On January 29, 2016, a Site Plan application was received for this development which will include: Ground Floor = Retail and Service Second Floor = Office Space Third, Fourth and Fifth Floor = 30 Condominium Apartments (8 one-bedroom units and 22 two-bedroom units) View of the proposed building facing east. 2 Re-Use of a vacant Elementary School as a Place of Worship 3377 Lockhart Road, Newcastle File Numbers: ZBA & SPA Frontop Engineering Ltd. on behalf of Tien Tao Sheng Xiu Temple is proposing to rezone the property to allow the transition of the vacant building from its former use as an elementary school to a place of worship. The congregation maximum is 120 people. The gymnasium is proposed to be used for worship, classrooms are proposed to be meeting rooms and rest space, the library for storage, and the lounge/rest room and kitchen/cafeteria will also be used. There will be no significant changes to the existing building. The existing building floor area is almost all ground floor with a very small second floor, all totaling 7,514 square ft. (698.1 square metres). For further information on this application please contact Bob Russell at , Ext or brussell@clarington.net Public Meetings The public meetings listed below are scheduled for Monday, February 22, 2016, at 7:00 p.m. during the Planning and Development Committee meeting. 215, 219 and 223 King Street West, Bowmanville File Number: ZBA (Cross-reference SPA ) Ontario Limited c/o YYZed Project Management has submitted a rezoning application concurrently with a site plan application to permit 3 six-storey apartment buildings containing a total of 414 dwelling units at the southeast corner of Regional Road 57 and King Street West in Bowmanville. The site is located near the future GO Transit site and walking distance to commercial and institutional uses in Downtown Bowmanville and in the West Town Centre. The project would contribute towards the Municipality s intensification targets in the existing built-up area of Bowmanville. The existing, two-storey building on this property has, until recently, operated as a new home sales office. No major changes are proposed for either the building or the property which already contains a large parking area. Recent Approvals Draft Plan of Condominium (Common Elements) for Townes of Scugog -120 Townhouses Applicant: File No: Southeast Corner of Scugog Street and Longworth Avenue, Bowmanville Development Application by Halminen Building Corp. (Courtice) C-C The approval process for the Townes of Scugog is concluding following many other milestones such as the Site Plan Approval September 2, 2014; Registration of the Plan of Subdivision: 40M-2526 September 22, 2014; and issuance of almost all of the Building Permits November 12, 2014 until now. Most of the townhouses are under construction with a few almost complete. The townhouse construction is to be completed in The Plan of Condominium received Draft Approval on February 3, 2016, it facilitates the creation of the common elements. In turn, this allows individual ownership of each townhouse unit and the property under and abutting the unit. Final Approval and Registration of the Condominium Plan is anticipated to be within the next few months. 4 Year End Wrap-up Reports Heritage Incentive Grant Update The Heritage Incentive Grant Program was established to assist properties designated under the Ontario Heritage Act (2005), with financing the cost of repairs and restoration. The program was established in 2013 and has funded 12 projects, with three projects funded in There has been good response to the Heritage Incentive Grant Program. Grants generate approximately four times their dollar value in improvements to designated heritage buildings in Clarington. To date the Municipality has provided $16,000 in grants and the value of the projects completed to date have been in excess of $55,000. The grants provide an incentive to designated property owners to take on projects that help protect and maintain Clarington s built heritage. Community Improvement Plan Update The Bowmanville, Orono, and Newcastle grant programs under the Community Improvement Plan s continue to be an effective incentive for renewal of the downtowns. The grants provide incentives for property owners and merchants to invest in and improve the appearance and function of their buildings. The Municipality has contributed $814,000 to community improvement grants and projects in the 4 urban areas over the past 10 years ago. In 2015 a number of businesses received grants including the projects highlighted below. 58 King Street West, Bowmanville Clarington Planning Services E-Update Page 4

5 58 King Street West (Bowmanville Sports Shop) received a façade improvement grant in 2015 to replace the ground floor windows and to update the appearance of the façade to compliment upgrades done on 56 King Street West. 4 and 10 King Avenue East, Newcastle 4 and 10 King Avenue East received a façade grant for masonry repairs and for painting and lighting upgrades to the exterior of the building Main Street, Orono 5310 Main Street received was approved for a façade grant to undertake window and door replacements. 6 Clarington s Planning Services Department accomplishments in 2015 The Municipality of Clarington was very busy in 2015, with many successes and accomplishments. Clarington s Planning Services Department was extremely busy in 2015, working diligently on the Clarington Official Plan Review. Planning Services is committed to protecting our environment and has made some key strides through the Priority Green Clarington Project. It has developed Priority Green Development Standards for neighbourhoods, plans of subdivision and site plans creating a more sustainable approach to development. Furthermore, throughout 2015 Clarington s Planning Department: Held 46 pre-consultation meetings, Had 3 plans of subdivision registered, Had 3 official plan amendments approved, Had 26 zoning applications approved, Approved 20 site plan applications, Processed 65 minor variance applications, Registered 8 apartment-in-houses, and Had 2 plans of condominium approved. The aforementioned planning activity resulted in: 901 new housing units and lots approved, 100,000 square feet of industrial/utility space approved, 40,000 square feet of commercial space approved, and 1,600 square feet of institutional space approved. That is just to name a few of the successes and accomplishments the Planning Services Department had throughout Overall, planning application activity has remained relatively consistent compared to the previous 2 years. In 2015, there has been a notable increase in approvals for: draft approved new dwelling units in plans of subdivision, land divisions and minor variances. With an increase in pre-consultation meetings, it is expected that the number of new and approved applications will increase in Clarington Planning Services E-Update Page 6
