1 The Australian College of Physical Education Policy Document Library Student Loans & Resource Access Policy 1. Introduction The purpose of this policy is to outline the rules and guidelines for student use of the ACPE Library resources. Library resources are provided in support of academic research and the academic programs of the College. The Library Student Loans and Resource Access Policy assists in ensuring that the use of library resources and online services is ethical and fair, and that the lending of Library resources is managed in an effective manner. Users are required to respect, and comply with, the conditions necessary to provide effective access to Library materials by Library users. By virtue of using of the ACPE Library facility and online services students agree to the terms of the Library Student Loans Policy. 2. Statement of Policy 2.1 Borrowing From The Library Main Collection [MC] Resources from the Main Collection may be borrowed for a period of two weeks. Students may have a maximum of ten items on loan at any one time. Books should be returned via the Library Book Return Chute. Kits, and any other large items, should be handed to Library staff. Honours students are permitted to borrow twenty items at any one time for a four week loan period. Normal borrowing procedures for Short Loans and Reserve must be observed. Items on loan may be renewed for two additional loan periods, providing another borrower has not reserved them. Items must then be returned to the library to allow fair and equitable access Audiovisual Collection [AV] Library Student Loans and Resource Access Policy V6.0 Page 1 of 5
2 Items in the Audiovisual Collection may be borrowed for a period of two weeks. Students may have a maximum of two items on loan at any one time. Items in the Audiovisual Collection may be renewed as per items in the MC Collection Short Loans [SL] Items in high demand, including multiple copies of course texts, are placed in the Short Loans Collection and may be borrowed for a period of three days, with two renewal periods Reserve [RES] The Reserve Collection comprises specialist resources and books which are in high demand. These resources are recommended readings for students during their program of study. Reserve materials may be borrowed during the day for three hour periods and must be used within the Library. Books and most audiovisual items in the Reserve Collection are also available for overnight loan, to be borrowed three hours before the library closes and returned no later than 9:00am the following morning Reference Collection [R] The Reference Collection carries the prefix R on the spine label. This specialist section includes dictionaries, handbooks, encyclopaedias, year books, annual reports, indexes and bibliographies, legislation and statistical information. The Reference Collection is for use within the library only Serials Collection [S] The Serial Collection consists of academic journals related to the specific areas of study offered at ACPE. This collection is housed with the Monograph (Book) Collection, with back issues being housed in Stack. Serials are for use within the library only. Journal articles may be photocopied having regard to the Australian Copyright Act Theses and Closed Access Collections Items in the above Collections are for reference only and thus may only be used within the Library. Please ask for assistance at the Loans desk Student Identification Cards Students must present their identification cards for all transactions such as borrowing, renewals, reservations and Reserve. Borrowing is not permitted without a Library Student Loans and Resource Access Policy V6.0 Page 2 of 5
3 current College student identification card. provides access to photocopying and printing. A student identification card also Student cards are not transferable. Each student is responsible for all items borrowed on his/her card until they are returned to the Library and deleted from the loans register. Students are encouraged not to pass Library resources on to any other person as they are personally responsible for any loss or damage to those works, and for any overdue fines that may be payable. Where the student s need to borrow is urgent the student will be referred to the Library Services Manager. If a student identification card is misplaced or lost, the student is responsible for organising a replacement card with staff at College Reception or at the Library Circulation Desk. Students are permitted to borrow on their student identification card replacement receipt Reservations Reservations may be made on any item held in the Main Collection (MC) or in Short Loans (SL) providing the item is on loan. Reservations may not be made on items with a system status of on shelf. When the required item is available for collection the student will be contacted by . Reservations will be held at the desk for five days for items in the Main Collection, and for three days for items in Short Loans. If not collected within this timeframe the item will be returned to the shelves. Reservations are not permitted on RES items via the OPAC but may be reserved for overnight loan on the day required by speaking to a Library staff member at the Circulations Desk Library Fines & Overdue Notices All loans must be returned on or before the due date. Fines are imposed for late returns at the rate of $1.00 per day, excluding weekends, for items from the Main Collection; $2.00 per day for items from Short Loans; and $2.00 per hour for items from Reserve (Lost books and other works will be charged to the student at an average replacement cost of $70.00, plus a $30.00 administration fee). Overdue Notices - It is the student s responsibility to know when items on their Library account are due, and to respond immediately to all Library overdue notices. A courtesy notice is ed one day in advance of the due date of your loans as a reminder. A grace period allows you to return your overdue items without fine, within 3 days of the original date due. Overdue notices are sent to the student s college account. Three overdue notices for outstanding loans will be sent. The period between each notice will vary depending on the Library Collection - one day for items in Reserve, three days for items in Short Loans, and one week for items from the Main Collection. The fourth overdue notice is an invoice for the replacement of the work. It is the student s Library Student Loans and Resource Access Policy V6.0 Page 3 of 5
4 responsibility to check their on a regular basis and to respond promptly to all library notices. Please note that: (i) (ii) Borrowing privileges will be suspended for any student with overdue books or outstanding Library fines of $30.00 or more. Where a student does not respond to the overdue notices, or clear library fines, examination transcripts will be withheld until library accounts have been cleared. 2.2 Online & Digital Resources The Library has an extensive range of electronic databases, ebooks and digital video content. Under the terms of the College s licence agreement with online service providers, access is only available to ACPE staff and students. Consequently, passwords for access must remain confidential and must not be passed on to non ACPE persons. Any student in breach of this policy will have their access to the Library s online resources immediately terminated. Further action will be dependent upon the nature and the results of the breach. 2.3 Audiovisual Equipment Audiovisual equipment (laptops, data projectors, digital cameras, etc) is available for student use as part of their course work. Advance bookings are highly recommended and may be made at the Library Circulation Desk. Students are not permitted to borrow audiovisual equipment for use during practicum or for personal use. Students may use Library laptops within the Library for the purpose of writing assignments, provided the laptops are not reserved for use by academic staff and providing that all other Library PCs are in use. Please refer to the Library policy Student Use of Audiovisual Equipment for further details. 2.4 Internet Access The Internet is available to all students for study and research purposes. Students may use to transmit assignments but are asked to keep their use of personal to a minimum. Warning: Accessing, ing or communicating pornographic material, spamming or any other inappropriate use that is an invasion of personal privacy and/or ethical College practice is prohibited and may lead to immediate suspension from the College. 5 Students are not permitted to plug personal laptops into the College Network. For further information please refer to the IT Student Use Policy. Honours students are exempt from this policy provided that staff in the IT Department check that their laptop has current VIRUS protection software installed and that connection to the network only occurs within the Honours Research Room. 2.5 Copyright It is the responsibility of the Library user to ensure that photocopying and printing does not infringe copyright law. For educational purposes, the Australian Copyright Act permits the copying of up to 10% of a publication, or one chapter, and one journal article per journal issue, unless the articles are on the same specific subject. Students are referred to the copyright notices which are displayed in the Photocopy Room and also adjacent to the printers. Please note that the copying of digital resources is not permitted under the Australian Copyright Act and is prohibited unless special permission has been granted by the copyright owner, or the work has been initially copied under the College s Screenrights License.
