1 Criminal Justice Coordinating Council (CJCC) FJ0 Mannone A. Butler, Executive Director th Street, NW, Suite 715N Washington, DC Central Purpose As an independent agency, the Criminal Justice Coordinating Council is dedicated to continually improving the administration of criminal justice in the District. The mission of the CJCC is to serve as the forum for identifying issues and their solutions, proposing actions, and facilitating cooperation that will improve public safety and the criminal and juvenile justice system of the District of Columbia for its residents, visitors, victims and offenders Key Facts In 1999, the United States Congress passed the District of Columbia (DC) Appropriations Act, 2000, which mandated that the United States Government Accountability Office (GAO) assess and report on DC s criminal justice system. (PL ) The extensive report released by the GAO, titled DC Criminal Justice System: Better Coordination Needed among Participating Agencies, indicated that the Criminal Justice Coordinating Council (CJCC) was the forum for DC s criminal justice agencies to identify and address public safety issues involving multiple agencies. Goals/Performance Measures Assist member agencies with information sharing across the federal and local criminal justice system. Improve multi-agency collaboration and planning and encourage data-driven decision making by providing CJCC members with relevant and timely research and analysis that includes tracking priorities, evaluating progress, and generating reports analysis. Provide a multi-agency structure to facilitate strategic planning, information sharing, and cross systems collaboration. Programs/Services Provide a forum for effective collaboration and problem solving among criminal and juvenile justice agencies. Identify, develop and coordinate innovative interagency solutions to address District of Columbia public safety challenges. Research and analyze critical issues identified by the criminal and juvenile justice system. Facilitate and provide long-term performance monitoring of collaborative solutions to public safety and criminal justice challenges. In 2001, the DC Council established the CJCC as an independent agency and the structure of its membership. (D.C.Code , ) The following year, Congress passed legislation that federally funded the CJCC and installed the heads of participating federal agencies as CJCC members. (P.L ) In 2013, the CJCC was designated as a criminal justice agency for purposes of information sharing. (D.C. JUSTIS serves as a one-stop shop for information that allows law enforcement and criminal justice users to view criminal justice-related information from multiple sources simultaneously. Furthermore, JUSTIS facilitates the near-real-time electronic exchange of criminal justice-related data needed to enable various public safety agencies within the District of Columbia to execute their respective missions. Statistical Analysis Center (SAC), a unit within CJCC, is responsible for independent research, statistical analyses, quantitative and qualitative data collection and program analyses. It is also responsible for policy review and facilitating information exchange. The SAC provides statistical information and technical support to CJCC s membership, committees and external agency partners. In 2013, CJCC s principal members established the Interagency Research Advisory Committee (IRAC) consisting of researchers across the criminal and juvenile justice system. In 2014, the IRAC began to identify interagency research priorities for the SAC to address. Delivery Date

4 Project/Initiative Name GunStat Substance Abuse & Mental Health Services Integration Taskforce Juvenile Justice Brief Description GunStat, a District-wide effort that focuses the efforts of criminal justice partners on the most dangerous repeat violent gun offenders while evaluating the criminal justice system to learn lessons and initiate proactive investigations. The CJCC Statistical Analysis Center facilitates the monthly GunStat sessions and provides ongoing supportive research and analysis for the initiative. Substance Abuse Treatment & Mental Health Services Integration Taskforce (SATMHSIT), an interagency effort to improve the treatment options available to offenders, ex-offenders, and defendants with mental health illness and/or co-occurring substance abuse disorders to reduce recidivism. The SATMHSIT works to address priority areas pursuant its Strategic Plan for Persons with Serious and Persistent Health and Substance Use Disorders Involved in the Criminal Justice System in the District of Columbia. A synthetic drugs workgroup was convened in 2013 to focus on detection, legislation, and information sharing. Juvenile Justice Committee (JJC), an interagency committee comprised of leaders from juvenile justice and human service agencies was established in 2011 to address longstanding and emerging juvenile justice issues through enhanced information/ data sharing, the identification of innovative programs and services, the provision of technical assistance and training. The JJC serves as the Juvenile Detention Alternative Initiative s (JDAI) Executive Committee. JDAI, supported by the Annie E. Casey Foundation, focuses on reducing the unnecessary and harmful use of secure detention for low-risk juveniles. CJCC members identified truancy prevention as a priority area. CJCC is a founding partner of the truancy taskforce. CJCC s SAC facilitates and supports the taskforce s data committee.
