Although key areas of the country are presently inaccessible for Humanitarian actors due to security constraints, the situation in the capital, Juba, is slowly coming back to normal. A governmental curfew is nevertheless in place and extends from 23:00 to 6:00, although movement after dark (19:00) is discouraged. Dry season will extend until April/May. Awerial is an informal IDP site located around 15 km from Bor, a town heavily hit by the violence, across the Nile. Around 85,000 IDPs are estimated to have sought refuge in the area. Only limited registration has so far taken place. In the absence of a permanent camp, IDPs are scattered throughout a vast area and IDPs, chiefly heads of households, have recently started to move to Bor during the day to assess the damage in their properties. The security situation in Awerial is stable, and the road from Juba has been fully cleared. Movement is done either by road or by UNHAS helicopter, running three times a week from Juba to the site. Aid

2 agencies have set up a Humanitarian hub with basic common services, in which most Humanitarian actors are currently accommodated. HI has a space in the Humanitarian hub, and basic tents are used for local and expatriate staff. Internet connection and mobile phone coverage are sufficient although not permanently reliable. GENERAL INFORMATION ABOUT THE JOB Line-manager DVFP Project Manager Funding body(ies) MAE Lux Duration of funding (project) 3 months Size of (project) team 5 Number of persons directly No managed INFORMATION ON THE CONTEXT Handicap International (HI) has been present in South Sudan since 2006, implementing Emergency and Development programs aimed at protecting and promoting the rights of persons with disability and other vulnerable groups in the country. Following the violence that erupted in the young country on December 15 th, HI is currently focusing its emergency response on addressing the needs of the most vulnerable. Given the difficulties and complexity of aid delivery and despite multiple efforts, humanitarian assistance often fails to reach the most vulnerable people whom, due to their loss of autonomy and also the lack of visibility tend to be invisible in emergency response systems. Because of inadequate accessibility (physical, attitudinal) or inappropriate assistance, they are often deprived from rescue and evacuation services, relief access, safe location/ adequate shelter, water and sanitation and other services. WORKING ENVIRONMENT Prior to the current emergency, Handicap International was implementing projects on victim assistance (Yei, Southern Central Equatoria) and on DPOs strengthening and mainstreaming amongst governmental actors (Juba, Central Equatoria and Bor, Jonglei State). To respond to the current crisis, Handicap International is providing an immediate humanitarian response to the most vulnerable people located in Juba camps (Juba 3 and Tomping) through a vulnerability and disability focal point (provision of core relief items (wound, protection kits), mobility devices/aid, emergency physiotherapy and psychosocial support to IDPs in the camps and health facilities. In parallel, a range of technical support, information and promotion of inclusive services is provided among emergency actors. A similar structure of activities is being established in Awerial, in close coordination with health service providers and protection actors. Trough this response, HI is mainly targeting persons the most at risk of exclusion of humanitarian aid via a large system of identification, direct support and referral: persons limited in their autonomy due to a physical, sensorial or intellectual impairment (adults, children), Isolated persons like children or women head of household, with special attention to isolated women with children (disabled or not), elder people isolated or within the family, pregnant and lactating women, persons with chronic disease. HI will also pay a specific attention to the gunshot wounded people to avoid that their wounds leads to impairment. JOB DESCRIPTION General mission: The Physical Rehabilitation Therapist will closely work with DVFP team, identifying, assessing and addressing the needs of persons with disability, wounded persons and other vulnerable individuals with physical impairments. The Physical Rehabilitation Therapist will remain directly accountable to the DVFP project manager. For all aspects of his/her job function and will have strong functional links with technical unit (P&O

