4 Introduction At Livingston Place, the safety and security of our tenants is of utmost importance. In order to provide a safe environment for all, Bentall Kennedy has put a comprehensive security program in place to reduce the likelihood and impact of various building emergencies. This manual provides direction during such emergencies and should be consulted closely to understand the different building safety features and their effect on you and your employees. The manual is reviewed annually and can be found on the tenant portal. Livingston Place is supervised by Security staff 24/7. The security desk is located in the main lobby and serves as the central monitoring station of all security and life safety systems. Suspicious and/or criminal behaviour should be reported so that Security may respond effectively. In addition to this manual, Bentall Kennedy conducts annual Fire Warden training sessions. They are typically held in the first half of the calendar year and serve to educate tenants about procedures and responsibilities specific to fire emergencies. Upon request, individual sessions can also be arranged. Please note that this Life Safety Manual is by no means absolute. The diversity of your business dictates additional risks that may affect you and your employees. We highly recommend that you develop your own Emergency Response Procedures, to complement what is in place. Page 4

5 Building Safety Features All building fire and life safety systems meet or exceed the Alberta Fire Code. Below you will find some of the most common features found throughout Livingston Place. All systems and equipment are inspected and tested regularly. Emergency Fire Phones located in the elevator lobby on each floor; connects tenants with Security in the CACF room. Speakers and Strobes located throughout each floor to provide notification during an emergency. Fire Extinguishers located in all common areas, stairwells and tenant spaces. Sprinklers located throughout the building, mounted in ceilings and activated by heat. Emergency Pull Stations will initiate building fire alarm and alert Security and the Fire Department; located adjacent to Evacuation Stairwells. Evacuation Stairwells lead to the ground floor and out of the building; also connect marked cross-over floors. Page 5

6 Tenant Roles & Responsibilities The Alberta Fire Code requires a Fire Supervisory Team for each floor (tenant) of the building. This team is responsible for ensuring that, if safe, their company s employees evacuate the building via the nearest exit to an outside assembly area. These tenant representatives also need to attend Fire Warden Training once per year. The purpose of the session is to educate tenants about Bentall Kennedy s emergency procedures and improve their knowledge of the building fire alarm system. All companies, regardless of size, must familiarize themselves with fire and life safety procedures and assist Property Management by monitoring their own space. This shared responsibility ensures that the entire building population will combine their efforts to ensure safety for all. Floor Captains a) Supervise and coordinate actions of fire wardens during a building emergency. b) During evacuations, confirm floors are clear and report to security desk on main floor. c) Complete checklist (see page 21) and brief security on any persons remaining on tenant floors. Fire Wardens a) Systematically search tenant floors for personnel. b) Prepare personnel for building evacuation ensuring safety precautions are met. c) Evacuate personnel and account at muster point. 7 Mobility Impaired Personnel (MIP) Any person who is unable to use the stairwell as a means of egress during a building evacuation (due to physical disabilities or existing physical/medical condition) Assemble in the elevator lobby and wait for rescue. If there is immediate danger, wait inside evacuation stairwell. Buddies Able bodied person who will remain with a MIP during a building emergency; will assist MIP with evacuation if there is immediate danger. Page 7

8 Fire Emergency The Life Safety System at Livingston Place utilises a 2-stage alarm system. Stage one is programmed to alert floor occupants of the activation of the fire alarm in the building, while stage two signals the need to evacuate the affected floor or building. Automated announcements will commence shortly after an alarm has been activated to provide floor-specific instructions. Stage 1 Alert Slow tone (20 beats/min) Automated announcements will advise that a device has been activated in the building, prompting you to stand by for further instructions. There is no immediate danger to the occupants of your floor, but it allows Fire Captains and Wardens to meet and prepare for a possible building evacuation Keep listening to the alarm tones and announcements. If the situation requires you to evacuate your floor, the alarm tones will switch to stage 2 and an evacuation announcement will commence. Note: Employees may continue to work in their offices during this stage, but should be ready to leave at a moment s notice. Save your work and recall your means of egress. Stage 2 Evacuation Alarm rapid tone (120 beats/min) Automated announcements will advise that an alarm condition exists in the building, prompting you to evacuate the building. Begin the evacuation process by moving towards the nearest emergency exit. Close, but do not lock, doors behind you. Proceed into the emergency exit stairwell and to the ground floor; proceed to one of the two pre-determined Muster Points (see pages 17/18). Page 8

9 Floor Captains and Fire Wardens will ensure personnel clear their areas and move to the nearest stairwell as quickly as possible. One of the Fire Wardens should lead their group in an orderly manner out of the building and to the Muster Point. The remaining Fire Wardens should sweep the floor for stragglers and close doors behind them. Please note that elevators will only be usable by Emergency Personnel, and therefore cannot be used to move to the ground floor. Conclusion of the Alarm Incident Once the emergency is resolved and it is safe to re-enter the building, Security personnel will travel to the Muster Points and make the appropriate announcements. In addition, automated announcements will advise those remaining building occupants that it is safe to return to their offices. Page 9

