1 Interlibrary Loan Module 5 Elizabeth Mahoney ALA ILL Code Interlibrary Loan & Document Delivery ILL purpose is the process by which a library requests materials from, or supplies materials to, another library. The ILL Code and Supplement are on the ALA RUSA website DD includes any service, locally or at a distance, that involves sharing a library s collecjon with its own patrons, without requiring patrons to visit the library, such as scanning or photocopying arjcles, or mailing books directly to patrons homes. Scope Interlibrary loan is a mutual relajonship and libraries should be willing to supply materials as freely as they request materials. Any materials regardless of format may be requested from another library. The supplying library determines whether the material can be provided. 1
2 NaJonal Resource Sharing Idea of Interlibrary Loan pre- dates the American Library AssociaJon But it was on the conference agenda in 1876 Libraries of all types and sized should be willing to share their resources liberally so that a relajve few libraries are not overburdened Links collecjon development and reference services NaJonal Resource Sharing ALA and RUSA have developed guidelines and an ILL Code Consumables Items that are not returned (photocopies) Returnables Items that are returned (books) Lending Libraries Borrowing Libraries ILL process RequesJng (borrowing library)perspecjve Lending (supplying library) perspecjve Copyright law and licensing impact Resources and systems Policies and procedures 2
3 RequesJng library responsibilijes Establish a DD/ILL Policy Process requests in a Jmely fashion Avoid overburdening one library IdenJfy libraries that own and might provide Transmit requests in standard format Return materials by due date Respond immediately to recall requests Package materials for safe shipping Comply with special instrucjons Follow ALA code Comply with US copyright law and guidelines Lending library responsibilijes DD/ILL Policy Send item with copy of the request (for idenjfying purposes) Process electronically in a Jmely fashion State condijons for loan, due date Package materials for safe shipping NoJfy if unable to fill Provide reason for this Respond to renewal requests in a Jmely fashion ARL study Research Library Issues, no. 275 (June 2011): Report of the Task Force on InternaBonal Interlibrary Loan and Document Delivery PracBces As print subscripjons diminish, lending from licensed content will take on increasing importance to interlibrary lending. More restricjons on lending of licensed content will result in a larger gap between the material available to local patrons and what can be shared through ILL. 3
4 ARL study Moving to licensed electronic versions rather than purchased print versions may leave research libraries with no right to lend to or obtain non- subscribed materials from peers if ILL privileges are limited by licensing agreements The rapid adopjon of e- books presents an opportunity for libraries to work with publishers on licensing terms and condijons. 5 Rethinking Resources Sharing Ease of Resource Sharing TransacJons Between Libraries Library's serials holdings are up to date Library responds within 24 hours Library accepts requests through regional or consorja systems Library tries to parjcipates in local or regional courier services Library s lending policies are up to date Lending library uses ISO compliant system Library is a member of a consorjum with a shared catalog or discovery system CONTU Guidelines NaJonal Commission on New Technological Uses of Copyrighted Works (CONTU) Created by Congress as part of the effort to revise comprehensively the copyright laws of the United States. Library use for Interlibrary Loan and Document Delivery not considered in the then pending revision bill. CONTU was created to provide the President and Congress with recommendajons concerning those changes in copyright law or procedure needed both to assure public access to copyrighted works used in conjuncjon with computer and machine duplicajon systems and to respect the rights of owners of copyrights in such works, while considering the concerns of the general public and the consumer. 5