3 Coordinator and Technical Unit Coordinator) for quality implementation of the projects. He/she will also work closely with the expatriate Occupational Therapist and local rehabilitation worker. Responsibilities: The main role of the Physical Rehabilitation Therapist is to identify, assess needs and provide physical rehabilitation services (direct rehabilitation therapy services, mobility aids and adaptive devices in close cooperation with the expatriate OT and local rehabilitation worker). He/she also contribute to the capacity building of organisations (NGOs, INGOs, etc), and HI rehab staff on comprehensive physical rehabilitation services. Please note: This job description is subject to modifications, depending on the evolution of the programmes needs. Job description for Physiotherapist 1. Key areas Carry out assessment of persons with disabilities / injuries in order to identify individual priorities, main rehabilitation problems and e needs for aids and rehabilitation therapy. Provision of rehabilitation therapy, mobility aids, adaptive devices and follow-up to ensure the realization of maximum physical mobility and functional independence. In coordination with the OT and rehabilitation worker - trainings and advice on usage of P&O devices to the persons with disabilities and their families / caregivers. Conduct and facilitate individual or group caregivers training on basic home care exercise program. To provide guidance, referral and follow-up services to persons with disabilities / injuries in the hospital as well as in the resettlement areas. Capacity building of organizations (NGOs, INGOs, DPOs etc.) on need and importance of disability rehabilitation (type, benefits, services, techniques, referrals etc) To participate in the recruitment of, and provide line management and technical supervision support to his/her team member/s Proper reporting on activities necessary for the project 2. Specific Tasks Physical Rehabilitation service: In coordination with HI DVFP team, provide quality physical rehabilitation services to person with disability / injury in current areas of intervention and sites to be identified that includes: To carry out physical rehabilitation need assessment of person with disability / injury and develop the individual treatment goal and plan. To provide rehabilitation therapy (Physiotherapy) and follow-up sessions as per developed treatment plan and revise the treatment plan as per need. In coordination with HI DVFP team, assess, prescribe and provide appropriate P&O devices on timely manner as per individual need of person with disability and injury, To assess and prescribe, mobility devices (wheelchair, crutches etc.) and adaptive devices (sitting chair, standing frame, toilet chairs etc.) with appropriate adjustment and modification as per individual client s need in close cooperation with expat OT and rehabilitation worker. To provide functional training for the use, maintenance and follow-up of P&O devices, mobility and adaptive devices and ensure that other rehabilitation staff also practice the same, together with expat OT and rehabilitation worker. To provide advice / training to person with disability / injury and their family members on preventive care of secondary complication of disability, use and maintenance of devices and basic home care as per the needs. To contribute to the promotion of increasingly and accessible services amongst international and local Emergency actors.

4 Referral and follow-up for relevant physical rehabilitation services, medical and psychosocial needs of individual person with disability and injury and to support the development of adequate referral system to other service provider.. Assist HI rehabilitation staff in maintaining individual files for each person with disability/ injury and contribute in development of client data management system. Coordination and reporting: in close coordination with DVFP Project Manager: Maintain good collaboration and coordination with the team members, particularly in terms of client treatment, referrals, information sharing, follow up and planning. Ensure accurate records of activities related to persons with disability / injury in areas of intervention. Monthly reporting on activities using the internal reporting formats and contribute in implementation of project monitoring & evaluation plan. To contribute in proper maintenance of all files, records and documents relating to the activities of the projects. Participate and contribute in coordination and project review meetings. To support DVFP Project Manager and expatriate OT in ensuring that stock is requested according to HI regulations and that equipment needs are conveyed in a timely manner. To link with the team in sharing the communication and monitoring and evaluation related information, beneficiary s data, best practices, documents and tools. To provide technical supervision support to national physiotherapist To ensure that the internal regulations, operating procedures and security rules are applied within his/her team and strengthen staff capacity in project implementation. Communication and public relations: As required by the Project Manager, participate in meetings with the local authorities, I/NGOs and represent HI s position and work and report fully to the Project Manager. Build a network with all possible professionals in the area/region so as to increase the possibility of referral to the required level whenever necessary To reflect and uphold the organisation s discourse and image vis à vis project contacts: local and international bodies (formal and informal). Participates in defending the interests of the organization and communicates any stance of or changes in the organization. Assuring the quality, regularity, and appropriateness of communication on the implementation of the project s activities with direct or potential, internal or external contacts. PROFILE SOUGHT Essential Diploma(s) : Bachelor s Degree in Physiotherapy / Occupational Therapy from a recognized University/School. Experience (type and length of experience required) - Minimum of 4 years experience in orthopaedics and neurological therapy - Previous experience in working in Physical rehabilitation project Desired Advanced Degree in Physiotherapy / Occupational Therapy from a recognized University/School A previous experience in developing countries and in complex emergencies with NGOs would be appreciated.