10 Evacuation Evacuations are divided into two categories: 1. General or Total Building Evacuation During this event, a Stage 2 Evacuation Alarm will sound throughout the entire building. An automated announcement will advise building occupants to leave the building immediately. 2. Partial Evacuation When only a portion of the building is affected by an emergency, only persons on the affected floors will be moved. In addition, the floor immediately above and below the affected floor will also be moved. Automated announcement will instruct personnel on such floors to move to the nearest cross-over floor. Cross-over floors are explained in more detail on page 11. During any form of emergency, anyone wishing to leave the building is free to do so. During a building evacuation, Floor Captains are expected to ensure all personnel are evacuating, and note all those refusing to leave. If there are any Mobility Impaired Personnel (MIP) that require assistance, use the fire phone located in the elevator lobby to advise Security. This information is passed on to the Calgary Fire Department upon arrival. Note: If no immediate danger exists, the Calgary Fire Department may decide it is not necessary to evacuate the MIP. They should, however, remain in place until the All Clear announcements have been made. The Floor Captain must report to the Security Desk in the main lobby after their floor has evacuated. Page 10

11 Cross-over floors Cross over floors have unobstructed access between the stairwell exits on opposite sides of the building. All Crossover floors are clearly marked on the stairwell side of the stairwell doors. Crossover floors are also designated as SAFE FLOORS in the event of an emergency. Crossover floors are designed to permit evacuees to move from one stairwell to another, should the one they are using be damaged or otherwise unusable. 12 Evacuation cont. d Evacuation Routes During an evacuation from the building, individuals must use one of the Emergency Fire Exits located at the North and South ends of the elevator banks on each floor. Muster Points North - If exiting the building via any of the North Exits, move to the Plaza Area of Livingston Place (in front of the Chinese Cultural Centre). South - If exiting the building via any of the South Exits, proceed to the +15 level of BP Centre, across the street. Detailed maps of both Muster Points can be found on page 18/19. Page 12

13 Medical Emergency In the event of a medical emergency: 1. Dial Give your location and direct Emergency Medical Services (EMS) to: 222 3rd Avenue S.W. (South Tower) 250 2nd Street S.W. (West Tower) 3. Have someone wait in the main elevator and freight elevator lobbies on you floor to meet and direct EMS to the person in need. 4. Call the Security Desk at , and inform them that EMS are on the way and what the emergency is. 5. Building Security will expedite a response and: a. Send someone to assist b. Secure an elevator c. Meet and direct EMS d. Stand by and assist Page 13

14 Bomb Threat Bomb threats are typically received via phone and meant to disrupt a business and/or scare building occupants. Even though the vast majority of bomb threats turn out to be non-substantial, at no time should any call be treated as a false alarm. When a call is received, follow the procedure below: 1. Remain calm and listen carefully. 2. Do not interrupt or antagonize the caller. Write down the exact wording. 3. Attempt to keep the caller talking. 4. Do not hang up first. Wait until the caller ends the call. 5. Check the call display to determine if any name or number is displayed. 6. Use and complete the Bomb Threat Checklist located on page If possible, signal a co-worker and ask them to call followed by the Security Desk. Emergency Services and Building Security will respond and formulate an appropriate response. If the suspected area is within your space, you will be asked to search for any suspicious items or packages. Building Security will search all other areas as necessary. Please note that the decision to evacuate is left to the tenant unless physical evidence of a bomb is present, or if directed by Emergency Services personnel. Page 14

15 If you discover an item that you suspect to be a bomb: 1. Call Contact the Security Desk. 3. Do not approach, touch or disturb the item in any manner. 4. Prevent other personnel from entering the immediate area surrounding the item. 5. Do not use radio equipment, cell phones or anything that can transmit a radio frequency signal. Note: If you determine that your employees are in imminent danger use your judgement to move or evacuate personnel immediately. Do not wait for specific instructions. Page 15

16 Power Failure Livingston Place is equipped with an emergency backup generator that will power critical building systems, such as emergency lighting and the Life Safety Panel. Depending on the severity and duration of the power failure, it may be necessary to close Livingston Place. Any such decision will be communicated to the tenants via several communication channels. 17 Severe Weather By definition, severe weather refers to any dangerous meteorological phenomena with the potential to cause damage, serious social disruption, or loss of human life. In order to provide a safe environment for all, Bentall Kennedy has put a comprehensive security program in place, with dedicated individuals who are trained and well-versed in the appropriate response procedures. If a severe weather event is identified, Bentall Kennedy s Emergency Response Team meets to determine the best course of action immediately. We have the capabilities to send out notifications to key tenant personnel via and/or MIR3. Should the situation escalate and disaster is imminent, then we will defer to the Public Address system to direct all building occupants. During any severe weather event affecting our building, please pay attention to notifications and public address announcements. Page 17
