38 EUROPEAN EMERGENCY EXIT DEVICES FORMER RULES FOR EMERGENCY EXIT DEVICES In the past, rules on emergency exit locking devices were not set out in a single set of regulations. For instance, while German regulations allowed locks to be equipped with an anti-panic mechanism, the standard for door handles specified how handles could be used with special anti-panic locks. The standard on fire behaviour in building materials and buildings components allowed a panic bar to be used. Panic bars were only mentioned briefly in such regulations with no established regulations governing their usage. The German regulation on places of assembly states it must be possible to fully open an emergency exit door easily from the inside. Until now, fire protection had been the highest priority while little attention was paid to the emergency exit function in doors. Fire doors have now been retrofitted with panic door devices.. SPECIAL FIELDS OF USAGE With the introduction of new European regulations, national regulations were adjusted to new specifications during an adaption phase. Today, only devices in accordance with EN 179 can be used on emergency doors and only devices in accordance with EN 15 can be used on panic doors. Architects and / or local authorities decide which actual locking system should be used on which door. EN 179 states emergency exit doors must weigh less than 200 kg and not exceed a height of 2500 mm and a width of 00 mm. An emergency exit device must guarantee that a door can always be opened within 1 second by pushing the handle once. The required release force must be not greater than 70 N. It is assumed that users will not try to force the actual door when escaping. The door handle must point towards the door to avoid injury. The emergency exit device must have specified durability and specified resistance to misuse. The standard also sets out requirements for classification keys, CE labelling and instructions for installation. Release force Shape of door handle. It is assumed that users are familiar with the building and a situation of panic is unlikely to arise. The standard can also be applied to doors in public buildings which are not frequently used. PANIC EXIT DEVICES EN 15 Panic exit devices consist of a lock, a panic bar (or alternatively, a push bar) and strike accessories such as striking plates and floor sleeves. EN 15 states panic exit doors must weigh less than 200 kg and not exceed a height of 2500 mm and a width of 00 mm. Panic exit devices must enable users to open the door within 1 second by pushing any part of the bar. The required release force must be no greater than 80 N with no pressure against the actual door and no greater than 220 N when there is pressure against the door. The required opening force on a door under pressure is tested as it is assumed people will press against the door leaf in panic when trying to escape. It must therefore be guaranteed that the door can be opened in such circumstances. To avoid injury, panic exit devices should not have any protruding edges and should prevent fingers from becoming trapped. Panic exit devices (panic bar or push bar) must have specified resistance to misuse. The standard also sets out requirements for classification keys, CE labelling and instructions for installation. Therefore, all panic locks and their combinations in this catalogue are designed for doors which open outwards. In exceptional cases, however, doors which open inwards are also approved by local authorities. We can also supply locks for such cases. In the event of a panic situation, the dead bolt can be retracted simultaneously with the latch bolt through the handle, even if locked, and the door can thus be opened. If the lock has been locked with the key and the door has then been opened from the inside using the anti-panic function, the door is still secured against opening from the outside (the dead bolt is still drawn back and the follower is not engaged, therefore the latch is still securing the door). FUNCTION FROM THE OUTSIDE The door has a handle on the outside. The lock is locked and unlocked with a key. If the latch bolt is drawn back twice, the lock is switched to the transit function and the door can be opened. The lock is switched to the closed function by turning the key towards the lock position once or twice. The door can now only be opened using the key. If the key is turned once, the door is secured by the latch bolt; if is turned twice, the door is secured by the latch bolt and the dead bolt. It is thus recommendable to turn the key twice every time. USE For doors which need to be accessible from both sides at times and must be inaccessible from the outside at other times. 45 Automatic locking function AUTOMATIC LOCKING FUNCTION Locks with changeover function B are fitted to doors which need to be used from both sides and occasionally need to be inaccessible from the outside at certain times. To do so, the outside handle must be changed over, so it won t engage. There is an automatic locking function to ensure the outside handle does not accidentally engage. The automatic locking function ensures the key cannot be taken out of the lock before the handle is disengaged again. The key must be turned to the lock position before it can be taken out.
