The research resulted in an edited book on the process and consequences of reforms. Fall 2002.
13 13 Conducted research on international policing initiatives by US agencies. The study sought to describe the variety of international police activities done by the USA, their goals, implementation and outcomes. Research included interviews with policy makers in the Departments of State and Justice and in federal law enforcement agencies, and the collection of documentation. The research was conducted in Washington, D.C., Vienna (Austria) and Budapest (Hungary) during March-June Conducted research on the Village Public Safety Officer (VPSO) program in Native Villages of Alaska. The research included a survey of adults in two Native villages, interviews with policy makers and practitioners in regional centers, and the collection of data and documents from files held by the Alaska State Troopers, regional non-profit organizations and village councils. The goal of the research was to determine the preferences for and assessments of the VPSO program by villagers, policy-makers and policy-implementers (State Troopers, VPSO coordinators); and to evaluate the effectiveness of the program in providing public safety services and meeting local expectations and needs. (During 1989 and 1990.) Conducted research on the state of plea-bargaining in Alaska. The research involved interviews with judges, prosecutors and public defenders in Fairbanks, Anchorage and Juneau. The research sought to determine the extent and kinds of plea-bargaining occurring in Alaska. (During the summer and fall of 1989.) Conducted a study of the National Youth Service Corps of Nigeria. The research involved extensive interviews with officials of the program; archival research at the National Headquarters and at State Secretariats; three sets of surveys of final year students before they enter the program (about 1100 questionnaires), of participants in the program at the beginning of their service (about 900) and at the end of their year of service (about 600); and extensive reading of media reports and locally published material on the NYSC. The aim of the study was to assess the planning, implementation and impact of the program on the participants and on the problems of national integration and political stability in Nigeria. (From January to December 1986.) Conducted archival research at the Department of State, Washington, D.C., on the Office of Public Safety assistance program in Africa. This research sought to describe the extent of international cooperation in police and law enforcement activities between the U.S. and developing countries and the impact of such aid on law, order and police performance in selected African states. (During summer of 1982.) Conducted a needs assessment survey for the Department of Public Safety, Pullman, WA. The research involved two surveys: 1) a survey of registered voters (563 respondents) to determine their reasons for voting for or against a bond issue for a new police station, and 2) a residential survey (280 respondents) to assess public safety priorities and evaluations of the Department of Public Safety. (During )
14 14 Conducted (with H. Marshall Carter) a study of police-community relations in Nigeria. Surveys were completed with public groups (1000 general public, 370 university students, 165 secondary students) and police officers (165 respondents) in various Nigerian cities. The research attempted to analyze the impact of attitudes toward the police and their performance on attitudes toward the government. (During ) Was research associate on a survey project of local voters in Denver. The study assessed the attitudes of Whites, Blacks and Chicanos toward city government and its performance. (During summer of 1973.) Grants Grant from the Fund for Research on Dispute Resolution, Washington, D.C.. The grant ($49,500) was for research on the role of the VPSO in dispute resolution processes in Native villages in Alaska (for June 1990-June 1991). American Political Science Association research grant to support analysis of data on the National Youth Service Corps of Nigeria (summer of 1987). Faculty Development Grant, University of Alaska Fairbanks, Summer 1989 (for research on plea-bargaining). Fulbright Senior Research Fellowship, The grant was for a nine months fellowship which provided support for research. It was one of ten fellowships awarded that year for research in all science and social science disciplines for all of Africa. Appointed as Community Services Fellow by the Partnership for Rural Improvement, Washington State University, for the spring and summer of PRI was funded by the Kellogg Foundation to help develop programs which would benefit rural communities in Eastern Washington State. PRI employed my services to a) plan, organize and help conduct a Conference on Rural Crime in Eastern Washington, b) write a situation/issue paper on rural crime which served as the basis for planning and conducting the Conference, and c) write a summary report of the Conference and its recommendations. Three small research grants, from Ahmadu Bello University, to support travel, printing and interviewing costs for research on the National Youth Service Corps and police-community relations in Nigeria.
