2 OUR OBLIGATION The Emergency Management Act 1986 is the core legislation which outlines every municipal Council s responsibilities and obligations in relation to the organisation and management of resources for dealing with all aspects of emergencies
3 Municipal Emergency Management Plan The City of Melbourne maintains a Municipal Emergency Management Plan (MEMPLAN). The Plan contains provisions that: Identify the municipal resources and other resources available for use in the municipal district for emergency prevention, response and recovery. Municipal resources include those owned by and under the direct control of Council Specify how such resources are to be used for emergency prevention, response and recovery Involve and provide for the community in all emergency management processes.
4 MERC Municipal Emergency Response Coordinator A nominated Senior Sergeant from Victoria Police is the MERC for the City of Melbourne. The MERC: Takes an active role in planning at a local level including being a member of the City of Melbourne Municipal Emergency Management Planning Committee. In times of emergencies that require activation of the MECC, attend at the Municipal Emergency Coordination Centre (MECC) as the MERC Any Emergency Service Agency requiring municipal support must request that through the MERC who will pass on all requirements to the City of Melbourne MERO.
5 MERO Municipal Emergency Resource Officer The MERO is responsible for the coordination of municipal resources in responding to emergencies, and has full delegated powers to deploy and manage Councils resources during emergencies. MERO Responsibilities: Coordinating municipal resources in response to emergencies Establishing and maintaining an effective infrastructure of personnel whereby municipal resources can be accessed on a 24-hour basis Establishing and maintaining effective liaison with agencies within or servicing the municipal district and the Municipal Recovery Manager (MRM) Maintaining the Municipal Emergency Coordination Centre(s) at a level of preparedness to ensure prompt activation when necessary.
6 MRM Municipal Recovery Manager Coordinating municipal and community resources within the municipality during recovery Assist with services such as food, shelter, counselling Open an Emergency Relief Centre/s as required. Confirm with venue that all emergency facilities are operational and room requirements are met Location of Emergency Relief Centre will be a joint decision between MERC, MERO and MRM Responsible for contacting appropriate support services including: Department of Human Services Australian Red Cross Salvation Army
7 MECC MUNICIPAL EMERGENCY COORDINATION CENTRE A MECC: Facilitates activities of key personnel from local and state government agencies, emergency services and others as required to assist and is led by the MERC, MERO and MRM. Is a facility for acquiring, deploying and coordinating resources to support response, community support and recovery activities Operates for the relief and recovery activities in which council s roles require coordination Provides for the accurate logging of information, communications and decisions for recording, debriefing and planning purposes Centralises the dissemination of community information and warnings following consultation with the control agency. During response, the MECC is not the centre that makes decisions concerning the operational roles of control or support agencies or in any way takes or duplicates the roles and functions of an incident control centre (ICC) or agency emergency operations centre (EOC). However for recovery purposes, the MECC may become the operations centre for the recovery effort within the municipality.

9 MELBOURNE CBD SAFETY PLAN The CBD Safety Plan is a joint initiative between City of Melbourne, Victoria Police, Department of Human Services and the Office of the Emergency Services Commissioner. The CBD Safety Plan is prepared under the authority of the City of Melbourne's Municipal Emergency Management Plan (MEMPlan) and Section Six of the Emergency Management Manual Victoria and is to be read and activated in conjunction with existing Emergency Management Arrangements. The CBD Safety Plan acknowledges that it is paramount to be prepared for a wide range of possible significant events from major natural disasters such as fire or flood to events such as acts of terrorism
10 MELBOURNE CBD SAFETY PLAN The purpose of the plan is to establish a framework for a co-ordinated multi agency and community response for the safety of people caught up in an emergency or significant incident in the CBD. The Plan has an all-hazards focus and manages the short term safety of the people within the densely populated CBD, Southbank and Dockland areas. The Plan is an evacuation plan for the city
11 MELBOURNE CBD SAFETY PLAN The City of Melbourne is made up of the city centre and a number of inner-city suburbs. Each suburb has its own distinctive flavour, with different businesses, dwellings and groups of people living and working there. The CBD Safety Plan Area: Postcodes 3000, 3006, 3008

14 MELBOURNE CBD SAFETY PLAN SUB PLANS The Plan provides a high level overview for the community and government and is supported by five operational Sub Plans (developed to assist the operational decision makers) which are not public documents: 1. Evacuation 2. Traffic Management 3. Public Transport 4. Communications & Public Information 5. Relief Centres
15 EVACUATION SUB PLAN Objectives: Facilitate the safe movement of people from an incident, preferably to their own homes Guide decision makers when considering a mass evacuation Specify the mass evacuation process Define roles and responsibilities of stakeholders at each stage of an evacuation Facilitate relationships between agencies Prepared and signed off by Victoria Police, City of Melbourne, MFB and Ambulance Victoria
16 TRAFFIC MANAGEMENT SUB PLAN Activation of this Sub Plan depends on the location and extent of an event and level of response required To define immediate and short term actions if parts of the CBD must be evacuated, the CBD has been divided into four quadrants. An Emergency Relief Centre (ERC) has been identified in each quadrant Traffic management maps for each quadrant covering the location of the ERCs, pedestrian movement and emergency service routes have been prepared Prepared and signed off by Victoria Police, VicRoads, City of Melbourne
17 PUBLIC TRANSPORT SUB PLAN Supports the CBD Safety Plan by assisting with exit routes from the CBD utilising a range of public transport options Prepared and signed off by: - Department of Transport - Victoria Police - Metro Trains Melbourne - V-Line - Southern Cross Station - Yarra Trams - Bus Association Victoria - Victoria Taxi Directorate
18 PUBLIC TRANSPORT SUB PLAN OBJECTIVES Establish a Public Transport Coordination Group (PTCG) to assess and evaluate options available to support a mass evacuation from CBD Acknowledge the public transport assets and key points that will support a mass evacuation from CBD Identify and coordinate incoming and outgoing public transport arrangements after a significant incident Support the Traffic Management Sub Plan Respond to decisions made by other strategic bodies
19 COMMUNICATIONS SUB PLAN Objectives: To outline and ensure the City of Melbourne can play its role in meeting community needs for information during an emergency Provides a consistent, unified, collaborative multi agency approach to managing public information during and after an emergency to ensure timely and accurate advice and information is released to the community and media Provides information that enables people to make decisions about their safety
