Steering Committee. Have a to develop a consensus on the true use of detention. Have a to develop a consensus on what is a threat to public safety. Discuss the current criteria for ATSD and the data analysis to develop a criteria that aligns with the mission statement. 9 JDAI Strategy: Alternatives to Detention Programming Continued Development of an Evening Reporting Center. Continue to develop MOU with Hope Street of Tampa, and DJJ. To strengthen current alternative programs as well as to create new alternatives that align with the JDAI model, and the local mission. As a result of the restrictive continuum of alternatives, the above date shows large numbers of youth being detained for minor offenses and / or infractions. Solidify all programming and organizational information for the structure of the ERC. Present the ERC model to the Judiciary, Probation administration, and CAB in order to develop referral process from Court to program.
